Buhari Appoints NNPC Board Members, Approves Incorporation Of Agency

President Muhammadu Buhari has approved the appointment of the Board and Management of the Nigerian National Petroleum Company Limited with Senator Ifeanyi Ararume as Chairman.

This is even as he directed that the Nigerian National Petroleum Company Limited be incorporated, the Special Adviser to the President on Media and Publicity, Femi Adesina, announced via a statement on Sunday.

Adesina said the President appointed the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Mele Kyari, as the Chief Executive Officer, adding that his principal acted in accordance with the Petroleum Industry Act 2021.

“This is in consonance with Section 53(1) of the Petroleum Industry Act 2021, which requires the Minister of Petroleum Resources to cause for the incorporation of the NNPC Limited within six months of commencement of the Act in consultation with the Minister of Finance on the nominal shares of the Company,” the statement explained.

According to the presidential spokesman, NNPC GMD has been directed to take necessary steps to ensure that the incorporation of the oil company is consistent with the provisions of the PIA 2021.

Adesina explained that Senator Ifeanyi Ararume will serve as the Chairman of the Board, with Umar I. Ajiya being the Chief Financial Officer.

Apart from Kyari, other board members are; Dr Tajudeen Umar (North East), Lami O. Ahmed (North Central), Mallam Mohammed Lawal (North West), Senator Margaret Chuba Okadigbo (South East), Barrister Constance Harry Marshal (South South), and Chief Pius Akinyelure (South West).

Just In: Lagos State Governor Signs Bill Prohibiting Open Grazing Into Law

Lagos State Governor, Babajide Sanwo-Olu has signed the bill prohibiting open grazing in Lagos into law.

The governor assented to the bill at the Lagos House on Monday.

Speaker of the House, Mudashiru Obasa, during a previous plenary session, described the ‘Prohibition of Open Cattle Grazing Bill’ as timely and one that would ensure harmonious relationships between herders and farmers and protect the environment of the state and the southwest zone.

Obasa, also suggested that the bill should make provision for the registration of herders and prepare them for ranching.

The following are six areas of interest, as contained in the document:

N50,000 fine per head of cattle for grazing on another person’s land

According to section 2 (1) of the bill: “Any person that owns or is in control of cattle and causes or permits such cattle to graze on any land that does not belong to the owner of the cattle, or is not within an area designated for cattle grazing, commits an offence and is liable on conviction to payment of a fine of fifty thousand Naira (N50,000) per head of cattle and payment for the costs incurred for impounding, transporting and maintaining the cattle by the order of the court.”

Impounded cattle must be claimed with seven days or owner risks permanent forfeiture

Section 2 (2) and (3) states that “any person that owns or is in control of such impounded cattle must claim them before the expiration of seven days from the day the cattle were impounded or be liable to permanent forfeiture of such cattle by order of the court. All unclaimed cattle under subsection two (2) of this section shall be publicly auctioned”.

Grazing in an enclosed land must be approved by ministry of agriculture

Section 3 (1) and (2) says: “Any person that owns or is in control of cattle shall not cause or permit such cattle to graze in an enclosed land, without obtaining approval from the ministries of environment and agriculture. Such approval shall not be granted where the enclosed land is within a residential area.”

21-year imprisonment for firearm possession

Section 4 (1) and (2) states that “any person found to be in possession of firearms while herding cattle commits an offence and is liable on conviction to twenty-one (21) years imprisonment.

“Any person found to be in possession of a dangerous weapon or object, with intent to wound or cause grievous bodily harm to another person while herding cattle commits an offence and is liable on conviction to seven (7) years imprisonment”.

Establishment of task force on cattle trespass

Section 7 provides that the state will establish a task force on cattle trespass for the purpose of law enforcement.

“The task force shall have units located in every cattle pound established within the state,” the section reads.

“The task force shall have the power to collaborate with the commissioner of police concerning the prohibition of open cattle grazing within the state.

“The task force shall be comprised of officers from the ministry of agriculture and law enforcement agents within the state.

“The task force may co-opt persons from within the community that the task force is located in, to work with the task force.”

Opposing seizure of cattle attracts N250,000 fine or six-month imprisonment

According to section 11, “any person who forcibly opposes the seizure of cattle liable to be seized as provided for under this law, or forcibly retrieves the cattle after the seizure, either from a cattle pound or from any person taking or about to take them to a cattle pound, commits an offence and is liable on conviction to a maximum term of imprisonment of six months, or a maximum fine of two hundred and fifty thousand Naira (N250,000) or both imprisonment and fine”.

Rwanda Suspends Public Service Recruitments, To Focus On Teachers

As Rwanda prepares for the start of academic year 2021/2022, the Ministry of Public Service and Labour has suspended all job recruitment in public institutions to focus on teachers.

The development was announced through a letter addressed to the top officials of the Ministry over the weekend.

The statement signed by the Minister of Public Service and Labour,  Fanfan Kayiranga Rwanyindo, reads “Reference made to the school calendar where the academic year will commence on 11th October, I would like to inform you that all other job positions in public service is temporarily suspended until schools reopen”.

The move was taken to provide a special consideration to the teachers’ recruitment and provide all needed support to be conducted smoothly, read the letter.

Government recently announced plans to recruit over 13,000 teachers and over 40,000 applications are expected through an electronic recruitment system.

The exercise is being conducted by the Ministry of Education in collaboration with the Rwanda Education Board (REB) and Rwanda TVET Board.

Previously, REB officials have indicated that the recruited teachers will be deployed to 650 schools.

In addition, the teachers’ recruitment is aimed at reducing congestion of students and scrapping the ratio of students per teacher, which will allow the teachers to be able to easily monitor the students’ performances and follow their daily progress.

Lagos State University Faction Of ASUU Welcomes Appointment Of New Vice-Chancellor

The leadership of a faction of the Academic Staff Union of Universities, ASUU, Lagos State University (LASU) branch, has congratulated the institution’s newly appointed vice-chancellor, Ibiyemi Olatunji-Bello.

The union also commended the university’s joint council and senate selection committee for a smooth process.

In a press statement signed by the secretary, Tony Dansu, and his assistant, Adeolu Oyekan, the union urged the new vice-chancellor to address some of the problems that had confronted the university within the last five years.

The statement listed some of the issues to include alleged non-payment of academic allowances for 11 years; and “meddlesomeness in union affairs,” among others.

The statement reads in part; “We want to applaud the governing council and the senate for facilitating a non-rancorous selection process, as opposed to the botched and flawed exercises under the previous governing council.

“It is our hope that going forward, objectivity and due process, dispatched on forced sabbatical under the previous governing council and vice-chancellor, will be accorded their rightful place in the governance of the university.”

Commending the governor, who doubles as the visitor to the university, for the courage demonstrated in addressing alleged anomalies of the previous processes, the union pointed out that while the debacles generated were avoidable, the protracted corrective procedures are worth it.

“We urge the Visitor to take the reset process in the university to a logical conclusion by constituting the Visitation Panel he promised in May, as soon as possible.

“It is overdue statutorily, and necessary under the circumstance. We believe that a credible visitation, backed with the prompt implementation of its recommendations, will help the relatively new Governing Council and the new Vice-Chancellor to reposition the University for a more effective delivery of its mandate.

“As is the practice of our Union, it shall continue to play its role as a partner in progress in the University, under the conditions of fairness, rule of law, accountability, and collegiality,” the statement added.

Experimental Fee Regime: Lagos Model Schools Students To Pay N35,000 In Each Of 2 Terms

Boarding house students of Lagos State Model Colleges and Upgraded Schools will pay N35,000 in each of the next two terms.

Commissioner for Education, Folasade Adefisayo, made the clarification in a statement issued in Lagos by an assistant director in the ministry, Ganiu Lawal.

Adefisayo said the experimental fee regime was in accordance with the resolution made by officials of the ministry, parents and lawmakers.

She assured that no other fee would be charged nor would any intervention be imposed on parents within this period.

Adefisayo explained that the idea was to avoid overburdening parents and it would further allow for a true reflection of the workability of the new boarding school fees in the 2021/2022 academic session.

She said the menu list of the students will also be reviewed and standardised in terms of necessary nutrition. Schools are also expected to incorporate available local menu and seasonal foods.

She further said there will be a review after the second term to analyse the expenditures, gaps, needs and adequacy of N35,000 to cater for a boarding student per term.

The commissioner added that representatives of parents would be incorporated into the boarding house committees to ensure inclusive supervision.

The resumption date for JSS 2 students in Model Colleges and Upgraded Schools is September 19, while JSS 1 students and other returning students will resume on October 2 and October 9, respectively.

The commissioner expressed appreciation to parents for their understanding and support extended to the state government.

Adefisayo assured all stakeholders of the state government’s determination to providing quality education.

TESCOM Claims Over 400 PhD Holders Are State School Teachers

The Chairman of Oyo state’s Post-Primary School Teaching Service Commission (TESCOM), Pastor Akinade Alamu, announced that over 400 holders of Doctor of Philosophy (PhD) degree currently teach in public secondary schools in the State.

Pastor Alamu while speaking on the standard procedure the state followed in the recent recruitment of 5,000 teachers into its secondary schools.

He explained that 140,000 candidates applied for the job but that only 6,500 scored 50 percent and above in the computer-based test (CBT) conducted to screen them.

Of the number, 5,000 of the applicants were eventually employed after passing the oral interview and credential scrutiny.

Giving further details, the commission’s Permanent Secretary, Grace Oderinde, explained that 167 of the newly recruited teachers hold PhD in various fields.

The permanent secretary said 550 of the successful candidates were non-indigenes of Oyo State because Governor Seyi Makinde insisted that only the best must be recruited into the schools, irrespective of their states of origin.

“The governor had no candidate. He directed that anyone to be recruited must pass the test and make the cut-off point. It didn’t matter if the candidate was the governor’s brother or sister.

“With that, TESCOM has set the standard, and I am sure that other agencies will emulate us. This government values merit because of its commitment to bringing the desired change into the system,” she said.

According to her, 400 applicants hold First-Class degrees in various disciplines.

Those who did not study Education were given two years to complete a post-graduate diploma in the discipline.

Oderinde said the new teachers were posted according to the needs of the various zones across the States.

UBEC Head Lauds Jolly Phonics Programme As Effective Teachers Training Aid

The Executive Secretary of the Universal Basic Education (UBEC), Dr Hamid Bobboyi, says that the introduction of education programme, Jolly Phonics, aided the teaching of 144,000 teachers in Nigeria.

Jolly Phonics programme which is a child-centered approach to teaching synthetic phonics was introduced into Nigerian basic schools in 2006.

He stated that in collaboration with the Universal Learning Solutions (ULS), initiators of the programme, 5,755 UBEC, SUBEB and LGEA officials were trained while millions of children were empowered to read and write across the 36, States of the federation.

The UBEC head was speaking at an event to mark the 15th anniversary of the programme in Nigeria.

He said “Since the inception of the Jolly Phonics programme in Nigeria, we are proud of the milestones recorded. In collaboration with Universal Learning Solutions (ULS), I am aware that 144,733 teachers, 5,755 UBEC, SUBEB, and LGEA officials, have been trained and resourced, whilst millions of children are being empowered to read and write across the 36 States of the federation and FCT.”

Bobboyi stated that the Universal Basic Education Commission (UBEC) in the year 2012 entered into a partnership with Universal Learning Solutions (ULS), the organisers of the Jolly phonics programme at a time when the level of literacy was very low in the basic education Sector.

He revealed that at the initial stage of engagement, the training was optional, only states interested in literacy held the training using the UBEC Teacher Professional Development (TPD) fund.

He added that the commission, having found the jolly phonics programme relevant to its objective of improving literacy development of basic education learners, has over the years supported its inclusion in the basic education curriculum in basic schools across the 36 states of the federation and the FCT, whilst also ensuring that teachers are trained and re-trained on the jolly phonics pedagogy to be able to effectively teach learners to read and write.

In his remarks, the Executive Secretary of the National Commission for Colleges of Education (NCCE), Prof Paulinus Okwelle, said ULS through jolly phonics made significant contributions to literacy development in Nigeria in the past 15 years.

A joint speech released from Portugal by the founders of the programme, Gary and Naomi Foxcroft, said the project which started in Akwa Ibom State had reached 22 countries in Africa and Asia.

The duo, whose speech was presented by the Country Director, ULS, Patrick Uzu, recalled the journey that made the programme a reality.

“How blessed we have been to serve humanity in such a way, working with so many inspirational people and organisations along the journey, as together we grew Jolly Phonics from one school in rural Akwa lbom State to the largest and most effective English literacy project in Africa.

“Amongst the troubling times in which we have been living, the story of Jolly Phonics in Nigeria and how this inspired the philanthropy behind its expansion to a further 22 countries in Africa and Asia, acts as a beacon of hope that brighter times may be ahead,” he said.

Pele Continues Recovery, Undergoes Physiotherapy In Hospital

Football legend Pele continues to recover from colon surgery, with his family posting a video of the 80-year-old Brazilian smiling while undergoing physiotherapy in his Sao Paulo hospital room.

The former Santos, Brazil and New York Cosmos player had a tumour removed on Sept 4 and has been in and out of the intensive care unit  at the Albert Einstein hospital in Sao Paulo in the days since.

He was attended by two physiotherapists, one of whom is Pele’s daughter.

“Today was two steps forward!” Kely wrote, in reference to a previous post warning fans her father’s recovery was often two steps forward and one step back.

The only player with three World Cup winner’s medals, Pele has suffered from hip problems for years and cannot walk unaided.

His public appearances were already being reduced before the Covid-19 pandemic and since then he has made few unnecessary trips outside his house near Santos.

2020 UTME: 10 Nigerian Institutions Admit Most Visually Impaired, Qualified Candidates

Data from the Joint Admissions and Matriculation Board (JAMB) revealed that a total of 126 blind candidates were admitted into 40 Nigerian tertiary institutions last year.

According to the admission data released by JAMB, of the total students, 87 (about 69 per cent) were admitted into ten of the institutions.

The Federal College of Education (Special) Oyo admitted the highest number of blind students with 27.

The University of Lagos followed with 11 students admitted. Aminu Saleh College of Education and Nnamdi Azikiwe University (also known as UNIZIK) admitted 9 students each.

Adekunle Ajasin University admitted 8; University of Jos, 6; St Augustine College of Education, 5; University of Ilorin, 5; Adeyemi College of Education, 4; Federal College of Education Umunze, 3.

Both Alex Ekwueme Federal University and Alvan Ikoku College of Education admitted two visually impaired students each.

Also, Federal University Dutsin-Ma, Federal University, Oye-Ekiti, Gombe State University, Ignatius Ajuru University of Education, Lagos State University, Nasarawa State University and University of Benin each admitted two students.

In 2019, of the 390 blind candidates, a total of 182 (46.6 per cent) were given admission.

JAMB said this was unprecedented in the history of admission of such a category of students into the Nigerian higher education system.

Most of the candidates were admitted to the University of Ilorin, Bayero University Kano, University of Lagos, Obafemi Awolowo University, Ile-Ife, University of Nigeria, Nsukka, and the University of Abuja.

In 2018, 156 blind students gained admission; 2017, 145; 2016, 142; 2015, 72; and 44 in 2014.

The Joint Admissions and Matriculation Board, JAMB, has appealed to all institutions of higher learning in the country to grant admission to all the blind candidates that meet the minimum requirement for admission.

PSG Fans Unhappy With Mbappe, Hail Messi

Cameroon-born French player, Kylian Mbappe was again booed by Paris Saint-Germain supporters on Lionel Messi’s home debut at the Parc des Princes on Sunday night.

The France international’s name was initially booed when the official starting lineups for their clash with Lyon were read out an hour before kickoff, by those supporters who had made their way into the ground early.

And when the World Cup winner’s name was read out again shortly before kickoff, he was again greeted by largely boos from a capacity crowd.

Bizarrely, broadcaster Amazon Prime went out of their way to claim that there were no boos for the Paris-born star.

Yet while there was a small smattering of applause for Mbappe, who had also been greeted with jeers in PSG’s previous home encounter, when they thrashed Clermont 4-0 last weekend, it was fanciful to suggest otherwise.

There is clear frustration among the club’s hardcore supporters over Mbappe’s decision not to sign a new contract at the club.

The 22-year-old is into the final nine months of his deal, and has thus far refused to put pen-to-paper on a new deal, despite the desire of president Nasser Al-Khelaifi to see him extend.

PSG rejected two offers from Real Madrid  for Mbappe – for whom it is widely known to be a dream to play for Los Blancos – with the second believed to be in excess of £170million. It’s understood that Al-Khelaifi saw it as a point of principal on deadline day not to sell Mbappe to Madrid.

This week, PSG chief Leonardo claimed that he believes Mbappe could still stay in the French capital beyond the current campaign.
