Nearby Wildfire Causes Closure Of Grove Of Giant Sequoias

0

The largest grove of giant sequoias in Yosemite National Park was closed Friday and hundreds of people ordered evacuated nearby as a wildfire burning through dense forest became the latest in recent years to threaten the world’s largest trees.

A team was being sent to the Mariposa Grove to wrap some of the massive trunks in fire-resistant foil to protect them as the blaze burned out of control, said Nancy Phillipe, a Yosemite fire information spokesperson.

More than 500 mature sequoias were threatened but there were no reports of severe damage to any named trees, such as the 3,000-year-old Grizzly Giant.

The cause of the fire was under investigation and the rest of the park remained open as nearly 300 firefighters tried to control the flames with the help of two water-dropping helicopters and an air tanker dumping flame retardant, Phillipe said.

The giant sequoias, native in only about 70 groves spread along the western slope of California’s Sierra Nevada range, were once considered impervious to flames but have become increasingly vulnerable as wildfires fueled by a buildup of undergrowth from a century of fire suppression and drought exacerbated by climate change have become more intense and destructive.

Lightning-sparked wildfires over the past two years have killed up to a fifth of the estimated 75,000 large sequoias, which are the biggest trees by volume.

There was no obvious natural spark for the fire that broke out Thursday next to the park’s Washburn Trail, Phillipe said. Smoke was reported by visitors walking in the grove that reopened in 2018 after a $40 million renovation that took three years.

The grove, which is inside the park’s southern entrance, was evacuated and no one was injured.

The fire had grown to 466 acres (188 hectares) by Friday evening, authorities said.

Evacuation orders were issued Friday for the grove along with the nearby community of Wawona — which is surrounded by the park — and the Wawona Campground, where about 600 to 700 people were staying in a campground, cabins and an historic hotel.

A fierce windstorm ripped through the grove a year-and-a-half ago and toppled 15 giant sequoias, along with countless other trees.

The downed trees, along with massive numbers of pines killed by bark beetles, provided ample fuel for the flames, but winds Friday were calm and the fire was not spreading rapidly.

The park has used prescribed burns to clear brush around the sequoias, which helps protect them if flames spread farther into the grove.

“When the unwanted fires hit those areas, it tends to slow the rate of spread and helps us gain some control,” Phillipe said.

In the Sierra foothills, 80 miles (128 kilometers) to the northwest of the Yosemite fire, some evacuation orders were lifted as containment grew to 70% on the Electra Fire that had burned 7 square miles (18 square kilometers).

The fire broke out near Jackson on Monday and temporarily forced about 100 people celebrating the July 4th holiday along a river to seek shelter in a Pacific Gas & Electric Co. facility.

Lawmakers Laments Budget Slash in Education By Gov. Soludo

0

The Anambra State House of Assembly has expressed displeasure over 70 per cent budget slash in education from N3.23 billion to N1.1billion in the 2022 revised budget presented by Gov. Charles Soludo.

They said that the budgetary allocation to education sector was unrealistic and the slash would lower the standard of teaching and learning, as well as development of students.

Member representing Anaocha Constituency ll, Ejike Okechukwu made the assertion during the  2022 Revised Budget defence of the Ministry of Education.

The defence is done before the Assembly Committee on Finance and Appropriation, on Thursday in Awka.

Okechukwu who is also Chairman, House Committee on Education, said that education was the bedrock of any society and that the legislature had a duty to check the actions of the executive.

“The education ministry is self sustaining because it generates revenue annually from students’ tuition, sports levy and exam fees. These money are paid directly into government’s account.

“It is sad that these funds are not released to the ministry to operate which is why our students are being exploited, they pay these levies twice or three times in a year.

“The slash in the budget is unacceptable. We are suppose to be working towards having 10 per cent of our budget allocated to education as recommended by the United Nations Children’s Fund. Not less than two per cent allocated annually,” he said.

Okechukwu urged the Ministry of Budget and Economic Planning who prepared the budget to look into an upward review of the education budget.

Also speaking, Nnewi North Constituency representative, Smart Okafor, said that the Education sector should no be a revenue venture for the state.

“The ministry generate so much yearly to run their activities but once it enters into the government treasury, it will be used to fund other state projects. That is not okay,” Okafor said.

Earlier, the Commissioner for Education, Prof. Ngozi Chuma-Udeh, said that the ministry’s records in 2021 showed that over N636 million and N246 million were generated from the state’s secondary and primary schools respectively.

Chuma-Udeh said the ministry was working on a change in the curriculum of education from the conventional method of teaching to skills training and technology.

“We want to train and graduate students who will not be dependent on the state but be self-reliant and contribute meaningfully to the development of the state.

“We have a lot of reforms to carry our but we are surprised that our budget was slashed and when I queried, I was told that the state government cannot fund the initial budget of N3.23 billion.

“I’m appealing to the Assembly to look into an upward review of the budget to help us carry out our programmes optimally,” she said.

Responding, Christy Akabua, who represented the Commissioner for the state’s ministry of Budget and Economic Planning, explained that the slash was to dedicate funds to other important sectors.

“Due to paucity of funds we had to slash the budget to concentrate on other areas. This is a new administration and as time goes on or in the 2023 budget, everything will fall in line.

“But we will still meet with the Ministry of education to resolve the issues raised during the budget defence,” she said.

HND Programmes In Anambra State Poly Not Accredited- Official

0

The Anambra State Polytechnic, Mgbakwu (ANSPOLY), says it needs funds to get accreditation for its Higher National Diploma (HND) programmes to mobilise graduates for National Youth Service Corps (NYSC).

Deputy Rector of the institution, Dr Njideka Chiekezie, made the plea at the 2022 Revised Budget defence before the state House of Assembly Committee on Finance and Appropriation, on Friday, in Awka.

Chiekezie said: “Our HND graduates are not mobilised for NYSC because our HND programmes are not accredited. I’m not happy that our students are graduating without going for NYSC.

“But it is not my making. If there is anything I can do as a person to ensure these students go for NYSC, I will do it.

“All we need is accreditation to reposition the institution. If a programme is not accredited, the students in that programme cannot be mobilised for NYSC.

“And we need funds to get this accreditation. If our programmes are accredited, this problem will be solved,” she said.

The Deputy Rector also listed infrastructure upgrade, adequate number of staff and regularisation of appointments of staff, as other requirements for getting accreditation.

She appealed to the state government, the legislature and the ministry of education to look into the plights of the institution.

Earlier, the lawmaker representing Nnewi North Constituency, Smart Okafor, said there had been complaints from students about
non-accreditation of their courses.

“Some students said they graduated since three years ago but till now, they were yet to be issued their Certificates.

“Others, who got theirs, said they could not do anything with them, as they were told that the certificates are invalid.

“It is worrisome that an institution like this owned by the state government will be issuing invalid certificates to graduates. Something need to be done.

“As the school management, do not fold your hands and watch the institution die. Let it be on record that you achieved this accreditation, ” he said.

Also speaking, lawmaker representing Ogbaru Constituency l, Noble Igwe, said it was embarrassing that students graduated with no valid certificates and mobilisation for NYSC.

“That polytechnic needs help. So, we are advising the school management to write the governor and the supervising ministry which is Ministry of Education.

“List your challenges and requirements for accreditation and meet with the Commissioner to plead your case so that something can be done to address the problems of the institution.

“We will visit the school on oversight function to carry out an on the spot inspection and understand how to help the institution grow.”

The institution was formerly Anambra State College of Agriculture, founded in 1992 and upgraded to polytechnic in January 2017.

Exploring Boali Falls Central African Republic, A Major Point Of Interest For Foreigners

0

Boali Falls are one of the most interesting falls that can be found on the African continent, which are located next to the city which has same name, Boali, within the Central African Republic.

Forming on the M’Bari River, they fall down nearly from a vertical cliff of schist.

During the dry season, the Boali Falls do not have that much of a water and there can be seen among the wide cliffs, trees that grow among them, however, during the rainy season the falls are filling with water and they become so powerful and very impressive, covering most of the small trees.

Their height is around 50 meters (164 feet) and 250 meters (820 feet) wide.

On the M’Bari River there are two hydroelectric dams, built before and after the waterfalls.

These two dams supply the capital city Bangui with electricity, and are one of the most important source for making pressure on the government if one wants to organize a coup d’état, as it is usually in the country.

The latest scenario was in March 2013.

Nonetheless, due to the instability in the country, the falls are gaining some popularity among the tourists who dare to visit the country, and with the hotel and restaurant located on top of the falls, it becomes a major point of interest for foreigners.

CBN Intervention Programs To Boost Growth Not Effective – World Bank

0

The Central Bank of Nigeria (CBN) is trying to boost growth, keep foreign exchange stable and fight inflation. They can’t do these three things at the same time, Miguel Saldarriaga, the country’s economist at the World Bank, has said.

Miguel said the CBN has two primary goals, are to fight inflation and ensure financial stability.

“When the central bank tries to add more goals to what it does, things start to go wrong because the central bank cannot control many things at the same time,” Miguel said on Thursday at Lagos Business School’s World Bank Nigeria Development Update themed “The Continuing Urgency of Business Unusual.”

During the event, it was mentioned that CBN’s intervention programs to boost growth have not been effective, and there has been no data or audited reports to show the progress and efficiency of these programs.

“CBN’s interventions in sectors such as agriculture haven’t really been effective.” Miguel added that CBN has a form of repayment where farmers can pay back with bags of rice. “No central bank in the world is doing that,” he said.

He mentioned that the world bank wasn’t against these interventions as they were needed to boost growth. He, however, said that the CBN shouldn’t be the institution in charge of it.

According to Miguel, in 2021 Central Banks across the world increased interest rates to curb inflation. “Only the CBN failed to do so amongst the emerging economies,” he said.

“CBN needs to be more transparent with its operations, focus solely on fighting inflation and ensuring financial stability,” Miguel said.
