Lebanon’s New PM Pledges To Stabilize Economic Meltdown

Lebanon’s new prime minister pledged Friday to gain control of one of the world’s worst economic meltdowns, saying lifting subsidies was a critical priority for the small country’s government formed after a year of political stalemate.

It is a momentous task facing the 24-minister Cabinet, which includes fresh faces who are prominent experts in their fields, but which still reflects Lebanon’s fractious politics.

The country’s economic crisis, unfolding since 2019, has been described as one of the worst in the world in the last 150 years. It impoverished more than half of the population within months and left the national currency in a freefall.

The new government is expected to undertake critically needed reforms, as well as manage public anger and tensions resulting from the lifting of fuel subsidies by the end of the month.

Lebanon’s foreign reserves have been running dangerously low, and the central bank in the import-dependent country said it is no longer able to support its $6 billion subsidy program.

The government is also expected to oversee a financial audit of the Central Bank and resume negotiations with the International Monetary Fund for a rescue package.

Few believe that can be done with a government that leaves power in the hands of the same political parties that the public blames for corruption and mismanagement of the country’s resources.

After more than a year of bickering among political rivals over the shape of a government, a sudden breakthrough was reported early Friday and the new line-up was announced at the presidential palace.

Yemen Is Stuck In Indefinite State Of War, Says New UN Envoy

The new U.N. special envoy for Yemen said Friday that the Arab world’s poorest nation is “stuck in an indefinite state of war” and resuming negotiations to end the more than six-year conflict won’t be easy.

Hans Grundberg, a Swedish diplomat who took up the post four days ago after serving as the European Union’s ambassador to Yemen since 2019, told the U.N. Security Council that “there are no quick wins” in Yemen’s civil war.

To chart the best way forward, he said, he plans to review what has worked and what hasn’t, and “listen to as many Yemeni men and women as possible.”

“The conflict parties have not discussed a comprehensive settlement since 2016,” Grundberg said. “It is therefore long overdue for the conflict parties to engage in peaceful dialogue with one another under U.N. facilitation on the terms of an overarching settlement, in good faith and without preconditions.”

Yemen has been convulsed by civil war since 2014 when Iran-backed Houthi rebels took control of the capital of Sanaa and much of the northern part of the country, forcing the government of President Abed Rabbo Mansour Hadi to flee to the south, then to Saudi Arabia.

A Saudi-led coalition entered the war in March 2015, backed by the United States, to try restore Hadi to power, and threw its support behind his internationally backed government. Despite a relentless air campaign and ground fighting, the war has deteriorated largely into a stalemate and spawned the world’s worst humanitarian crisis. The U.S. has since suspended its direct involvement in the conflict.

Surveying the complex situation in Yemen, he said that since early 2020 the focus has been on the Houthi offensive in the government-held city of Marib which has cost the lives of thousands of young people and left thousands of displaced civilians living in constant fear of violence and having to move again.

Zambia’s New Leader Vows Zero Tolerance On Corruption

 Zambia’s new President Hakainde Hichilema vowed Friday to strengthen anti-corruption efforts and show “zero tolerance” for graft, in his first speech to parliament.

Hichilema, elected last month in a landslide, said the government would devise a mechanism to recover state assets allegedly stolen under the southern African country’s previous regime.

Speaking before lawmakers, Hichilema said there would be no sacred cows in the fight,” adding there would be increase the benefits of being honest and the cost of being corrupt.

Hichilema promised to strengthen investigative wings agencies and create special courts to hear corruption cases.

He also outlined an economic recovery plan to fix the impacts of unsustainable borrowing and mismanagement that caused copper-rich Zambia to default on its debt last year — the first country in Africa to do so in the coronavirus era.

Rising living costs, unemployment and everyday hardship boosted Hichilema’s popularity, particularly among the majority young voters.

He beat his long-term rival Edgar Lungu in August 12 polls by a landslide of almost one million votes — a victory hailed as a democratic milestone for opposition movements in Africa.

Vowing to boost key sectors like mining, agriculture and tourism, Hichilema said, they had inherited an economy that is in dire straits and requires bold and decisive action

He has vowed to secure a bailout deal with the International Monetary Fund — a drawn-out negotiation process started under Lungu — and to achieve economic growth of more than 10 percent within five years.

Appeal Court Orders Stay Of Action in VAT Dispute

The Appeal Court sitting in Abuja has ordered all parties to maintain the status quo and refrain from taking action that would give effect to the judgement of a Federal High Court in Port Harcourt that allowed the Rivers State government to collect Value Added Tax (VAT), pending the hearing and determination of the instant suit.

A three-man panel of the appellate court led by Justice Haruna Tsammani gave the order on Friday while ruling on an appeal filed by the Federal Internal Revenue Service (FIRS).

The order of the appellate court is the latest development in the series of legal tussles over whose responsibility it is to collect VAT.

Although the FIRS has taken up the responsibility over the years, the Rivers State government tested the legality recently, and it was worth the move.

On August 19, Governor Nyesom Wike assented to the Valued Added Tax Law, 2021 along with four others following their passage by the Rivers State House of Assembly.

His action was sequel to the judgement delivered by Justice Stephen Pam of the Federal High Court in the state capital who held that states should collect VAT, and not the Federal Government.

Displeased with the decision of the court, the FIRS filed a motion on notice to apply for a stay of execution on the earlier judgement delivered by Justice Pam.

As the legal battle continues, the action of the Rivers State government received the support of some states, especially Lagos where the government is close to making it a law to collect TAX, instead of the FIRS.

On Thursday, the bill seeking to empower Lagos to collect VAT was read for the third time and passed by lawmakers in the Lagos State House of Assembly.

Lagos State Governor, Babajide Sanwo-Olu, has since signed into law a bill empowering the state government to collect Value Added Tax (VAT).

African Union Suspends Guinea Over Military Coup

Guinea’s ruling military came under diplomatic pressure on Friday as the African Union suspended the country over last weekend’s coup and West African envoys arrived to mediate in the crisis.

Regional bloc ECOWAS had already suspended Guinea after special forces led by Lieutenant Colonel Mamady Doumbouya seized power on Sunday and arrested president Alpha Conde.

On Friday, the African Union (AU) followed suit, tweeting that it had decided to suspend the Republic of Guinea from all AU activities and decision-making bodies.

Mediators from ECOWAS — the 15-nation Economic Community of West African States — also landed in the capital Conakry on Friday

ECOWAS Commission President Jean-Claude Kassi Brou is part of the delegation, as are the Nigerian, Ghanaian, Burkinabe and Togolese foreign ministers.

Coup leader Doumbouya met the envoys at a hotel in Conakry on Friday afternoon. The delegation, which is also due to meet Conde, is set to Guinea leave the same evening.

Increasing pressure on Guinea comes amid rising fears of democratic backsliding across West Africa, where strongmen are an increasingly familiar sight.

Guinea’s putsch has drawn parallels with its neighbour Mali, which has suffered two coups since August last year led by Colonel Assimi Goita, who was also a special forces commander.

Meanwhile Guinea’s putschists have formed a junta named the CNRD, which has dissolved the government and the constitution.

Yusuf A. Ahmed Appointed Substantive Chairman Nigeria Atomic Energy Commission

President Muhammadu Buhari has approved the appointment of Prof. Yusuf A. Ahmed as the substantive Chairman/CEO of the Nigeria Atomic Energy Commission(NAEC) with effect from September, 2021.

Prof. Ahmed was presented with his letter of appointment by the Permanent Secretary, General Services Office,OSGF.

BIOGRAPHY

Born in Yola, Adamawa State in 1970, Prof. Ahmed holds a B.Tech (Physics), MSc and PhD (Nuclear Physics) with specialization in Nuclear Instrumentation and Spectrometry.

He has received trainings from various international laboratories on Reactor Physics, Nuclear Data, Nuclear Safety, Radioisotopes Production, Waste Management, Decommissioning and Radio Analytical Techniques.

He started his career in nuclear science and technology in year 2000 at Ahmadu Bello University (ABU), Zaria as part of the academic staff team of the Nigeria Research Reactor-1(NIRR-1) at the Center for Energy Research and Training (CERT).

He rose through the ranks to become a Professor of Nuclear Physics in 2017 and Director and Head of Laboratories of the Center (2015-2019).

He has served in various national and international committees on nuclear safety and security.

Until his present appointment, he was the Director (Special Duties) of the Commission, Secretary of AFRA-IAEA Program Management Committee, Steering Committee Member of the International Working Group on Advancing Insider Threat Mitigation and Member of the Joint Working Group of the International Partnership for Nuclear Disarmament Verification.

Prof. Ahmed is an Associate Member of the International Centre for Theoretical Physics (ICTP), Italy, Fellow of the Nigerian Association of Technologist in Engineering, Fellow of the Institute of Human and Natural Resources and Member of the Nigerian Institute of Physics.

He is married with four children.

Kwara State Enrols 60,000 into the Health Insurance Scheme

The Executive Secretary, Kwara State Health Insurance Care, Dr Olubunmi Jetawo-Winter says about 60,000 people have been enrolled into the agency in the last 12 months.

Dr Jetawo-Winter disclosed this in Ilorin, the State capital during an interview with newsmen.

According to her, while ”21,000 of the enrolees were captured under the basic healthcare provision fund, 24,000 got boarded through formal and informal sectors categorization among others as stipulated in the guidelines of the agency.”

She explained that the massive enrolment commenced from last year September when Governor AbdulRahman AbdulRazaq launched the access to health care for 10,000 indigenes.

The Executive Secretary further stated that the numbers were distributed across the 16 local government areas of the state with a view to enabling the people have a sense of belonging.

She recalled that though the law establishing the agency was effective from 2017 but could not begin a full fledged operation due to lack of funding.

Dr Jetawo-Winter stated that the present administration had encouraged the agency with requisite funding since it came on board, stressing that the turnout for enrolment was quite commendable.

She said her agency had started employing political structure of office holders at the state and federal levels to reach out to the people for additional enrolment and coverage.

Dr Jetawo-Winter further stated that the agency has been able to mop up a lot of people both in the informal sector, the formal/private sector.

Dr Jetawo-Winter disclosed that the agency also has community participation like Igbaja community came and paid for so many people in their constituency to access care as well as Abdulmajeed Foundation in Offa.

Answering another question, she added that agency was going through the political structure particularly those at the National and State House of Assembly to get them onboard their constituencies.

Egyptian Renewable Energy Provider To Incinerate Solid waste To Generate Electricity

The Giza Governorate will be the focus of a solid waste management and energy recovery initiative.

Giza Governorate is one of the governorates of Egypt. It is in the center of the country, situated on the west bank of the Nile River opposite Cairo. Its capital is the city of Giza.

The project will be implemented by ReNergy Group Partners, a renewable energy provider based in Coimbatore, India.

The company will recover heat from the incineration of waste to generate electricity.

These activities will be carried out at a plant located in the municipality of Abu Rawach.

The Egyptian Ministry of Local Development will allocate land in accordance with a Memorandum of Understanding signed on September 9th, 2021 between the Egyptian Ministry of Environment, the Giza Governorate and the alliance of the Egyptian Ministry of Military Production and ReNergy Group Partners.

The project will recover approximately 1,200 tonnes of solid waste per day.

The Giza Governorate will supply the waste. This project “will contribute to the elimination of large amounts of waste, especially in this governorate where it is difficult to provide land to create treatment and recycling plants,” explains Mahmoud Sharawi, the Egyptian Minister of Local Development.

The ministry will monitor all stages of the project, from implementation to commercial operation of the plant, which will be connected to Egypt’s national electricity grid.

The solid waste-to-energy project launched in Giza is the first step in a larger programme.

The initiative will lead to the signing of partnerships with eight private Egyptian companies specialising in the energy recovery of solid waste.

Through this programme, the Egyptian government aims to reduce solid and sanitary waste pollution by 50% by 2030, also through the gradual adoption of the circular economy.

Biotechnology Company Partners Nigeria To Produce 150MW Of Electricity From Waste

Plans are underway in Kano state, Nigeria to produce 150 MW of electricity from waste.

This was announced by Capegate Investment Limited, a Nigerian-based company that specializes in Biotechnology and Waste management, approximately three months after it signed a 20-year public-private partnership with the Kano State Government and took over waste management in the state.

Speaking on the aforementioned plans, Bello Abba Yakasai, the company’s Chief Operating Officer (COO) said that next year, they will generate 10 megawatts of electricity and in the next five years, depending on how the typology of waste changes, will yield to 150 megawatts for Kano and Jigawa.

According to the Capegate Investment COO, the plan to produce 150 MW of electricity from waste in Kano is a part of a larger plan where the company intends to establish three major industries.

“One of the industries is what we call a transfer station. This is where all the wastes including plastic, metals, and aluminium among others, will be sorted.

The sorted out waste will be recycled or transformed into other products. High-density plastic (HDP) and tires would be converted into burnable oil, while low-density plastic would be converted into shopping bags, water bottles, and other relevant products.”

“The next phase is the diversification industry. In here we will be converting biodegradable waste to produce gas and create steel, which in turn, would be processed into turbines to produce electricity.

Under this phase/industry, we hope to facilitate the generation of at least 10 megawatts of electricity before the end of next year (2022),” explained Mr. Yakasai.

In the third industry food waste and bio-waste would be turned into organic fertilizer, which is safer health-wise on crops and human consumption.

NITDA Cautions Nigerians On Mobile Health App Data Theft

The National Information Technology Development Agency  (NITDA) has cautioned Nigeria on the  increasing risks of data breach through the mobile applications, apps, especially Health apps downloaded on phones.

This has become more worrisome as current research has revealed that large numbers of mobile health applications are found to encourage data theft, thereby infringing on your privacy.

The Head of Cooperate Affairs, NITDA, Mrs.Hadiza Umar in a statement said   the mobile Health applications, mostly available on android platforms and downloaded through google play store, handle increasingly sensitive data over unsecured Internet communications and third-party servers.

According to Umar, these sensitive data collected pose security threats to users as most of these apps do not only access data, but also share accessed data with third parties.

NITDA therefore  urges  the general public to take the following precautions to prevent privacy and security risks, while using mobile health applications:

Users should avoid downloading apps from third party source.

“Users should examine apps before they download them, to understand the level of information the app requests for. This can be done by evaluating reviews by other app users.

“Users should read apps permissions before and after installation to protect themselves from data exploitation.

“Ensure apps available for download in Nigeria should have privacy policy that is Nigeria Data Protection Regulation (NDPR)-compliant.

“Users can customize the settings, which will potentially restrict the amount of information disclosed to the apps.

“Users must consider downloading apps that offer better privacy protection.
Prohibit accessing data over unsecured Wi-Fi network or hotspot.
