Enugu State Government says it has reached a collaborative agreement with the Nigerian Sovereign Investment Authority (NSIA) for the upgrade of the State Medical Diagnostic Centre, Enugu for the treatment of cancer.

This is contained in a statement by the Commissioner for Health, Dr Emmanuel Obi, made available to newsmen in Enugu.

According to him, the agreement is based on a comprehensive Diagnostic and Oncology (Cancer) treatment Centre.

Obi disclosed that the State Executive Council (SEC), sequel to the agreement, approved the evacuation of the existing equipment in the centre, as requested by NSIA to enable it to take over the health facility.

New Environmental Scheme Uses Plants To Clean Oils, Others In Water From Gullies

Plants and artificially created salt marshes are being used to clean oils, diesel and chemicals in water from road gullies in a new environmental scheme.

Leicestershire County Council has set up a “living water” operation in Croft to treat water it collects from drains.

A weir system will drain the water through straw before it is passed to ponds where salt marsh plants remove the remaining pollutants.

Councillor Ozzy O’Shea said it would protect the environment and save money.

The council said straw is a natural filter which removes a high percentage of oils, hydrocarbons, salts and silt, while the bacteria and micro-organisms that live in salt marsh plants can also remove pollutants.

After this filtering process, the clean water will flow into Broughton Astley Brook which feeds into the River Soar.

Solid waste such as stones, sand, metals, and plastics will be removed and recycled, with some being used in land restoration projects.

Mr O’Shea, cabinet member for highways and transport, said: “Cleaning this water using completely natural, chemical-free processes not only prioritises protecting our Leicestershire environment while maintaining our drainage system, but it also saves money for the council by dealing with this process ourselves.”

Endurance: Antarctic Treaty Seek Management Plan To Guide Ongoing Conservation Of Discovered Ship

0

A 500m perimeter is being implemented to aid the protection of Endurance, the ship famously lost in the Antarctic by explorer Ernest Shackleton.

The vessel’s position on the Weddell Sea floor was finally identified in March, 107 years after its sinking.

Member states of the Antarctic Treaty have already declared the wreck, which lies in 3,000m of water, a Historic Site and Monument (HSM).

Now they have asked for a management plan to guide its ongoing conservation.

This will be drawn up by the UK Antarctic Heritage Trust (UKAHT).

It will determine the kinds of restrictions and responsibilities that will be placed on anyone who goes near Endurance in the future.

It’s noteworthy that the Treaty parties have agreed to publish the exact coordinates of the wreck, at 68°44’21” South, 52°19’47” West.

World Bank to help tackle malnutrition in Philippines

The World Bank has approved 178.1 million U.S. dollar loan on Thursday to support the Philippines’ efforts in addressing malnutrition.

The Washington-based bank said it will support the delivery of nutrition and health care services at the primary care and community levels to help reduce stunting that is characterised by prolonged nutritional deficiency among infants and young children.

“The persistence of high levels of childhood undernutrition in the Philippines, exacerbated by the COVID-19 pandemic and could lead to a significant increase in inequality of opportunities in the country,’’ said Ndiame Diop, the World Bank Country Director.

Diop said improving the nutritional status of children is key to the Southeast Asian country’s goals of boosting human capital while strengthening the economic recovery and prospects for long-term growth.

Globally, food prices, already on the rise since the second half of 2020, have reached a record high this year, leading to food security problems worldwide.

Unless immediate action is taken, millions of children “will face the increased risk of undernutrition,” the bank warned.

The Kwara State Government on Thursday confirmed the first case of monkeypox in the state, which involves a 29-year-old Nigerian driver.

The state Commissioner for Health, Dr Raji Razak, who confirmed the presence of monkey disease in a statement he personally signed said a 29-year-old driver resident in Gbugbu in Edu Local Government Area of the state was discovered to have contracted the disease.

The commissioner said the driver had been placed on admission at a government hospital while members of his household were on surveillance.

“Kwara State Ministry of Health wishes to confirm the first case of monkeypox in the state. This follows rigorous efforts of the surveillance and response team that had been activated since the index case was reported in the country in March 2022.

“The first confirmed case in Kwara State involves a 29-year-old Nigerian driver who developed symptoms of fever, generalised rash, and weakness in the last two weeks and had been under our surveillance.

“There were contacts with the wife and four neighbours with similar symptoms where he lives at Gbugbu in Edu Local Government Area of Kwara State. All of which have been resolved by the health team.

“The patient has been on admission in the last 1 week because of suspicion of monkeypox. He has also been under strict monitoring by the surveillance and clinical team.

“Currently, the patient is improving and stable in the ward.

“The government’s team has similarly begun health facility and community case search/contact tracing.

“The team will also intensify continuous public and community sensitization on the disease and its symptoms for public education and control,” the Commissioner said.

Razak also said there was an ongoing training and retraining of health workers to strengthen the response of the state government to the development, adding “the Ministry of Health is also notifying the appropriate agencies, especially the Nigeria Centre for Disease Control, of the development.

“Members of the public are implored to step up efforts at personal and community hygiene as we work together to fight this disease,” he counseled.

Germany’s Economy Ministry Triggers Alarm Stage Of Emergency Gas Plan

0

Germany has taken a step closer to gas rationing after a drop in supplies from Russia.

The country has triggered the “alarm” stage of an emergency gas plan to deal with shortages, Germany’s economy ministry said.

It is the latest part of a standoff between the European Union and Russia over its invasion of Ukraine.

German economy minister Robert Habeck said Russia was using gas “as a weapon” in response to EU sanctions.

“We must not fool ourselves. The cut in gas supplies is an economic attack on us by [Russian President Vladimir] Putin,” Mr Habeck said, adding Germans would have to reduce consumption.

Mr Habeck said there would “hopefully never” be a need to ration gas for German industry, but he added: “Of course, I can’t rule it out.”

Mercury, Venus, Mars, Jupiter, Saturn To Be Visible Every Morning Till June End, 1st Since 1864

0

Mercury, Venus, Mars, Jupiter and Saturn will be visible every morning until the end of June in an alignment not seen since 1864.

Mercury, Venus, Mars, Jupiter and Saturn have lined up in a rare alignment that won’t occur again until 2040, according to AccuWeather.

While it is common to view a couple of planets together at any given time, the alignment of five planets simultaneously is a rare phenomenon which last occurred in 1864 and won’t occur again for almost 20 years.

The alignment is best viewed in the early morning around an hour before sunrise and will remain as is until the end of June
.

Since June has the earlier sunrises of the year, the best time to see the alignment is before 5 a.m. in the eastern sky.

While a telescope is not essential to view the alignment, some of the planets may be hard to spot with the naked eye – like Mercury which is not clearly visible because of its proximity to the sun and may be harder to spot because it is situated lower in the horizon.

According to AccuWeather, the easiest planets to spot will be Mars, Jupiter and Saturn because they were higher in the sky and will therefore not be impeded by trees and buildings.
While Uranus and Neptune will not be visible to the naked eye, binoculars or a telescope and sky charts will reveal the other two planets in the solar system.

According to Space.com, on the mornings of Thursday to Saturday, June 23-25, the waning crescent moon will be located between Mars and Venus, making identifying the planets easier even for people who are not well-versed in astronomy.

Mercury will leave the morning sky when July arrives, but the rest of the planets will remain for the beginning and will spread further apart as the month progresses.

Taraba, Yobe Roads Up For Construction As Federal Executive Council Approves N50b

0

The Federal Executive Council (FEC) has approved N50 billion for rehabilitation of roads in Taraba and Yobe States as well as the construction of injection substations to boost power supply in Gwarinpa area of the Federal Capital Territory.

N48.4 billion of the amount was approved for roads in Taraba and Yobe while the remaining N1.6 billion was meant for the FCT electrification project.

The Minister of Information, Alhaji Lai Mohammed, revealed this to State House Correspondents at the end of the council’s meeting chaired by President Muhammadu Buhari in Abuja on Wednesday.

Giving the breakdown of the N48.4 billion, the minister said N29.8 billion was approved as revised cost for the rehabilitation of Yola-Hong-Mubi road and N18 billion was approved for the Yobe State Government as refunds for the construction of federal government roads in the state.

He said: “The Minister of the FCT brought his memo seeking for approval for the upward review of the contract for the construction of two 15 MVA injection substations at Life Camp Gwarinpa, in Abuja.

“In 2015, council approved the contract to supply 15/33 MVA injection substations to improve power supply in Gwarinpa, but regrettably for more than two years the contractors could not access the site due to ownership tussle of the land.

“By the time they later had access, prices went up, dollar appreciated and they came back in 2018 and are coming again today saying that given the population of Gwarinpa now, they need not two but actually three injection substations there and that contract was approved today for the sum of N1,640,406,426.26.”

Too Many Law Schools Will Collapse Ethics of Legal Profession- Ex Commissioner

0

Former Attorney-General and Commissioner of Justice, Awa Kalu, SAN, has warned the Federal Government over establishment of many Law School campuses in the country.

The legal professional expressed his concern over an attempt to create six new campuses of the Nigerian Law School, stating that it will degenerate the ethic of the noble legal profession.

Kalu in an interview with Vanguard published on Wednesday, was asked about his views on the recent bill passed by the Senate for the establishment of six more branches of the Nigerian Law School in the six geo- political zones in the country. Kalu said, “I know that at this time, we have different campuses of the Nigerian Law School in Lagos, Abuja, Kano, Enugu, Yola, Yenagoa, as well as one that is upcoming in Port Harcourt and I cannot therefore understand what you mean by ‘six more branches of the Nigerian Law School in the six geo-political zones in the country.

’”“I must say that in this country, we have a way of overdoing things. If, therefore, there is an attempt to open up six new campuses, then that would be putting our legal education in overdrive. Too many cooks, they say, spoil the broth.

In that connection, we must appreciate and this is very well understood, that we already have a discernable drop in standards, quality, as well as a degeneration in the ethics of the legal profession. Accordingly, let us not hire more cooks.

Heaviest Rain In 60 Years Hits Southern China

0

Almost half a million people have been affected by floods and landslides in the Chinese province of Guangdong, according to authorities, after parts of southern China were hit by the heaviest downpours in 60 years over the weekend.

Flooding caused by the torrential rain has forced 177,600 people to relocate, destroyed 1,729 houses, damaged 27.13 hectares of crop and caused losses of more than $250 million, Guangdong’s Department of Emergency Management said.

Guangdong is one of at least seven provinces where the record rainfall has caused severe landslides and flooded roads, according to state media.

In southwestern Guizhou province, swollen rivers spilled over roads, sweeping away cars and homes, videos on social media showed.

The downpours come amid warnings by experts that extreme weather is becoming more frequent.

Precipitation in Guangxi, Guangdong and Fujian reached its highest since 1961, local weather bureaus said on Saturday, as those areas recorded an average rainfall of 621 millimeters (24.4 inches) in the 46 day period from May 1 and June 15, according to state news agency Xinhua.

That figure is equal to more than 90% of the countrywide average of 672.1 millimeters for the whole of 2021, based on data by the National Climate Center.

Weather experts say conditions are ripe for further heavy rainstorms in the south of the country and heatwaves in the north.

Heavy rain is forecast to persist until Tuesday in the southern provinces of Guizhou, Jiangxi, Anhui, Zhejiang and Guangxi and then move northward.
