East Africa Leaders Agree Regional Force To Quell DR Congo Crisis

0

Leaders of the East African Community (EAC) have agreed to send a regional force to the Democratic Republic of the Congo to quell the latest flare-up of violence that is sweeping across the northeast of the country.

The decision was made on Monday during an EAC summit in the Kenyan capital Nairobi. DRC President Felix Tshisekedi and Rwandan President Paul Kagame joined leaders of Burundi, Kenya, South Sudan and Uganda as well as Tanzania’s ambassador to Kenya.

“The heads of state have instructed that the regional force, in cooperation with the DRC’s military and administrative forces, seek to stabilise and guarantee peace in DRC,” read the statement.

It also called for the enforcement of an “immediate ceasefire”.

The regional force received its operational mandate and outlined its operational structure, the statement said, without providing further details.

“The problems affecting the region like the crisis in Congo need a collective approach from all regional members of the East African Community,” said Ugandan President Yoweri Museveni after the meeting.

“We must insist on working together because these people have suffered a lot,” he added on Twitter.

His government has sent in troops to help Congolese forces fight the Allied Democratic Forces, an armed group blamed for thousands of deaths in eastern DRC and a string of bombings in the Ugandan capital Kampala.

The meeting comes as heavy fighting revives decades-old animosity between Kinshasa and Kigali, with the DRC blaming neighbouring Rwanda for the recent resurgence of the M23 militia.

Rwanda has repeatedly denied backing the rebels, while both countries have accused each other of carrying out cross-border shelling.

Tshisekedi has accused Rwanda of seeking “to occupy our land, rich in gold, coltan and cobalt, for their own exploitation and profit” and urged the international community to condemn Kigali.

He has urged Britain, in particular, to “pressure Rwanda to withdraw its troops from our land”, noting London’s controversial agreement to send asylum seekers to Kigali.

“Given the UK’s recent $150m immigration deal struck with Rwanda, we hope that Prime Minister Boris Johnson will be able to leverage his influence,” Tshisekedi said.

Rwanda is due to host the Commonwealth Heads of Government Meeting this week.

The mineral-rich DRC is struggling to contain dozens of armed groups in the east of the vast nation, many of which are a legacy of two regional wars a quarter of a century ago.

The M23 or “March 23 Movement”, led primarily by Tutsis, leapt to global prominence in 2012 when it captured Goma, on the border with Rwanda. It was forced out shortly afterwards in a joint offensive by UN troops and the Congolese army.

The group took up arms again in late November, having accused the Kinshasa government of failing to respect a 2009 agreement that involved incorporating its fighters into the army.

Relations between Kinshasa and Kigali have been strained since the mass arrival of Rwandan Hutus accused of slaughtering Tutsis during the 1994 Rwanda genocide, in the DRC.

Creative Arts, Cultural Tourism Bastion For Foreign Investment In Nigeria – Minister

0

The Minister of Information and Culture, Lai Mohammed, has reiterated government’s commitment on socio- economic potentials inherent in creative arts and cultural tourism of Nigeria for foreign direct investment.

Mohammed, in a statement by Ahmed Sule, Director, Media & Public Relations in Abuja, made the remark during a business development visit by Nura Kangiwa, Director General, National Institute for Hospitality and Tourism (NIHOTOUR).

The visit was made alongside a delegation of 14 eminent persons including the County officials, business men and women from Miami Dade County, Florida USA.

The minister said Miami Dade County and Nigeria had common potentials in creative arts and culture, as such, could be explored for the benefits of Nigeria and the United States.

“Nigeria is blessed with a vast social cultural, creative arts and tourism potentials investment.

“The collaborations and partnerships with prospective investors from Miami Dade County will open a wide range of opportunities for the promotion, growth and development of the travel-tourism and hospitality industries of both countries,” he said.

Mohammed urged the delegation to use the opportunity of their visit to explore the beautiful flora and fauna terrain that Nigeria possessed and savour the sumptuous delicacies of Nigerian foods.

He added that they should also savour cuisines as well as interact with the hospitable people of Nigeria for the benefits of a memorable and fruitful visit of the country.

Earlier, leader of the delegation, Jean Monestime said they were in Nigeria to explore the possibilities of investment partnerships in several key sectors of the economy.

Monestime, who happens to be Commissioner for District 2, Miami Dade County, said the sectors include aviation, tourism, ports and maritime industries for the economic good of Nigeria and Miami Dade Florida, USA.

He noted that Miami Florida had a lot in common with Africa especially Nigeria, in the areas of social cultural relations, creative arts and the entertainment industry.

He added that partnering with Nigeria could explore and harness the potentials that would boost the economic and social cultural relationship that had long existed between Nigeria and the United States of America.

“The partnership will pave the way for harnessing those hidden potentials of both countries that have been left unexplored and untapped.

“Our visit to the country is an eye opener of the vast socio-economic potentials that Nigeria is endowed with.

“The investment opportunities as well as the conducive environment for foreign direct investment are positive signs of great importance, as we make the needed decision of investing in Nigeria when we return home,” Monestime said.

Bayern Munich Can’T Wait To Welcome Absolute Superstar Sadio Mane But Where Will He Play?

0

With Sadio Mane set to complete his move to German champions Bayern Munich, Pete Sharland gets in touch with Dennis Melzer from Eurosport Germany to talk about the excitement around the forward’s arrival, what he means for Bayern and their manager Julian Nagelsmann, and where he will play in the team.

By the time you read this it may well be official but barring a catastrophic medical Sadio Mane will become a Bayern Munich player on Tuesday or Wednesday. The Senegalese forward had been flirting with a departure from Liverpool for a few months and once the interest in Darwin Nunez became concrete it was clear Mane would be leaving Anfield. His destination is German champions Bayern as they look to re-establish themselves as a force in Europe having not reached the final four of the Champions League in either of the last two seasons.

MUNICH IS ‘PRETTY HYPED’

The first question we asked Melzer was about the reaction in Munich to this transfer. It’s been a while since Bayern have signed one of the world’s truly elite players. Most of Bayern’s recent signings have been about picking up players on the rise, rather than players already at their peak. And even if they were at their peak, they weren’t at the level that Mane is right now. So what’s the reaction been? “Munich is already pretty hyped about the Mane transfer,” says Melzer.

SEVERAL REPORTERS ARE FOLLOWING EVERY STEP HE TAKES TODAY. FROM THE AIRPORT TO THE HOSPITAL (HIS MEDICAL) – EVERYTHING IS BEING DOCUMENTED IN DETAIL.

“Overall, I would say that the transfer is seen as a massive signing. Mane is an absolute superstar and a few weeks ago hardly anyone expected that we would see him in the Bundesliga in the future.”

WILL HE PLAY UP FRONT OR OUT WIDE?

While predominantly a left-sided forward who cuts inside Mane did find some success playing for Liverpool through the middle, most notably in his last season. Is there any indication that manager Julian Nagelsmann will follow that ploy? Or will he play out wide?

Julian Nagelsmann

Julian Nagelsmann

I assume that Julian Nagelsmann will use him on the wings,” Melzer said.“Last season, only Kingsley Coman performed consistently well, while Serge Gnabry and Leroy Sane struggled in the second half of the season. Those latter two are not without controversy at FC Bayern. “Mane is definitely scheduled as a starter. Should Lewandowski leave the club, Mane could also be an option for the centre of attack. However, Bayern would certainly sign another number nine in the case of Lewandowski’s departure.“If Lewandowski stays, the starting eleven with Mane could look like this: Neuer – Mazraoui, Pavard (Upamecano), Hernández, Davies – Kimmich, Goretzka (Gravenberch) – Coman (Gnabry/Sane), Müller (Musiala), Mane – Lewandowski”

SO COULD SANE OR GNABRY LEAVE THEN?

Unsurprisingly given their collection of wide players there have been some reports that one of them could leave. Who does Melzer think that could be?

Serge Gnabry and Leroy Sané

Gnabry’s contract expires in 2023, Bayern would like to extend it, but he has rejected the offers so far. “If no agreement is reached, he could still leave in the summer (Real Madrid are said to be interested).”

WHAT ABOUT LEWANDOWSKI?

At the time of writing Lewandowski is still a Bayern player with no signs of a breakthrough from either FC Barcelona or Paris Saint-Germain. Lewandowski has been clear he wants to go, Bayern have been clear they won’t let him. Some recent reports have suggested he may be staying but is there really any update? “So far, the Bayern bosses have only made one announcement: Lewandowski will stay and fulfil his contract. So far, nobody has opened the door for a transfer, even though Lewandowski desperately wants to leave.

Robert Lewandowski

No Law For Placeholders In Lieu Of Running Mates — INEC

0

The Independent National Electoral Commission, INEC, has dismissed the concept of “placeholder” for vice-presidential candidates as illegal, saying it “has no place in Nigeria’s constitutional and legal framework.”

To beat the June 17 deadline for submission of presidential and vice presidential candidates, some parties submitted names of vice-presidential candidates who they described as placeholders.

The ruling All progressives Congress, APC, and the Labour Party, LP, are caught in the web of placeholder running mates

In the APC, Kabiru Masari, the party’s Welfare Secretary was named as the running mate to Asiwaju Bola Tinubu.

Some APC leaders said Masari is a “placeholder”, adding that a final candidate would be named.

Indeed, sources told newsmen, last night, that Masari had signed a withdrawal form and would not constitute a problem when told to do so.

However, National Chairman of the APC, Senator Abdullahi Adamu, said the party has not breached any law in nominating its vice presidential candidate, saying it took its decision after “careful” legal consultations.

Former Borno State governor, Senator Kashim Shettima; Kano State governor, Umar Ganduje; and Plateau State governor, Simon Lalong, are said to be top among those being considered as Tinubu’s running mate.

In like manner, Dr Doyin Okupe announced that he would be “standing in as the vice-presidential candidate” of Peter Obi, the Labour party standard bearer.

The LP is in talks with Senator Musa Kwankwaso of New Nigeria Peoples Party, NNPP; and former INEC chairman, Professor Attahiru Jega of the Peoples Redemption Party, PRP, among others, for an alliance.

If that happens, Okupe would give way to another person as LP vice presidential candidate. Parties have up to July 17 to substitute candidates.

Manchester United Legend, Giggs Steps Down As Wales Coach

0

Ryan Giggs confirmed on Monday that he has resigned as coach of Wales’ national team.

The former Manchester United winger is awaiting trial after being charged with controlling and coercive behaviour and assault against his ex-girlfriend and her sister.

Giggs has pleaded not guilty to all charges and remains on bail. The trial at Manchester Crown Court had been due to start on Jan. 24, but has been delayed until Aug. 8 – a factor that lead to the 48-year-old deciding to step down now.

“After much consideration, I am standing down from my position as manager of the Wales men’s national team with immediate effect,” Giggs said in a statement.

“It has been an honour and a privilege to manage my country, but it is only right that the Wales FA, the coaching staff and the players prepare for the (World Cup) tournament with certainty, clarification and without speculation around the position of their head coach.

“Through nobody’s fault the case has been delayed. I do not want the country’s preparations for the World Cup to be affected, destabilised or jeopardised in any way by the continued interest around this case.”

Giggs temporarily stepped down as Wales coach in November 2020, with Robert Page guiding the nation to their first World Cup finals since 1958 earlier this month after a play-off victory over Ukraine.

The Football Association of Wales (FAW) confirmed they accepted Giggs’ resignation.

“The FAW places on record its gratitude to Ryan Giggs for his tenure as manager of the Cymru Men’s National Team and appreciates the decision he has taken, which is in the best interests of Welsh football,” a statement read on Monday.

“The full focus of the FAW and the Cymru Men’s National Team is on the FIFA World Cup in Qatar later this year.”

Transgender Athletes: Lord Coe Hints Athletics Could Follow Swimming In Banning Trans Women

0

World Athletics president Lord Coe has hinted the sport could follow swimming in banning transgender women from elite female competitions, insisting “fairness is non-negotiable”.

Swimming’s world governing body Fina voted on Sunday to stop trans athletes  from competing in women’s elite races if they have gone through any part of the process of male puberty.

The landmark decision set swimming apart from almost all other Olympic sports, with most using testosterone limits as a basis for inclusion.

But Lord Coe has now revealed that World Athletics is set to discuss adopting a new eligibility policy, and welcomed Fina’s move.

“We see an international federation asserting its primacy in setting rules, regulations and policies that are in the best interest of its sport,” he told BBC Sport.

“This is as it should be. We have always believed that biology trumps gender and we will continue to review our regulations in line with this. We will follow the science.

“We continue to study, research and contribute to the growing body of evidence that testosterone is a key determinant in performance, and have scheduled a discussion on our regulations with our council at the end of the year.”

What is the background?

Under Lord Coe, World Athletics has already introduced rules that cap testosterone levels at five nanomoles per litre (5nmol/L) for transgender athletes and for competitors with differences in sex development (DSD) in some women’s running events.

And with the International Olympic Committee (IOC) recently placing responsibility on individual federations to determine eligibility criteria of their own, other sports are now bringing in tougher policies.

Last week, cycling’s world governing body the UCI lowered the permitted testosterone level from 5nmol/L to to 2.5nmol/L, and doubled the period of time before a transgender rider can compete to two years.

But Fina has now gone further after a report by a scientific panel said that going through male puberty meant trans women retained a “relative performance advantage over biological females”, even after medication to reduce testosterone.

It is only the second Olympic governing body, after World Rugby in 2020 to introduce a ban on transgender competitors, but it now looks increasingly likely that track and field could follow suit.

On Monday football’s world governing body Fifa also said it was “currently reviewing its gender eligibility regulations in consultation with expert stakeholders”. But Fifa added it was “not in a position to comment on specifics of proposed amendments to the existing regulations”.

“We’ve always tried to find a navigable way through. We haven’t wanted to stigmatise,” said Lord Coe, who was in Budapest as a guest of Fina as it made its decision at an extraordinary general congress at the weekend.

“But when push comes to shove, if it’s a judgement between inclusion and fairness, we will always fall down on the side of fairness – that for me is non-negotiable.

“The integrity of women’s sport is really, really important here, and we can’t have a generation of young girls thinking there is not a future for them in the sport. So we have a responsibility…maintaining the primacy and the integrity of female competition is absolutely vital, and that’s why we were at the forefront of tabling those regulations that allow as close as you can get to a level playing field.

“Those regulations are always under review… if there are events, distances or disciplines that we think are being unfairly impacted we will of course look at those again in the light of the science.”

Fina’s new policy means transgender American college swimmer Lia Thomas, who has expressed a desire to compete for a place at the Paris Olympics, is now blocked from participating in the female category at the Games.

The governing body says it will aim to establish an ‘open’ category at competitions for swimmers whose gender identity is different than their birth sex.

Its policy does not apply to national federations or the US college championships, the NCAAs, at which Thomas recently won the women’s 500-yard freestyle. Instead, each national federation – including British Swimming – will need to decide whether it is to implement the Fina policy.

British Swimming told BBC Sport it would “take time to review [the policy’s] content” before making any further comment.

With the debate around the inclusion of transgender women among the most contentious in sport, Fina’s decision has already divided opinion.

Former GB swimmer Karen Pickering told BBC Radio 4: “I empathise that there will be people who now can’t compete in the category that they identify with as their gender. That is very sad and I do understand that, but in this situation inclusivity and fairness cannot be compatible and the science has shown that there is just no way to make that compatible.”

Four-time Olympic champion Cate Campbell – who had addressed the governing body’s members before the decision was made – asked them to “uphold the cornerstone of fairness”.

However, fellow Australian swimmer Maddie Groves has criticised Campbell’s comments, asking on Twitter whether she was “OK with ostracising an already marginalised group?”

A spokesperson for LGBT rights body Stonewall said: “In sport, inclusion should always be the starting point. Everyone deserves to benefit from the sense of wellbeing and community that sport brings – and that includes trans people.

“The inflammatory rhetoric surrounding the issue of trans inclusion in elite competition only serves to perpetuate an atmosphere where trans people feel unwelcome to play community sport with friends, or go to the gym.

“Trans inclusion in sport is a complex, evolving field that requires nuanced, evidence-based discussion. A discussion weaponised by those that seek the total removal of trans people from public life does not serve sport or trans people well.”

Meanwhile, US women’s football star Megan Rapinoe, one of the most influential voices in sport, has said she is “100% supportive” of trans inclusion.

“Show me the evidence that trans women are taking everyone’s scholarships, are dominating in every sport, are winning every title. I’m sorry, it’s just not happening,” she told the media.

“I have confidence that we can figure it out. But we can’t start at the opposite. That is cruel. And frankly, it’s just disgusting. We’re putting everything through ‘God forbid a trans person be successful in sports.’ Get a grip on reality and take a step back.”

Russian Nobel Laureate Sells Medal For $103.5M To Benefit Ukraine Kids

0

Dmitry Muratov, the Russian editor-in-chief of the independent newspaper Novaya Gazeta, on Monday, auctioned off his Nobel Peace Prize gold medal for a whopping $103.5 million to benefit children displaced by the war in Ukraine.

The medal was sold to an as yet unidentified phone bidder at the sale in New York organized by Heritage Auctions.

The sale was a spirited one, with lots of applause and bidders egging one another on to increase the total. Muratov was seen recording videos of the bidding screen and those in the room.

When the final bid came in, at tens of millions of dollars more than the previous offer, many in the room expressed shock, including Muratov himself.

“I’m just like you in that regard,” he said, speaking through a translator after the sale.

Muratov won the prize in 2021 alongside journalist Maria Ressa of the Philippines, with the committee honouring the pair “for their efforts to safeguard freedom of expression.”

He was among a group of journalists who founded Novaya Gazeta in 1993 after the fall of the Soviet Union.

“As part of the  Conference’s outcome documents, a  total of (ten) Ministerial Decisions and Declarations were adopted by the Trade Ministers at MC12.

“Seven of them including MC12 outcome document were considered and adopted by the MC12, while three (3) were considered by the General Council (GC) and brought forward to MC for adoption by the Ministers,” she said.

Katagum said history was made at the WTO 12th Ministerial Conference with the adoption of the 20 years outstanding agreement on Fisheries Subsidies.
