Performance Management System Is Key For Police Evaluation – Dr. Anuma

The Permanent Secretary of the Ministry of Police Affairs, Dr. Anuma Ogbonnaya Nlia, has emphasized that the Performance Management System (PMS) is a transformative tool for enhancing law enforcement efficiency by establishing clear benchmarks for performance evaluation.

Dr. Anuma made this statement during the official launch of Performance Management System Day at the Ministry’s headquarters in Abuja. The event focused on performance evaluation, discipline, and staff promotions, reinforcing the government’s commitment to a more transparent and results-driven public service.

According to Dr. Anuma, PMS is not just about assessing outcomes; it sets clear objectives, tracks progress, and drives continuous improvement, aligning with the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25).

“The role of law enforcement is evolving in response to the dynamic security landscape. Now, more than ever, there is a growing demand for a professional, disciplined, and service-oriented police force. The Performance Management System is designed to meet this demand by ensuring that every officer, department, and unit operates at the highest level of efficiency,” he stated.

He further explained that PMS will enhance security, resource utilization, and overall public safety. The system also serves as a tool for empowerment, offering structured feedback, performance evaluations, and opportunities for professional growth.

“Through PMS, we are not just holding officers accountable; we are creating pathways for skill development, career advancement, and better motivation. When officers are well-trained and well-equipped, the entire nation benefits,” Dr. Anuma added.

The Permanent Secretary highlighted that the government’s objective is to build a more effective, transparent, and accountable public service. The PMS introduces a structured framework where officers’ contributions are assessed based on Key Performance Indicators (KPIs).

Through this initiative, the Ministry aims to reward excellence, address underperformance, and foster innovation. The PMS framework includes:

  • Goal Setting and Monitoring
  • Periodic Evaluations
  • Capacity Building
  • Rewards and Sanctions

Dr. Anuma expressed confidence that with the right support and dedication, PMS will transform policing and public administration, urging both senior leadership and new recruits to embrace the system.

Additionally, Professor Adeyemi Ajayi, the PMS Resource Person, explained that PMS was introduced to replace the Annual Performance Evaluation Review (APER), which was deemed ineffective. Unlike APER, PMS is designed to reduce subjectivity, ensuring objectivity and measurable results in key performance areas for civil servants.

The launch event was attended by key officials, including senior directors and departmental PMS champions, who reaffirmed their commitment to the system’s successful implementation
