U.S. Senators Announce Limited Deal On Gun Violence Measures

0

A bipartisan group of United States senators on Sunday proposed steps to curb gun violence following devastating mass shootings in Texas and New York, but the limited measures fall far short of the president’s calls for change.
The shootings in May — one at a Texas elementary school that killed 19 young children and two teachers, and another at a New York supermarket that left 10 Black people dead — have piled pressure on politicians to take action.
Republicans lawmakers, who have repeatedly blocked tougher measures, are still resisting major changes to gun regulations, instead pointing to mental health issues as the root of the problem.
But the new framework notably has backing from at least 10 Republicans, meaning it has a strong chance of earning the supermajority of 60 votes needed to advance in the 100-seat US Senate.
The reforms include tougher background checks for gun buyers under 21, increasing resources for states to keep weapons out of the hands of people deemed a risk, and adding domestic violence convictions and restraining orders to the national background check database.
“Today, we are announcing a commonsense, bipartisan proposal to protect America’s children, keep our schools safe, and reduce the threat of violence across our country,” the group of 20 lawmakers said in a statement.
“Our plan increases needed mental health resources, improves school safety and support for students, and helps ensure dangerous criminals and those who are adjudicated as mentally ill can’t purchase weapons.”
President Joe Biden praised the proposals and urged lawmakers to quickly turn them into legislation, while saying the measures do not go far enough.
“Obviously, it does not do everything that I think is needed, but it reflects important steps in the right direction, and would be the most significant gun safety legislation to pass Congress in decades,” he said in a statement.
“With bipartisan support, there are no excuses for delay, and no reason why it should not quickly move through the Senate and the House.”
Both Chuck Schumer and Mitch McConnell — the top Democrat and Republican in the Senate — expressed support for the bipartisan effort, signaling that legislation based on the proposals could make it through the upper house.

Also, Dr Stephen Lafenwa, a Political Scientist, University of Ibadan, said that Nigeria’s  democracy should be such that it would be inclusive; so that those with good ideas and are qualified should be given the chance to develop the country.

He said that strengthening the institutions and making political offices less attractive would improve the practice of democracy in Nigeria.

China Moves To Strengthen Vocational Education Amid Industrial Transformation

0

In line with the country’s economic transformation, China is ramping up efforts to promote the development of its vocational education system, aiming to expand the nation’s employment channels while cultivating more targeted talent for emerging high-tech industries.

The country has established the world’s largest vocational education system, this was revealed by an official from the Ministry of Education, Chen Ziji.

Data from the ministry showes that China currently has a total of 11,300 vocational education schools with more than 30 million students.

The number of candidates taking the vocational college entrance examination and higher vocational school candidates has been growing in 2022.

The latest support measures from the government came as Central China’s Hubei provincial government released an implementation opinion on June 10 to promote high-quality development of local vocational education, which proposed to deepen and integrate the vocational educational system with industries and different types of educational systems while enhancing support for relevant schools and institutions in financing.

State media, Xinhua News Agency reported that the revised Vocational Education Law came into force on May 1, which clearly defines that the vocational education in China is equally important as general education and states that China encourages the development of a variety of forms of vocational education.

The revised version also stressed the significance of establishing a sound vocational education system, continuously deepening and integrating the education system with different industries, strengthen cooperation between schools and enterprises, and improve the system and measures to protect vocational education.

China has so far formed more than 1,500 vocational education groups and alliances covering more than 45,000 member units, including enterprises, schools, and industry and research institutions to conduct studies.

Domestic vocational schools have built 24,900 internship training bases with enterprises, supported with loans, land and tax reduction, with an average annual increase of 8.6 percent.

Vocational schools and institutions across the country have also strengthened support for vocational education.

As multiple industries in China have been going through a crucial transformation and upgrading phase, vocational education has become an indispensable resource for cultivating more professionals, while market demand for the talent is increasing.

However, analysts have stressed the importance of continually improving standards and quality for vocational education, adding that enterprises meanwhile should also take professional skills into consideration on top of academic qualifications.

NATO Chief Says Turkey Has Concerns Over Terrorism

0

NATO Secretary-General Jens Stoltenberg said Sunday that Turkey has “legitimate concerns” over terrorism and other issues that need to be taken seriously.

Turkey has accused Finland and Sweden of supporting Kurdish militants and says it will not back the two Nordic nations joining NATO until they change their policies.

Speaking at a joint news conference with Finnish President Sauli Niinisto, Stoltenberg stressed that no other NATO ally has suffered more terrorist attacks than Turkey” and pointed to its strategic geographic location with neighbors like Iraq and Syria.

After decades of military non-alignment, Russia’s war in Ukraine pushed Finland and Sweden to apply to join NATO in May.

Turkish President Recep Tayyip Erdogan, however, accuses the Nordic nations of supporting Kurdish militants deemed by Turkey to be terrorists and has vetoed their entry into the 30-member alliance.

The demands from Ankara to Helsinki and Stockholm also include lifting restrictions on arms exports to Turkey and extraditing members of certain Kurdish organizations that are opposed to Erdogan’s government.

In the past weeks, NATO’s chief has been trying to resolve the dispute but he did not disclose Sunday whether any progress has been made.

He was to attend an annual discussion panel in Kultaranta later Sunday together with Finnish and Nordic politicians, foreign and security policy experts and military representatives.

Stoltenberg will visit Sweden on Monday for talks with the Swedish Prime Minister Magdalena Andersson.

Kidnappers who had detained some victims of the March attack on the Abuja to Kaduna train in northern Nigeria have released 11 hostages.

The spokesman to the cleric acting as go-between for the government and the attackers, Tukur Mamu, told Newmen that 51 people were still captive, adding that Negotiations continue between the government and the kidnappers to release the remaining captives.

During the gruesome assault gunmen planted explosives on the rail line and shot at travelers in which at least nine people died and the incident sparked outrage.

The government blamed the attack on a jihadist group working in collaboration with local militia, known locally as bandits.

Last month the gunmen released a heavily pregnant woman. In a video message circulating on social media, the woman said the abductors told her she had been freed on “compassionate grounds”.

On Sunday President Muhammadu Buhari addressed the widespread insecurity caused by armed gangs in his speech marking the country’s democracy day.

He described the “daily grief and worry” he feels for the victims or “terrorism and kidnapping” and said his government would continue to seek justice for families of victims.

Last week suspected Islamic State (Iswap) group gunmen invaded a Catholic church in the usually peaceful southwestern town of Owo killing at least 40 worshippers.
