UN Extends Searches On High Seas Off Libya For Illegal Arms

0

The U.N. Security Council has approved a resolution to extend the authorization for countries and regional organizations to inspect vessels on the high seas off the coast of Libya suspected of violating the U.N. arms embargo on the north African nation.

The vote on the French-sponsored resolution was 14-0, with Russia abstaining while the brief resolution extends the authorization for inspections for a year.

The monitoring effort has been carried out since March 2020 by a European Union mission called Operation Irini, the Greek word for “peace.”

The EU said at the start that it would have as “its core task the implementation of the U.N. arms embargo through the use of aerial, satellite and maritime assets.”

Russia’s U.N. Ambassador Vassily Nebenzia said Friday that when Irini started Russia hoped the inspections would contribute to reducing illegal arms trafficking and therefore promote the long-awaited political settlement of Libya’s protracted conflict.

However, he explained that this never happened, adding that Operation Irini and its predecessor, Operation Sophia, have not had any successful cases of interception of smuggled goods.

Nebenzia said Russia will monitor Irini’s activities in the next 12 months and “we will focus on whether the operation is efficient in curbing the illegal arms flows and complies with the Law of The Sea.”

In its first two years of activity, Operation Irini said it investigated more than 6,200 ships, conducted almost 250 visits onboard merchant vessels, and 22 inspections. One illegal cargo ship was seized, preventing an illegal export of jet fuel for military aircrafts to Libya.

Irini said it regularly monitors transport activities at 16 Libyan ports and oil facilities and 25 airports and landing strips.

Kenya’s Independent Electoral and Boundaries Commission (IEBC) has cleared the Kwanza Alliance presidential candidate William Ruto to run for president in August general election.

IEBC chairperson Wafula Chebukati announced the approval of Ruto’s application and presented him with the certificate on Saturday morning after he presented himself and his documents at the Bomas of Kenya.

In a rather interesting twist of events, Ruto who just a few days ago accused the IEBC of expunging voters’ names in his strongholds from the voter register said he had confidence in IEBC performing their task.

Ruto said “Dear Kenyans, I’m delighted this morning, to receive, the certificate that will allow Kenya Kwanza and myself, participate, with my very able deputy in this year’s general election,”.

Ruto also assured the IEBC chair of Kenya Kwanza’s cooperation, support and availability throughout the electioneering period.

The deputy president also announced the appointment of Kithure Kindiki to the position of Kenya Kwanza Alliance Chief Agent and his assistants Veronica Maina and Josphat Nanok

Ruto joins the list of presidential candidates that have been cleared to vie for the president’s seat by the IEBC now waiting for the next step to be scrutinised by the Office of the Director of Public Prosecutions (ODP) and the Ethics and Anti-Corruption Commission (EACC)

The Economic Community of West African States (ECOWAS) is expected to decide whether to keep, lighten or lift retaliatory measures on Mali, imposed in January after its military regime announced an intention to rule for another five years.

Ghana’s President Nana Akufo Ado opened the summit, attended by the heads of state of most of the 15-member countries but without any representative from Mali, Burkina Faso or Guinea visible in the audience.

Guinea, Burkina Faso and Mali are currently suspended from ECOWAS bodies.

While Mali has already been slapped with sanctions, the other two countries risk further punitive measures from the bloc after ruling juntas in their respective capitals vowed to hold onto power for another three years.

West Africa has seen a succession of military coups in less than two years — two in Bamako, followed by Conakry last September and Ouagadougou in January.

ECOWAS, keen to limit political instability spreading further, has held summits and piled on the pressure to shorten the juntas’ so-called transition periods before a return to civilian rule.

But strongmen Colonel Assimi Goita in Mali, Colonel Mamady Doumbouya in Guinea and Lieutenant-Colonel Paul-Henri Sandaogo Damiba in Burkina Faso, have all flouted that pressure and since been sworn in as presidents.

They invoke the severity of domestic crises and claim they need time to rebuild their states and organise elections.

A UN report published last week said the West African sanctions had contributed to worsening living conditions, particularly for the poor.

Exploring Bréhon Tower In Guernsey

0

The Bréhon Tower, also known as Fort Brehon, is a small fortress which is located on a small rocky islet in the Little Roussel Channel, which is part of the Crown dependency of the Bailiwick of Guernsey.

Built between 1856 and 1857, previously there was only an obelisk that was constructed in 1744, however, due to the lack of visibility it was replaced by another object in 1824, so that it would become the tower we are able to see today.

With the growing concerns that the French are creating fortifications at the city of Cherbourg on the French coast, the British too responded in construction of several towers, among which is Bréhon Tower.

The main designer of the tower was Thomas Charles de Putron, where the tower has three different levels.

The ground floor is reserved for the magazine, shell room, shifting room, stores, and fresh-water cistern, continuing with the garrison’s living quarters which were located on the first floor and everyday rooms on the second floor.

The top part of the tower would be the place where heavy guns were supposed to be put, but when the garrison fired the cannons for the first time, there was a serious problem in the structure, as a fracture appeared from top to bottom.

Throughout the years, the fort did not see some action, up until World War II when the Germans occupied the islands, where they put a small garrison with an anti-aircraft gun on the top which unfortunately shot down several planes.

Due to the importance it has, this oval granite tower was listed as a Protected Monument on 30 September 1969, with recent plans for repairs in order for the history that Bréhon Tower has seen to be preserved for the future generations.

The CBN also released another guideline titled ‘Guidelines for the registration & operation of Bank Neutral Cash Hubs in Nigeria’.

It stated in the guidelines that BNCHs were cash collection centers to be established by registered (licensed) processing companies or Deposit Money Banks based on business needs.

The CBN said the hubs would be located in areas with high volumes of commercial activities and cash transactions.

It further stated that the hubs would provide a platform for customers to make cash deposits and receive value irrespective of the bank with which their account is domiciled.

“This guideline aims to provide minimum standards and requirements for BNCH registration and operations for effective supervision,” the CBN stated.

According to the CBN, the key objective of setting up the BNCH was to reduce the risks and cost borne by banks, merchants and huge cash handlers in the course of cash management activities; deepen financial inclusion, and leverage on shared services to enhance cash management efficiency.

The CBN said the BNCH’s duties included receipt of naira denominated deposits on behalf of financial institutions from individuals and businesses with high volumes of cash; disbursement of naira- denominated withdrawals on behalf of financial institutions to individuals and businesses with high volumes of cash, and any other activities that might be permitted by the apex bank.

Senegal Leader Says Putin Showed Willingness To Free Up Ukrainian Grain Exports

0

Senegal’s President Macky Sall said Russia’s Vladimir Putin had told him on Friday he was ready to enable the export of Ukrainian grain to ease a global food crisis that is hitting Africa especially hard.

“President Putin has expressed to us his willingness to facilitate the export of Ukrainian cereals,” Sall wrote on social media after meeting Putin in his role as chairman of the African Union.

Russia was also ready to ensure the export of its own wheat and fertilizer, Sall said after the talks in the Russian Black Sea resort of Sochi on day 100 of Putin’s invasion of Ukraine.

Sall did not say if Putin had attached any conditions to his offer. Russia has previously said it is ready to allow vessels carrying food to leave Ukraine in return for the lifting of some Western sanctions against it, a proposal that Ukraine has described as “blackmail.”

Africa is heavily dependent on grain supplies from Russia and Ukraine that have been badly disrupted by the war.

“I have come to see you, to ask you to be aware that our countries, even far from the theater (of war), are the victims of this economic crisis,” Sall told Putin earlier.

In remarks that were carried on Russian state television, he said most African countries had avoided condemning Russia’s actions in Ukraine at votes in the United Nations.

In the televised part of the meeting, Putin made no reference to the food crisis but spoke in general terms of Moscow’s desire to develop ties with Africa.

Russia’s army has seized much of Ukraine’s southern coastline and its warships control access to the country’s Black Sea ports. Yet it continues to blame Ukraine and the West for the resulting halt in Ukrainian grain exports.

Kremlin spokesman Dmitry Peskov told reporters before the meeting: “The president will tell our African friends the real state of affairs, he will explain once again what is happening there, who has mined the ports, what is needed for grain to go, that no one on the Russian side is blocking these ports.”

Moscow blames the situation on naval mines floating near Ukrainian ports and on Western sanctions that are hitting its own grain and fertilizer exports because of the impact on shipping, banking and insurance.

Sall said he had spoken to the European Union this week and said everything concerning food and grain supplies should be outside the scope of sanctions.

African countries are acutely affected by the growing crisis, which has sent prices of grains, cooking oils, fuel and fertilizer soaring.

Russia and Ukraine account for nearly a third of global wheat supplies, while Russia is also a key global fertilizer exporter and Ukraine is a major exporter of corn and sunflower oil.

Nigeria’s oil production quota has been raised by the Organisation of Petroleum Exporting Countries (OPEC) from the 1.772 million barrels per day (mbpd) target approved in June to a new target of 1.799 million barrels per day (mbpd) for July.

The decision was made at OPEC’s 29th OPEC and non-OPEC Ministerial Meeting, according to a statement on Wednesday.

OPEC+ increased monthly overall production by 648,000 bpd in July, with a target production of 43.206 mbpd.

The new target is 27,000bpd higher than the previously approved June quota.

According to the statement: “The 29th OPEC and non-OPEC Ministerial Meeting was held via video conference on June 2.

“The meeting noted the most recent reopening from lockdowns in major global economic centres. It further noted that global refinery intake is expected to increase after seasonal maintenance.

“The meeting highlighted the importance of stable and balanced markets for both crude oil and refined products.”

As requested by some underperforming countries, the meeting extended the compensation period until the end of December and asked them to submit their plans by June 17.
