FG launches national eye health policy for equitable access to care

The Federal Government has launched the National Eye Health Policy and inaugurated a National Eye Health Committee, to ensure equitable access to quality eye care services in Nigeria’s health system.

The Minister of State for Health, Dr Adeleke Mamora, represented by Dr Omobolanle Olowu, Director Special Projects, Public-Private Partnerships and Diaspora (DSP/PPP and Diaspora), inaugurated the policy, in Abuja, on Thursday.

Mamora said the policy was to scale-up existing eye healthcare services in the country.

He added that lack of awareness and inaccessibility to eye care was a possible reason why many Nigerians are visually impaired.

According to him, the National Eye Health policy is Nigeria’s first comprehensive National Eye Health Policy which scales-up existing eye health services and ensures that no one is left behind, through approaches that ensure equitable access to quality eye care services.

He  said it would help the country in the achievement of universal eye health, as a part of universal health coverage in Nigeria.

Mamora  said that the document had been adopted by the States and the Federal Capital Territory at the 64th meeting of the National Council on Health.

Mamora, reiterated the importance of vision to the socio-economic development of the people.

He said  that Nigeria, with other member states at the United Nations General Assembly recently, adopted the vision for everyone which formed accelerating action to achieve the sustainable development goals resolution,

According to him, it was aimed at committing the international community to eye health for the 1.1 billion people living with preventable sight loss by 2030.

Afghan Universities Reopen With Strict Rules For Female Students

Public universities in Kandahar and Helmand provinces in Afghanistan have reopened after being closed for nearly nine months, with some female students joining classes.

Despite calls from education activists and students, universities and high schools across Afghanistan stayed shut after their usual summer break as the Taliban came to power. High schools have since reopened, but only for boys.

The media were refused permission by the Taliban authorities to cover the universities’ opening ceremonies, but students in Kandahar said they were not optimistic about the future under the restrictions imposed on women since the Taliban takeover.

Last week, the Taliban announced that classes will restart at public universities without any reference to women attending classes.

Even as Kandahar and Helmand opened this week, other universities in the southern provinces of Zabul and Uruzgan remained shut.

According to the former Afghan government’s education ministry, 10% of Kandahar University’s 12,000 students were women prior to the Taliban takeover.

Since the Taliban’s takeover last August, girls in secondary education and above have not been allowed to attend schools or universities. The Taliban stated that they were preparing special instructions for the education of girls.

House Of Reps Panel To Meet Kyari, Emefiele On Defunct NNPC Assets Transfer

The lower chamber of the Nigerian National Assembly, The House of Representatives ad hoc committee set up to ascertain the inventory of the defunct NNPC will meet with the management of NNPC Limited and the Central Bank of Nigeria to discuss the transition process.

The committee, chaired by Kingsley Uju (APC, Imo), was set up to ascertain the total inventory, assets, interests and liabilities of the defunct state oil company ahead of the transition.

NNPC assumed the status of a limited liability company after the Petroleum Industry Bill became an Act.

Uju, in a statement released on Thursday, said the committee will meet with the CBN Governor Godwin Emefiele, and the Chief Executive Officer of NNPC limited, Mele Kyari.

In addition, the committee will meet with the Minister of Finance and National Planning, Zainab Ahmed, and the Minister of Petroleum (State), Timipriye Sylva, to interface on the process of the transition.

The ad-hoc committee also resolved to request detailed information on NNPC assets, interests, liabilities and up-to-date audited reports from the CEO of NNPC Limited.

Uju disclosed that the committee has also resolved to request for yearly audited reports of NNPC from Nigeria Extractive Industries Transparency Initiative (NEITI) with a view to juxtaposing the NNPC audited reports with that of NEITI.

“It is also hinged on the provisions of Section 54 of the recently signed Petroleum Industry Act. 2021.

“The legislative intervention is in alliance with section A 1.03 of the introduction part of the Legislative Agenda of the 9th Assembly (2019 – 2023) which states that, ‘the 9th House will seek to undertake reforms of critical sectors of the Nigerian society and economy with a view to improving the conditions that allow for investment, innovation and economic growth,” he said.

Nigeria Navy Deactivates 175 Illegal Refineries, Arrests 27 Vessels For Oil Theft

Nigeria Navy has revealed that it has deactivated 175 illegal refineries, arrested 27 vessels under 11 months.

The Command further disclosed that 35,384,718 Metric Tonnes of illegally refined AGO were evacuated while several pirates, kidnappers hideouts were destroyed.

Speaking during his handing over ceremony on Friday, the Outgoing Flag Officer Commanding, FOC, Eastern Naval Command, Rear Adm. Sanusi Kazeem Ibrahim said that piracy in the Nigeria’s maritime domain reduced.

Ibrahim said, ” The Command sustained effective patrols of its maritime Area of Responsibility (AOR), as well as undertook several Clearance and Swamp Buggy operations in the backwaters.

“These operations resulted in a considerable reduction of piracy in Nigeria’s maritime domain, as well as led to the arrest of 27 vessels engaged in illegal bunkering, Crude Oil theft and other maritime illegalities.

“Other achievements include deactivation of about 175 illegal refining sites and still counting, evacuation of about 35,384,718 Metric Tonnes of illegally refined AGO and destruction of several pirates as well as kidnappers hideouts.

“Of particular interest is the recent arrest of MT PREYOR 1 on 5 Jan 22 conveying about 2,458,350 litres of Crude oil in her cargo tanks and additional 10,000 litres of AGO in her service tanks without requisite approval.

“There is also an ongoing OP RIVER DOMINANCE initiated by NNS PATHFINDER in conjunction with the Rivers state government. This operation intensified riverine patrols in addition to establishing waterborne guard posts along the check points.

“Huge successes were recorded which include the arrest of 13 suspects, 14 large wooden boats laden with illegally refined AGO as well as 3 barges each carrying about a million litres of suspected stolen crude oil.

“This is in addition to the Command’s anti-smuggling efforts which led to the seizure of over 3,147 bags of 50kg parboiled foreign rice as well as 1,184 25kg bags of fertilizers amongst others,” he stated.

Speaking further he called on the officers and Men of the command to support the incoming FOC in a bid to surpass his own achievements.

On his part, the new FOC , Eastern Naval Command, Rear Adm Abdulahi Dewu also called on Officer to assist him in his quest to maintain the tempo of his predecessor adding that he cannot achieve anything alone .

Rear Adm Dewu said:”The responsibilities of the command are very high and demanding that we must go over and beyond the call to duty in securing the maritime domain towards ensuring the peace and security of land towards engendering the prosperity of our great nation.

Turkey And Israel Could Cooperate On Gas Shipments To Europe – Erdogan

Turkish President Recep Tayyip Erdogan said Friday that Turkey and Israel could work together to deliver natural gas from the Middle East to Europe, and the two countries would discuss energy cooperation during talks next month.

Erdogan told reporters on a return flight from Kyiv that energy cooperation would be on the agenda during Israeli President Isaac Herzog’s visit to Turkey in mid-March, Reuters reported.

“We could use Israeli natural gas in our country, and beyond that, we could also work together to carry it to Europe,” Erdogan said, according to Turkey’s pro-government Daily Sabah.

Turkey — battered by an economic crisis at home — has been seen taking steps to improve relations with regional rivals, after a reported drop in US support for a controversial Mediterranean gas pipeline.

“We will hopefully have these issues on our agenda during Mr. Herzog’s visit to Turkey,” he said.

He added Ankara was also discussing signing a natural gas supply deal with Iraq, the reports said.

Erdogan has indicated that he wanted Turkey to be involved in the import of Israeli gas to Europe, saying there had been “some progress” on the matter in the past.

Israel and a group of countries, including Turkey’s rival Greece, have been working on a joint pipeline to bring eastern Mediterranean gas to Europe. Turkey strongly opposed the project and staked its own territorial claims to the region’s energy wealth.

Officials quoted by Haaretz last week said that better ties with Turkey will not come at the expense of Israel’s alliance with Greece and Cyprus, who were reportedly already aware of the possibility.

Israeli Cabinet Passes Rollback Of Green Pass COVID Restrictions Amid Drop In Surge

The Israeli cabinet has voted to approve a rollback in requirements for presenting the Green Pass as part of a further easing of COVID restrictions that coincides with a slowdown in the Omicron wave of the pandemic.

Starting on Monday, Israelis will no longer have to flash their Green Passes, which show proof of vaccination or a recent negative COVID-19 test at restaurants, movie theaters, gyms and hotels.

The current Green Pass is valid for all those who have either recovered or received two doses of the vaccine in the past four months, and anyone who has received three or four doses at any time.

The cabinet also approved the removal of crowd limits on gatherings where organizers check for Green Passes, the removal of “Purple Pass” requirements at commercial sites that required businesses to limit capacity at stores and the removal of the requirement to keep a 1.5-meter space between tables at restaurants.

The new rules will remain in place until March 1.

The cabinet vote came amid an ongoing drop in COVID cases as the Omicron wave of the pandemic appeared to have turned a corner in Israel.

One of the opposition political parties, the Allied People’s Movement, APM, has called on President Muhammadu Buhari to sign into law the amended Electoral Act recently passed by the National Assembly to enable INEC to prepare adequately for the 2023 general election.

APM said that the act is crucial for sustainable democracy in Nigeria.

This was contained in the communique issued at the end of an emergency National Executive Council, NEC, meeting of the party on Saturday in Abuja.

The communique was signed by Alhaji Yusuf Mamman Dabo Dantalle, National Chairman and Mr Oyadeyi Ayodele Adebayo, National Secretary.

Shi’ites File Contempt Of Court Case Against IGP, One Other Over Refusal To Release Bodies Of Protesters

The Islamic Movement in Nigeria has dragged the Inspector-General of Police and the Chief Medical Director of the National Hospital, Abuja, to court over the refusal of the duo to release the corpses of its members killed during a protest in 2019.

The Shiites, according to a statement, filed a contempt suit against the duo at the Federal High Court, Abuja.

According to the statement signed by Abdullahi Musa on behalf of the Academic Forum of the IMN, the IGP and medical director had disobeyed a judgment delivered by the court on June 29, 2020, which ordered for the release of the corpses of free-Zakzaky protesters killed by the police at Federal Secretariat, Abuja.

The statement reads, “The public is aware that on Monday, 22nd July 2019, police officers attacked a Free-Zakzaky protest and opened fire on the protesters which led to the killing of 14 protesters, one unknown person, a deputy commissioner of police and a journalist with Channels TV.

China Built Congo a Toll Road That Led Straight to the Ruling Family

For 250 hot and dusty miles, the two-lane highway cuts through central Africa, its path lined with the carcasses of trucks, buses, and minivans.

But this modest road holds outsize value for global markets, connecting some of the continent’s richest mines to the rest of the world—most notably, China.

Along this route, thousands of flatbed trucks haul sheets of copper and sacks of cobalt hydroxide, essential for electric cars and other 21st century technologies.

Their drivers must pay steep tolls, as much as $900 for a round trip.And for almost a decade, records indicate, a cut of those tolls flowed to the family of one politician: Joseph Kabila, the former president of the Democratic Republic of Congo.

The toll payments illustrate how Kabila blurred the lines between state and private business, documents reviewed by Bloomberg News suggest.

By striking such deals with his regime, Chinese companies over the past 15 years came to dominate Congo’s mining industry, down to the roads the country’s minerals travel for export.

The relationship with Kabila has been of strategic benefit to China in its economic rivalry with the U.S. And it has helped Congo, a nation of 105 million, become Africa’s largest producer of copper and the world’s biggest source of cobalt.

Yet, as on much of the continent, a foreign power and a country’s elite, not the general population, have reaped the benefits of natural resources.

FG Creates New Agency, Appoints CEO

The establishment of the agency followed a request made by the Minister of Communications and Digital Economy, Prof Isa Ali Pantami.

In a statement issued on behalf of Pantami, Uwa Suleiman, his media aide, said the NDPB was established in line with global best practice and will focus on data protection and privacy for the country, among others.

He said the successful implementation of the National Digital Economy Policy and Strategy (NDEPS) for a Digital Nigeria has significantly increased the adoption of data platforms and accelerated the ‘datafication’ of the country.

Buhari also approved the recommendation of Pantami, for Dr. Vincent Olatunji to serve as the National Commissioner/Chief Executive Officer of the Bureau.

Dr. Olatunji hails from Ekiti State and, at the time of his appointment, was the Director of the eGovernment Development and Regulations Department at NITDA.

The appointment takes effect immediately, according to the statement.
