ICYMI: Buhari appoints Adetifa new NCDC DG

The President Muhammadu Buhari has approved the appointment of Dr. Ifedayo Morayo Adetifa as the new Director-General of the Nigeria Centre for Disease Control.

According to a statement issued by the Senior Special Assistant to the President (Media & Publicity), Garba Shehu on Monday, Dr. Adetifa is to replace Dr. Chikwe Ihekweazu who was recently appointed an assistant director-general of the World Health Organisation.

According to the statement, the president also approved the setting up of a Health Sector Reform Committee.

The committee, headed by Vice President, Yemi Osinbajo, as chairman, is expected to commence the development and implementation of a programme for Nigeria in collaboration with the state governments and the Federal Capital Territory administration.

The statement reads: in part: “President Buhari has approved the appointment of Dr. Ifedayo Morayo Adetifa as the new Director-General of the Nigeria Centre for Disease Control”.

The new NCDC DG obtained his medical degree at the University of Ilorin, Kwara State and trained in Paediatrics and Child Health at the Lagos University Teaching Hospital.

He also received the Fellowship of the West Africa College of Physicians in Paediatrics in 2005.

Adetifa studied Epidemiology at the University of Amsterdam, The Netherlands, where he bagged his MSC and PhD.

Until his appointment, Dr. Ifedayo Morayo Adetifa was an Associate Professor of Infectious Diseases Epidemiology at the London School of Hygiene and Tropical Medicine.

Adetifa’s research interests are in vaccine impact/effectiveness studies, innovative approaches/surveillance tools for monitoring vaccination, Tuberculosis Epidemiology, and evidence synthesis including systematic reviews.

In 2018 he was awarded the MRC/DFID African Research Leader Fellowship. 

He is also a member of the Kenyan National Immunisation Coordinating Committee and a member of the World Health Organisation, Africa Region’s (WHO-AFRO) Regional Immunisation Technical Advisory Group.

He served overseas as a Clinical Epidemiologist at the KEMRI-Wellcome Trust Research Programme, Kiliufi, Kenya.

His vaccine policy advisory roles include membership of the Kenyan National Immunisation Coordination Committee, the WHO AFRO Regional Immunisation Technical Advisory Group (RITAG), the Advisory Group of the WHO Malaria Vaccine Implementation Programme, and the WHO Technical Advisory Group on RSV vaccines.

Over 200 Students Trained In Cuba Return To Angola

At least 220 students who graduated from medicine and engineering in Cuba have returned to Angola after their training period.

This is the second set of trainees who were in the Caribbean island on scholarships in various areas to return to the country.

The first contingent, made up of doctors and engineers, returned on 17 August of this year.

The Counselor of the Cuban Embassy in Angola, Raul Gonzales, expressed satisfaction for the contribution of his country in the process of training Angolans.

The diplomat said that Cuba remains firm in its support to Angola, in the most varied domains, with particular attention to the training process.

George Russell: Mercedes Sign British F1 Driver To Partner Lewis Hamilton From 2022

George Russell will partner Lewis Hamilton at Mercedes from next season, the team have announced.

The 23-year-old Briton replaces Valtteri Bottas, whose move to Alfa Romeo from 2022 was revealed on Monday.

Russell joins Mercedes after three years at Williams in which he underlined his credentials for a seat in a top team.

Russell said he was “absolutely buzzing” at the move.

“I’m under no illusions as to the scale of the challenge; it’s going to be a steep learning curve.”

Mercedes team principal Toto Wolff said: “George has been a winner in every racing category – and the past three seasons with Williams have given us a taste of what the future could hold for him in F1.”

The move comes with a degree of inevitability about it – Russell has been a Mercedes protege since 2017 and has emerged as one of F1’s brightest new stars since he made his debut in 2019.

He has produced a series of standout performances for a team whose car is one of the slowest on the grid, most notably qualifying a remarkable second in the rain at the Belgian Grand Prix last month.

And Russell underlined his credentials for a seat with the world champions when he stood in for Hamilton at last year’s Sakhir Grand Prix after the seven-time world champion contracted Covid. Russell was on course to win the race until the team made a mistake at a pit stop.

Wolff, who did not reveal the length of Russell’s contract, paid tribute to Bottas’ achievements and contribution over his five years at Mercedes and said: “This hasn’t an easy process or a straightforward decision for us.”

He added that he believed Russell and Hamilton would work well together over the coming years.

“It is our challenge together to help George continue learning within our environment and alongside Lewis, the greatest F1 driver of all time,” Wolff said.

“I am confident that, as their relationship grows, they will form a strong team and deliver for Mercedes on and off the track in the years ahead.”

Russell said he had “mixed emotions” after three seasons at Williams, a spell he had “loved every moment” of.

But he added: “It’s a huge opportunity and one I want to grab with both hands.

“My target must be to reward the trust that Toto, the team, and the board have placed in me by ensuring I play my part in continuing that success and I want to do my new team-mates proud.

“Of course, one of those new team-mates is in my opinion the greatest driver of all time.

“I’ve looked up to Lewis since I was in go-karts and the opportunity to learn from someone who has become a role model both on and off track can only benefit me as a driver, a professional, and a human being.”

Elsewhere in F1, Alpha Tauri announced on Tuesday that they were continuing with Frenchman Pierre Gasly and Japan’s Yuki Tsunoda in 2022.

US Open: Novak Djokovic Battles Past Jenson Brooksby To Reach Quarter-Finals

Novak Djokovic was again made to fight hard as he beat American wildcard Jenson Brooksby to reach the US Open quarter-finals and keep his calendar Grand Slam hopes alive.

The world number one overcame a poor first set to win a bruising encounter 1-6 6-3 6-2 6-2.

He was pushed all the way by Brooksby, who was well-supported by the full crowd on Arthur Ashe Stadium.

Djokovic will face Matteo Berrettini for a place in the semi-finals.

Djokovic is three wins away from his 21st Grand Slam title, which would be a men’s record.

“It has been now 16 years since my first centre court Grand Slam match. It has been a while. But what a great ride,” he said.

“It’s difficult to reflect on everything while you’re still in the bus and you’re still riding. Of course, I appreciate every single step in the journey.”

He found himself embroiled in a superb encounter with world number 99 Brooksby, with momentum switching back and forth across the two hours 58 minutes.

The two players were involved in punishing rallies, with the crowd often out of their seats to applaud their court coverage and shots.

Afterwards they shared a warm handshake at the net, with Djokovic offering some words of encouragement to the 20-year-old.

“He just played a perfect first set and he is very clever. I couldn’t do anything,” Djokovic said.

“I enjoyed it, I truly did. You [the crowd] gave both players amazing energy to show what we can do.”

Brooksby may rue the chances he let slip – he converted just three of 11 break points – but it is testament to Djokovic’s fitness and stamina that he was able to keep in front in almost every set.

Djokovic, who beat Italy’s Berrettini in the Wimbledon final in July, has yet to produce a completely clinical performance in New York.

He has dropped a set in all but one of his matches and once again started slowly, hitting 11 unforced errors to just one from Brooksby in the opener.

Brooksby matched Djokovic run for run for much of the match, keeping with him in lengthy rallies and making his opponent look uncomfortable.

A 20-minute game on the Djokovic served highlighted the competitiveness – it contained 24 points, nine deuces, and six break points, with Brooksby eventually converting on a backhand error from the Serb.

While Brooksby did his best, he simply ran out of energy more quickly than Djokovic, who is the best athlete on the men’s tour.

He lost the break of serve almost straight away and Djokovic closed out the set, with both players taking medication in the break.

Brooksby also received treatment to his thigh and was breathing heavily between points as he tried to keep up with Djokovic, who finally seemed to adjust to his game in the last two sets.

Djokovic finished the match with 41 unforced errors – something he knows he will need to cut out before facing Berrettini.

The sixth seed earlier defeated German qualifier Oscar Otte 6-4 3-6 6-3 6-2.

Berrettini, who reached the US Open semi-finals in 2019, was comfortable throughout despite dropping serve onnce in the third set.

He is joined in the quarter-finals by fourth seed Alexander Zverev, who beat Jannik Sinner.

The German, who lost to Dominic Thiem in last year’s final, beat Italy’s Sinner 6-4 6-4 7-6 (9-7).

He will face Lloyd Harris for a semi-final spot after the South African beat Reilly Opelka in four sets.

Zverev is on a 15-match winning streak, having claimed the Cincinnati Open title in the lead-up to the US Open, following Olympic gold in Tokyo.

Ronaldo has arrived in Manchester following his exploits during the international break and is preparing to return for the club he left as a world superstar for a record £80million fee to Real Madrid 12 years ago.

It has been confirmed that the five-time Ballon d’Or winner will wear his old No 7 shirt for United after Edinson Cavani gave the iconic shirt number up.

And millions of fans worldwide have been expecting Ronaldo to walk out for his second Old Trafford debut in Saturday’s 3pm Premier League fixture against Newscastke.

Ronaldo may not return for the Red Devils until next Tuesday.

After returning to England following international duty with Portugal, Ronaldo has had to isolate due to pandemic rules, giving him only one day to train with his new team-mates ahead of their home game.

The report claims that United boss Ole Gunnar Solskjaer is therefore unlikely to start Ronaldo against Newcastle due to the restricted preparation time.

That means he could wait to make his full second debut for the Champions League group stage clash away to Young Boys in Switzerland next Tuesday.

United fans were already bellowing the name of Ronaldo in their last Premier League victory against Wolve and Solskjaer understands the excitement around the dramatic signing from Juventus.

“He is going to make us a better team,” the Norwegian said. “He’s a special boy, or man now. He was a boy when I played with him.

“Of course, the players are excited, some have played with him in their national team. You see the fans – they are excited. That’s what he does – he is a special player.”

Meanwhile, Ronaldo is also looking forward to his return and has already spoken of his positive relationship with former United teammate Solskjaer.

Cameroon Separatists Allow Schools To Reopen After 3 To 5 Years

The school year in Cameroon started Monday with hundreds of schools in the troubled western regions reopening their doors for the first time in three to five years.

Anglophone separatists previously used threats to keep the schools closed, but some rebels, for the first time, are saying they should be spared from the conflict.

Cameroon’s government said several hundred schools reopened in its restive English speaking North West and South West regions.

Most schools in the regions have been shut down for three to five years, since the start of a separatist conflict to carve out an English-speaking state from Cameroon and its French-speaking majority.

The most senior government official in Nkambe, a western district, Ngida Lawrence Che, said at least half a dozen schools that were sealed by separatists in the 17 villages that make up Nkambe have reopened.

The government reports that separatists attacked or set fire to more than 200 schools between 2017 and 2019, and nearly all schools in the Northwest and Southwest regions were shut down while teachers and school children escaped to safer localities.

The Ambazonia Defense Forces, ADF, said to be the largest separatist group in Cameroon also, for the first time in 5 years gave instructions for schools to reopen.

The ADF however warned government troops not to set foot on any school campus in the restive regions adding that fighters have been instructed to make sure the national anthem of Cameroon is not sung in English-speaking schools.

Secretary of state to Cameroon’s minister of education, Asheri Kilo, said children in areas where fighters still prohibit education should be admitted in schools in safer areas.

She says the government will continue to deploy troops to make sure that all Cameroonian children in conflict zones have access to education.

There was no immediate word on how many students in the North West and South West regions had returned to school. For some, it will be the first time in class since 2016.

796,988 Gombe children to receive medicines for malaria prevention

Governor Muhammadu Yahaya on Monday has said, no fewer than 796,988 children would benefit from malaria prevention medications in Gombe State.

The house-to-house administration of the antimalaria drugs would last for a period of four months and would also include the distribution of 2.3 million Insecticide Treated Nets.

Disclosing this during the commencement of the exercise, Governor Muhammadu Yahaya, said the campaign was geared towards the elimination of malaria in Gombe state, adding that malaria eradication efforts were already yielding positive results in Nigeria.

He said, “I am happy to note that this decline in the number of deaths due to malaria in Nigeria (which now accounts for 2 out of 10 deaths in children under 5 years) was made possible due to the collective efforts of all the partners. 

“The use of insecticide-treated nets and the administration of Sulphadoxine-Pyrimethamine for Chemoprevention of Seasonal Malaria Chemoprevention have proven to be among the most durable and cost-effective malaria preventive interventions.

“The commencement of distribution of over 2.3 million nets to the people of Gombe State on a door-to-door basis and using the same approach to administer SPAQ for seasonal malaria chemoprevention to 796,988 children per month for a period of four (4) months across all the 11 Local Government Areas in the State,” he said.

While urging for more partnerships that would ensure the total elimination of malaria, Yahaya bemoaned the negative impact of malaria on society, noting that it reduces the productivity of man.

“I call on corporate organisations to complement government’s efforts in malaria control through the provisions of Long-Lasting Insecticidal Nets (LLINs); Sulphadoxine-Pyrimethamine (SP) for Intermittent Preventive Treatment (IPT) for Pregnant Women; Chemicals and Equipment for Indoor Residual Spray (IRS); and anti-malarial drugs like Artemisinin Combination Therapy (ACT) among others.

“It is estimated that malaria retards the gross domestic product (GDP) by 40% annually and costs appropriately 480 billion naira in out-of-pocket expenditure and loss of man-hours. However, malaria is preventable and curable, and over the years, we are witnessing a reduction in malaria-related deaths,” Yahaya added.

Coach Licence Ban: U.S. Court Extends FIFA’s Deadline To Reply Siasia’s Suit

A United States court has granted a two-week extension of the deadline given to the world football body, FIFA, to respond to Samson Siasia’s suit challenging his coach licence ban and indictment for bribery.

Siasia, who holds dual citizenship in Nigeria and the U.S., filed his suit on August 2, 2021, seeking nullification of both FIFA’s decision and the subsequent review reducing the sanctions.

On August 5, the U.S. District Court for the Southern District of New York, issued a summon to FIFA with a 21-day ultimatum to file its answer to the suit.

The 21-day ultimatum, which started counting from August 31 when FIFA was served Mr Siasia’s suit, was due on September 21.

But the court’s records exclusively obtained by this newspaper on Tuesday shows the judge, Alvin Hellerstein, has extended the deadline by two weeks, following an application by FIFA’s lawyers.

Mr Hellerstein rejected Mr Siasia’s objection to FIFA’s request to set a new deadline of October 5.

“The extension is granted. So ordered,” the judge ruled on September 2.

Siasia, a former Super Eagles coach, who had also handled other Nigeria’s national football teams, was convicted by FIFA in 2019 for agreeing to an offer of a coaching job with a match-fixing clause, although the contract failed to sail through negotiations.

The FIFA in its verdict handed down on August 16, 2019, placed a life ban on his coach licence and awarded a monetary fine of 50,000 Swiss Francs against him.

Following his appeal against the decision, a Court of Arbitration for Sports (CAS) panel, in its decision handed down on June 21, 2021, reduced the lifetime ban on his coach licence to five years, and dismissed the monetary fine.

The CAS panel partially upheld the guilty verdict as it faulted some fundamental aspects of FIFA’s verdict.

It, for instance, described the lifetime ban with the monetary fine of 50,000 Swiss Francs imposed on Siasia by FIFA, as a cruel and unusual punishment.

The punishment was disproportionate to the alleged offence, the panel added.

Still dissatisfied with the CAS panel’s decision, Siasia filed his suit at the U.S. court seeking an annulment of “the lifetime or any ban” on his coach licence.

He said he was not aware of the bribery charge investigated by FIFA until the verdict imposing a life ban on him was published on August 16, 2019, a claim the CAS agreed to in its review of FIFA’s verdict.

It, for instance, described the lifetime ban with the monetary fine of 50,000 Swiss Francs imposed on Siasia by FIFA, as a cruel and unusual punishment.

In addition to cancelling his conviction and removing the restrictions clamped on his coach licence, Siasia asked the court to order FIFA to make “global public retraction of guilty verdict of accepting bribe” handed down against him.

Disturbed by the reputational and professional injury the FIFA’s verdict has caused him, Siasia also seeks “compensatory and punitive damages, attorneys’ fees and court costs” in respect of each of the four charges he raised against FIFA.

Why FIFA sought extension

FIFA’s legal team had filed a letter motion dated September 1 asking for an extension of the deadline by two weeks to file its answer to the suit.

Christopher Boehning, FIFA’s lawyer who signed the application, cited “several scheduling conflicts that we have in the next few weeks” among the reasons for asking for the extension.

He also anchored the request on “upcoming holidays of Labour Day, Rosh Hashanah, and Yom Kippur”.

According to the defence lawyer, FIFA resorted to filing the request in court after Siasia’s lawyer refused to consent to the extension in a prior conversation with him.

“Plaintiff’s counsel refused, and did not provide a reason as to why he did not consent to our request,” the letter motion read in part.

Siasia’s objection

Siasia had opposed his application with his lawyer, Nitor Egbarin, arguing in a September 1 notice to the court citing various reasons.

“First, the court should deny the motion as it is non-compliant with the court’s individual rule,“ Mr Egbarin wrote in his September 1 reply to FIFA’s request.

He said parties are not permitted to file letter motions and briefs in lieu of formal motions, unless special permission to do so is granted.

He also said his client refused to consent to the extension because the 21 days allowed for “responsive pleadings” were sufficient for FIFA’s legal team to file its response to the suit.

“More significantly, this case was filed on August 5, 2021. Prior to filing the complaint, plaintiff sent the draft complaint to defendant on July 8, 2021, to attempt a pre-litigation resolution of the matter,” he added.

According to him the draft complaint “alleges exactly the same facts and claims in the complaint filed in this case,” but the defendant “ignored the plaintiff”.

Lagos State Government Announces Date for Resumption of Schools

All public and private schools in Lagos State will resume for the 2021/2022 academic session on Monday, September 13.

This announcement was made by the state’s Commissioner for Education, Folasade Adefisayo, in a statement signed by an assistant director, public affairs of the ministry, Ganiu Lawal.

The commissioner said the students of model colleges and upgraded schools are to resume in batches, noting that the SS2 students seeking placement into SS3 classes and who are accommodated at the schools’ boarding facilities are expected to resume on Sunday, September 19.

She said revision for this class will run from 20th to 26th September while promotion examination to SS3 class will start from 27th September to 8th October, 2021.

The commissioner said the newly admitted JSS1 students into model colleges are to resume on Saturday, October 2 for a one-week orientation programme, which she added will intimate them on the secondary school structure and modalities.

Other returning students in JSS 2, JSS3, SS1 and the newly transited SS2 in the various model colleges and upgraded schools are to resume on Saturday, October 9 while classes for these set of students will begin on Monday, October 11, 2021.

She revealed that the adoption of staggered resumption for model colleges and upgraded schools was due to the presence of 2020/2021 SS3 students currently writing the West African Senior School Certificate Examination (WASSCE) which she said will end on October 6.

The commissioner appealed to parents to abide by the new development for a smooth academic session, while calling on pupils and students to take their academics more seriously and devote more time to their studies.

Buhari constitutes health reform panel, names Osinbajo chairman

President Muhammadu Buhari has approved the establishment of a Health Sector Reform Committee to kick-start the development and implementation of a Health Sector Reform programme for Nigeria in collaboration with state governments and the Federal Capital Territory Administration.

This is as he appointed Vice President Yemi Osinbajo as chairman of the committee and Dr. Ifedayo Adetifa as Director-General of the Nigeria Centre for Disease Control.

Senior Special Assistant to the President on Media and Publicity, Garba Shehu, disclosed this in a statement on Monday titled, ‘President Buhari sets up Health Sector Reform Committee, names vice president Osinbajo as chairman’.

This comes after a Health Sector Diagnostic Review Report developed by a consultant, Vesta Healthcare Partners. and the Federal Ministry of Health.

According to the statement, the committee will undertake a review of all healthcare reforms adopted in the past two decades and lessons learnt and factor them into the development of the new Health Sector Reform Programme.

Vesta Healthcare Partners and Bill & Melinda Gates Foundation will serve as resources persons and have observer roles in the committee.

Meanwhile, the President has also approved the appointment of Dr. Ifedayo Adetifa as the new Director-General of NCDC. The President has also named him as a member of the committee.
