According to the ministry, over a thousand Ghanaian nationals are currently studying or working in Ukraine adding that it is “gravely concerned” for their safety.

However, Ghana’s national student union wants the government to go a step further and evacuate Ghanaian students from the conflict zone until calm is restored.

The Federal Government made the promise on Thursday in a statement by the spokesperson for the Ministry of Foreign Affairs, Francisca Omayuli, following the invasion of Ukraine by neighbouring Russia.

The government also assured Nigerians of its commitment to ensuring the safety of the lives of citizens living in Ukraine.

It added that measures were actually being taken to safeguard the lives of Nigerians in Ukraine.

“The Federal Government of Nigeria has received with surprise, reports of the invasion of Ukraine by Russia.

“The Ministry of Foreign Affairs has been reassured by the Nigerian Embassy in Ukraine of the safety of Nigerians in that country.

“In the meantime, the Nigerian Mission has confirmed that military action by the Russians has been confined to military installations.”

Earlier, the House of Representatives called for the immediate evacuation of Nigerians in Ukraine.

The lawmakers were concerned there are many Nigerian students in Ukraine who could be caught in the crossfire.

The motion was moved by representative Ahmed Munir during plenary on Thursday.

But some lawmakers feared that it may be too late as the evacuation should have been done long ago.

The Speaker of the House of Representatives, Femi Gbajabiamila, agreed with a lawmaker, Leke Abejide, to interact with the Chairman of Air Peace, Allen Onyema to evacuate Nigerians from Ukraine by Monday, February 28.

The House Committee on Foreign Affairs was then mandated to liaise with the Foreign Affairs Ministry.

“The Embassy urges Nigerian nationals resident in Ukraine to remain calm but be very vigilant and be responsible for their personal security and safety,” the notice read.

“The Embassy wishes to add that should any of Nigerian nationals considers the situation as emotionally disturbing, such nationals may wish to temporary relocate to anywhere considered safe by private arrangements.

“They should, however, ensure that they do all the needful to validate all their resident documents for ease of return to the country when desired.

“In addition, in case of students seeking such temporary relocation, they are enjoined to seek proper clearance and guarantee from their respective institutions, authorities/agents on the way forward in respect to their studies during this period and/or thereafter.

“For those who still consider it appropriate to remain in the country, be assured that the embassy remains open for its consular duties and responsibilities at all times. It will always avail you of updates when necessary.”

Stakeholders Approves NYSC, Youth Entrepreneurship Trust Fund Bills

0

Relevant stakeholders in the education sector have thrown their weight behind two bills seeking the establishment of the National Youth Service Corps (NYSC) Trust Fund and Youth Entrepreneurship Development Trust Fund.

At a public hearing on the bills organized by the House of Representatives Committee on Youth Development on Thursday, the stakeholders said establishing the trust fund will help curtail the rate of unemployment.

Titled “Bill for an Act to establish the National Youth Service Corps Trust Fund and a Bill for an Act to make provision for the establishment of Youth Entrepreneurship Development Trust Fund, both bills were sponsored by Hon. Samuel Akinfolarin and Hon. Farah Dagogo respectively.

In his presentation, the Director-General NYSC, Maj. Gen. Shuaibu Ibrahim said the Trust Fund will make corp members self-reliant.

A former Governor of Edo State, Osunbor Oserheimen also supported the bill.

“This Bill is commendable and I support its passage by the National Assembly. Nevertheless, I urge this Committee to pay particular attention to the sourcing and utilisation of funds part of which I have addressed. This is to avoid the abuses that have been associated in recent times with Trust Funds by officials who see them as slush funds to feed their avarice. This calls for caution in order that the good intention behind this Bill is not defeated,” he said.

In his remarks, the Chairman House Committee on Youth Development, Yemi Adaramodu said the bills crystalize development in the youths.

Declaring the hearing open earlier, the Speaker of the House of Representatives, Femi Gbajabiamila represented by the leader of the House said both bills sought to create opportunities for economic and social advancement for the youths.

He said “Both Bills, in their own way, seek to create opportunities for economic and social advancement for young people by offering skills acquisition opportunities and providing access to capital to actualise entrepreneurial ambitions. These are both laudable objectives. The NYSC trust fund Bill recognises that the NYSC is a significant cost centre for the Federal Government of Nigeria. And at a time of competing priorities dwindling resources, the Corps may not be sustainable in its present form.

“The Bill is an attempt to begin an essential and long-overdue conversation about the future of the National Youth Service Corps and the options for reforming the Corps so that in whatever form it continues to exist, it serves the best interests of our beloved country. I believe, and I have expressed this belief in different fora, that the most pressing public policy question of our time is how to ensure the economic, political, and social future of the teeming number of young people in the country.

“How do we build an economy that provides enough well-paying jobs and ensure that young people are adequately represented in the arena where political decisions are made? As legislators, we must continue to strive to find answers to these questions. But we must also be innovative in the proposals we make and the alternatives we consider for reform. Particularly, we must be circumspect in our consideration of proposals that impose a permanent obligation on limited public funds when we are borrowing heavily to meet the basic obligations of government”, he said.

NIGERIA TAKES JP MORGAN TO COURT FOR $1.7 BILLION OVER OIL DEAL

0

The federal republic of Nigeria has instituted legal action in a London court against American banking and financial service group, JP Morgan Chase, claiming over $1.7 billion in damages over its role in the disputed 2011 Malabo oil deal, as the hearing commences on Wednesday.

The civil suit which was filed at the British courts in 2017, is in relation to the $1.3 billion acquisition of an oil block prospecting license OPL 245 by oil majors, Shell and Eni, which has also been at the center of an ongoing legal battle in Milan and the UK.

The Federal Government had earlier accused JP Morgan of gross negligence in its decision to transfer funds paid by Shell and Eni into an escrow account to a company controlled by Nigeria’s former Minister for Petroleum, Dan Etete, instead of paying into a government account and without conducting sufficient due diligence

According to Reuters, the damages being sought for by Nigeria include the estimated $875 million paid in 3 installments in Etete’s Malabu Oil account, plus interest, taking the total to over $1.7 billion, with the Federal Government asking JP Morgan to make these transfers as part of the oilfield sale.

A Nigerian spokesman said that JP Morgan was on clear notice that the payments put its customer, the Federal Republic of Nigeria, at risk of being defrauded which was what, indeed, happened.

A spokesman for the bank said, “J.P. Morgan is confident that it acted appropriately in making these payments, which were authorized by senior representatives of the Nigerian government, and only processed following extensive engagement with law enforcement and other agencies and courts. We will robustly defend against this claim.’’

The 2 oil majors involved in the deal, Shell and Eni, were not listed as parties to the lawsuit instituted by Nigeria at the London High Court.

Although declining to comment on the case, Eni in an email said, “Eni was finally acquitted following the trial in Milan since there was no case, so we have nothing to add with regards to the OPL 245 deal and to the London trial, which doesn’t involve Eni.”

The red chamber also amended the University Teaching Hospitals Act LFN 2004 to provide for the establishment of two Federal University Teaching Hospitals in Akure and Gusau, respectively.

The bills, which followed the consideration of two separate reports by the Committee on Health (Secondary and Tertiary), were tagged ‘University Teaching Hospitals (Reconstitution of Boards, etc) Act, 2004 (Amendment) Bill, 2022’; and ‘Orthopaedic Hospitals Management Board Act, Cap O10 LFN 2004 (Amendment) Bill, 2022’.

Chairman of the Committee, Senator Ibrahim Yahaya Oloriegbe (APC, Kwara Central), said in his presentation that the bill to amend the Orthopaedic Hospitals Management Board Act was to provide for the establishment of the Orthopaedic Hospital Patigi, Kwara State; and Orthopaedic Hospital Obokun, Osun State.

Oloriegebe in his submission said, “The Federal Orthopaedic Hospital when established in Patigi, Kwara State and Obokun, Osun State will provide services such as diagnosis and treatment from traumatic events such as accidental falls, car accidents, sports injuries and other emergencies.

“It will also bring healthcare closer to the people at reduced costs compared to private hospitals and drastically reduce health tourism.

“In addition to the above advantages, it will deter patients from patronising traditional bonesetters who enjoy patronage in the absence of a specialised orthopaedic hospital.

“The Orthopaedic hospital will be affiliated to the University of Ilorin Teaching Hospital, Kwara State and the Obafemi Awolowo University, Ile Ife, Osun State to provide specialised orthopaedic treatment and medical services.”

In his second presentation, Oloriegbe explained that the amendment to the University Teaching Hospitals Act sought to provide for the establishment of the Federal University of Technology Akure Teaching Hospital; and the Federal University Gusau Teaching Hospital.

He added that the amendment bill also seeks to amend the First Schedule to the Principal Act to include and give legal backing to the Federal University Teaching Hospital, Lafia.

Ukraine has closed its airspace to civilian flights after Russia began military action in the country.

Ukraine cited a high risk to flight safety due to the use of weapons and military equipment.

Moldova also said it was closing its airspace and Belarus shut part of its airspace.

The European Union Aviation Safety Agency warned of safety risks in flying in airspace near to Ukraine’s borders, including in Russia.

“There is a risk of both intentional targeting and misidentification of civil aircraft,” the regulator said.

“The presence and possible use of a wide range of ground and airborne warfare systems poses a high risk for civil flights operating at all altitudes and flight levels.”

Aircraft flying to or from UK airports have been ordered to avoid Ukraine’s airspace by Transport Secretary Grant Shapps.

British citizens were advised to leave the country on Tuesday.

“We continue to stand with the people of Ukraine and work with our international partners to respond to this act of aggression.”

Wizz Air and Ryanair, who were still flying to Ukraine from the UK, said they had suspended flights. Wizz Air said it was working to evacuate its crew, their families and four aircraft currently in Ukraine.

Aviation analytics firm Cirium said that 155 flights had been cancelled to and from Ukraine on Thursday.
