President Buhari Condemns Killings In Kebbi

President Muhammadu Buhari has expressed sadness over what he described as “the brutal murder of tens of vigilante members in Kebbi State by bandits.

The bandits ambushed them in the Sakaba/Wassagu Local Government Area.

President Buhari said; “this egregious level of criminality is shocking and I want to assure Nigerians that I will do all it takes to tackle this monster decisively.”

“My greatest preoccupation is the threat to life posed by these murderous gangs and remorseless outlaws who have no slightest regard for the sanctity of life.

“While extending my sympathy to the families of the victims of this savagery, let me use this opportunity to also call on our security forces to be more proactive and redouble their efforts in order to frustrate the operational plans of the terrorists before they even launch attacks,” the President added.

NYSC Advises Corps Members On Security

The management of the National Youth Service Corps in Nigeria NYSC has advised corps members to avoid risky engagements throughout the service year.

The Director-General NYSC, Major General Shuaibu Ibrahim, gave the advice on Tuesday while addressing the 2022 Batch ‘A’ Stream One Corps Members deployed to Kogi State, Northern Nigeria at the NYSC Orientation Camp in Asaya, Kabba in the state.

This is contained in a statement signed by the Deputy Director, Press and Public Relations of the NYSC, Emeka Mgbemena.

According to the statement, the Director-General urged them to avoid night travelling, lone movements and acceptance of ride from strangers, adding that they should report suspicious activities around them to the law enforcement agencies.

Ibrahim also enjoined them to use the period of the Orientation Course to imbibe teamwork, build lasting friendship, promote the unity of the country and add value to themselves and the NYSC.

The DG said many of their predecessors had made history by distinguishing themselves through participation in national assignments such as elections, immunization programmes, population and housing census among others.

He also stressed the need for them to always be of good conduct.

The Director-General urged the corps members to obey set rules and regulations in their places of primary assignment.

The statement also noted that the Director-General warned that the Scheme would not condone acts of indiscipline, and that every infraction would attract sanctions as stipulated in the NYSC Bye-Laws.

General lbrahim also sensitized the Corps Members on the criteria for selection of winners of the President’s NYSC Honours Award, stressing that they must excel in all the four cardinal programmes of the Scheme, namely: Orientation Course, Primary Assignment, Community Development Service and Winding-Up/Passing-Out activities.

Ibrahim advised the corps members to embrace the Skill Acquisition and Entrepreneurship Development programme of the Scheme, aimed at  empowering them for self-employment and wealth creation.

He said many of their predecessors that went through the programme had become employers of labour.

He informed them that Bill for the establishment of NYSC Trust Fund that would empower Corps Members with start-up capitals to establish their businesses as they exit service had passed through the second reading followed by public hearing at the National Assembly.  He said when actualized, the Fund would reduce the rate of unemployment and insecurity among the youths.

The Director-General enjoined the Corps Members to identify felt needs of their host communities and initiate projects that would positively improve their standard of living.

He warned against using their personal money or borrowing to fund the projects, stressing that they should source for funds from within the community.

He urged the Corps Members to be guided by the spirit and letters of their Oath of Allegiance even beyond the Service period.

“As corps members, you are supposed to propagate the ideals of NYSC.

“The unity of the country should be paramount to you and you should avoid anything that will jeopardise the unity, integration and cohesion of this country. You must let the spirit of NYSC live in you,” lbrahim added.

The Director-General therefore warned against the negative use of the social media, advising that they should use same for promotion of national unity and development.

Construction Spotted At North Korean Nuclear Test Site

North Korea appears to have started repairing a closed nuclear testing site, according to satellite images.

The Punggye-ri site was shut in 2018 and some parts were blown up, after leader Kim Jong-un promised to halt all nuclear tests.The new finding by US analysts comes amid predictions the country could resume testing nuclear weapons and long-range missiles.

But analysts also say it could be years before Punggye-ri is ready for tests.

The satellite images showed “very early signs of activity” which took place only in the last few days, including construction of a new building, repair of an existing one, and lumber and sawdust at Punggye-Ri, according to a report by analysts from the James Martin Center for Nonproliferation Studies (CNS).

The pictures were taken on Friday by satellite imaging company Maxar and analysts say the work indicates that North Korea “has made some decision about the status of the test site”.

One possibility could be a plan to bring the test site back to a state of readiness to resume nuclear explosive testing.

The move would align with an earlier statement issued by North Korea in January to “examine the issue of restarting all temporarily-suspended activities,” they said.

But the analysts called the new activity spotted at Punggye-ri “preliminary”, pointing out it could take “months, if not years, from being ready for North Korea to conduct nuclear explosions”. They added that this would depend on the extent of the damage inflicted to the site’s tunnels when it was closed down.

Another possibility, they said, was that North Korea may resume nuclear testing at another location. Punggye-ri, located in the north-east of the country, was declared shut and allegedly dismantled in 2018, in what was seen as part of a diplomatic rapprochement with South Korea and the US.

More Than Two Million Flee War In Ukraine – UN

More than two million people have now fled Ukraine since Russia launched its full-scale invasion on February 24, according to the latest data from the United Nations on Tuesday.

UNICEF, the UN children’s agency, believes hundreds of thousands of them are youngsters and Authorities and the UN expect the flow to intensify as the Russian army advances deeper into Ukraine, particularly as it approaches the capital, Kyiv.

Before Russia invaded, more than 37 million people lived in Ukrainian territory under the control of the central government. Besides those who have left, an unknown number have been displaced from their homes within the country.

The International Organization for Migration said that 103,000 third-country nationals were among those who have fled.

IOM spokesman Paul Dillon said there are countless tens of thousands of others who remain in the country stranded, citing a mixture of overseas students and people who have been living or working in the country for years.

He announced a partnership with Airbnb to connect refugees to free or heavily-discounted short-term housing in neighbouring countries, with more than 26,000 hosts having signed up so far.

More than half of those who have fled Ukraine are now in Poland, with UNHCR saying on Monday 1,204,403 refugees were now in the country.The number swelled by 176,800 in 24 hours.

Some 210,239 people have fled Ukraine to other European countries, according to UNHCR.

Some 191,348 refugees are now in Hungary — 10 percent of the total who have fled Ukraine. The number was up 11,185 on Monday’s figure.

Australia Flood Toll Rises To 20 As Thousands Evacuate Sydney

The death toll from week-long floods battering Australia’s east coast rose to 20 on Tuesday, after the bodies of a man and a woman were discovered in floodwaters in Sydney.

Tens of thousands of Sydney residents have been told to evacuate their homes as severe storms and flash flooding inundated swathes of Australia’s largest city Tuesday.

The national weather bureau warned of “a tough 48 hours ahead” for Sydney, with 60,000 people subject to evacuation orders and warnings, and the city’s Manly Dam beginning to spill.

Intense rainfall across Sydney flooded bridges and homes, swept away cars and even collapsed the roofs of a shopping centre and a supermarket.

Meanwhile, in the riverside suburb of Georges Hall vehicles were semi-submerged and police had to rescue people stranded in their cars by rising floodwaters.

State emergency services have been stretched thin as the torrential rain and intense storms continued into a second week — with flood warnings in place Tuesday for the entire 2,000-kilometre coastline of New South Wales.

In the past week the scale of the damage to property and wildlife has been similar to those devastating bushfires, he said, which ravaged Australia’s east for months in late 2019 and early 2020.

In the past 24 hours, emergency services have been called to 100 flood rescues across the state, a number that is expected to rise as the full force of the storms bears down on Sydney Tuesday.

In the city’s north, flood researchers were evacuated from their lab as water from the nearby Manly Dam began to spill over into suburban areas.

There are 800 people in emergency accommodation in the state’s Northern Rivers region alone, said state emergency services commissioner Charlene York.

Over 5,700 To Benefit From Red Cross Cash Transfer Programme

The Nigerian Red Cross Society (NRCS), announced that over 5,700 people will benefit from its cash transfer programme in seven states across the country.

This was disclosed by the by the Disaster Management Officer, NRCS, Mr Antenyi Oloche, in Makurdi on Tuesday.

He said that out of the 5,700 beneficiaries in the seven states, 5,000 were for multipurpose cash grants, while 700 were for nutrition.

Oloche said that 100 pregnant women will get N10,000 for ten months each, while 700 will be given N30,500 for three months each in Benue.

He said that 800 people from Benue, Nasarawa, Niger, Sokoto, Zamfara and Kebbi would benefit from the cash programme, while 900 people would benefit in Katsina State.

Oloche explained that the mission of the society was to alleviate the problems of the vulnerable people, including those affected by disasters, epidemics as well as armed conflicts.

”The criterion used was to focus on people with special needs, poorest of the poor, those affected by COVID-19 pandemic and those bedridden,” he stated.”

Others, he said, were people living with disabilities and adults that could not afford education.

Women’s Day: Coalition Calls For Women Friendly Policies In The Health Sector

The Coalition of Women in the Partnership for Advocacy in Child and Family Health at Scale, PACFaH@ Scale Project have called on all tiers of government in the country to recognize the special needs of women as mothers and the main rights holders for child and family health.

According to the organizations, as mothers and as the main support base of the Nigerian family, government must make adequate provisions for the health of the Nigerian women and girls.

They made the call on Monday in Ilorin the Kwara state Capital North Central Nigeria while commemorating the 2022 International Women’s Day Celebration.

While addressing Journalists, the leader of the organizations, who is also the Project Director , Women in Media, Hajiya Halima Ben Umar commended the Federal and state Governments for developing, and launching new health policies with potentially positive implications for the health of women.

However, the women leaders of the various organizations expressed concern that in the face of a shrinking revenue base to government, the health needs of women are not being prioritized as there are no assurances of cash backing for the new policies and platforms.

According to her, the Reproductive, Maternal, New-born, Child, Adolescent and Elderly Health plus Nutrition (RMNCAEH+N) multi-stakeholder partnership coordination platform and the Sexual and Reproductive Health and Rights (SRHRS) Community of Practice (COP) coordination platform to support the implementation of the National Family Planning Blueprint (2020-2024) in 2021.

She added that they are pleased to note the Federal government’s plans for Family Planning 2030 recommitment and the recent launch of the National Development Plan to 2025 as well as the National Population Policy.

The organizations disclosed that they remained concerned about the absence of committed funding and action plans to tease out and implement at community level, the women friendly components of these laudable initiatives.

Against this background, she said the women in the PACFaH@Scale project, are calling on government to fund and implement women friendly policies in the health sector at the national level.

They also called on the Federal government to provide robust policy, monitoring and evaluation guidelines to states so that health sector at sub-national levels becomes the arena and shining star for gender equality in Nigeria.

UN agencies warn against consumption of sick, dead animals

The Food and Agriculture Organisation, the World Organisation for Animal Health and the World Health Organisation have called on hunters not to track animals that appear sick or harvest those that are found dead. 

According to the agencies, staying away from such animals will help to reduce the risk of transmitting coronaviruses, including SARS-CoV-2, and other zoonotic pathogens from animals to humans.

“Current evidence suggests that humans are not infected with the SARS-CoV-2 virus by eating meat. 

“However, hunters should not track animals that appear sick or harvest those that are found dead. 

“Appropriate butchering and food preparing techniques, including proper hygiene practices, can limit transmission of coronaviruses, including SARS-CoV-2, and other zoonotic pathogens,” they said.

The organisations made the call in a joint statement released on Tuesday.

“As a general precaution, people should not approach or feed wild animals or touch or eat those that are orphaned, sick, or found dead (including road kills). Instead, they should contact local wildlife authorities or wildlife health professionals.

“FAO, OIE and WHO stress that the public should be educated about contact with wildlife. Some wild animals may come close to human settlements and residential areas. 

“As a general precaution, people should not approach or feed wild animals or touch or eat those that are orphaned, sick, or found dead (including road kills). Instead, they should contact local wildlife authorities or wildlife health professionals.

“It is also crucial to safely dispose of uneaten food, masks, tissues, and any other human waste to avoid attracting wildlife, especially to urban areas and, if possible, keep domestic animals away from wildlife and their droppings,” they said.

The organisations also encourage countries’ national animal and human health services to collaborate with national veterinary services and national wildlife authorities, whose partnership is key to promoting animal health and safeguarding human and environmental health.

They also urge them to promote monitoring of wildlife and encourage sampling of wild animals known to be potentially susceptible to SARS-CoV-2.

Other recommendations they made are to “share all genetic sequence data from animal surveillance studies through publicly available databases.

“Report confirmed animal cases of SARS-CoV-2 to the OIE through the World Animal Health Information System.

“Craft messages about SARS-CoV-2 in animals with care so that inaccurate public perceptions do not negatively impact conservation efforts. No animal found to be infected with SARS-CoV-2 should be abandoned, rejected, or killed without providing justification from a country- or event-specific risk assessment.

“Suspend the sale of captured live wild mammals in food markets as an emergency measure.” 

They also stressed the importance of monitoring mammalian wildlife populations for SARS-CoV-2 infection, reporting results to National Veterinary Services (who report these findings to the OIE) and sharing genomic sequencing data on publicly available databases. 

“Countries should also adopt precautions to reduce the risk of establishment of animal reservoirs and potential acceleration of virus evolution in novel hosts, which could lead to the emergence of new SARS-CoV-2 variants. Such measures will preserve the health of precious wildlife as well as humans,” they noted.

Dutch Start-up Ocean Battery Receives Support From European Union

Pumped hydro-like storage systems are under development to store energy at sea from offshore wind turbines.

Apparently, the most advanced concept is the Dutch start-up Ocean Grazer’s ‘Ocean battery’, with the first commercial demonstrators currently under development.

The technology is described as a “pumped hydro system in a box”. To store energy, e.g. when there is excess, the system pumps water from rigid reservoirs into flexible bladders on the seabed, which store the water under high pressure.

When there is demand for power, the water flows back from the bladders to the low-pressure rigid reservoirs, driving multiple hydro turbines to generate electricity.

Ocean Grazer, a spin-off from the University of Groningen where the concept was conceived, state their technology is based on proven technologies and is almost maintenance-free.

Moreover, it is modular and scalable up to gigawatt-hour scale and has an ROI estimated from 8-10 years.

The Ocean Battery has received support from the European Union among other parties and also has attracted an unnamed angel investor to advance development.

The team is targeting a 10% market share in Europe by 2030 and in time 10-15% of the market.
