Water Resources Ministry, Gombe Sign MOU To Revamp Regional Water Supply Project

Gombe State Governor, Inuwa Yahaya, and the Minister of Water Resources, Suleiman Adamu, have signed a Memorandum of Understanding (MoU) on collaborative funding of the Gombe Regional Water Supply Project.

The MoU is aimed at actualising the rehabilitation, upgrading and expansion of the 50 million litres per day Gombe Regional Water Supply Scheme to improve water supply infrastructure so as to meet the emerging water demand in the state.

At the signing ceremony in Abuja, Adamu said that part of the strategies developed to address poor access to potable water supply and sanitation in the country was to foster partnerships with states.

According to him, this measure contained in the National Water Supply and Sanitation Policy had been developed since 2000 and enshrined in the current National Water Resources Policy, approved in 2016.

“The centre piece of this policy is the provision of potable water and adequate sanitation to all Nigerians in an affordable and sustainable manner in a participatory investment by the tiers of government.

“To enable us operationalise the laudable provision of the policy, I initiated a budget line for counterpart funding for urban water supply improvement, in line with the National Water Resources Policy.

“I am happy that Gombe state is one of the states to tap into the budget line, in accordance with our vision.”

The minister said the obligations of the MoU included the advancement of contributory roles towards improved sustainability of the project, through financial commitment, transparent bidding processes and knowledge exchange.

He expressed hope that upon completion of the regional water scheme, Gombe’s population would witness a new lease of life with benefits derivable from improved health, school attendance and job opportunities.

Gov. Yahaya, said that although the state had been partnering with the ministry, but a robust partnership had just happened with this administration.

“The Gombe regional water scheme was implemented 16 years ago, it was done in partnership and we are expanding it too.

“In spite of the challenges of time, this government has been able to put the Dadin Kowa water scheme into use and we will sustain it as it is very useful to our people.

SSCE 2021: NECO Registrar Assures Candidates Of Results in 3 Weeks

The registrar and chief executive officer of the National Examination Council (NECO), Prof Ibrahim Wushishi, has promised about 1.3 million candidates writing the ongoing Senior Secondary School Examination (SSCE) to expect their results in three weeks.

Speaking in Yola, Adamawa State during a visit to inspect the conduct of the examination, Prof Wushishi said as soon as the exams end “we are going into marking, so, in may be, two, three weeks, we expect to finish marking and results will be ready.”

Wushishi further revealed the plans to make the objectives component of the examination computer based.

He said the Council had introduced certain innovations to eliminate examination malpractice, forgery as well as achieve a world class standard.

Nigeria To Generate 85% Of Entertainment, Media Revenue From Internet – PwC

PwC, one of the leading consulting firms in the world, has projected that Nigeria’s Entertainment and Media (E &M) industry’s revenue will rise from $7.68 billion in 2021 to $14.82 billion in 2025. In its latest industry report titled “Perspectives from the Global Entertainment & Media Outlook 2021-2025”, PwC says internet access, a major segment in the E & M industry, will generate 85 percent of the country’s E & M revenue by 2025, insights gained from the report have revealed.

The total revenue that will be generated by all the players in the Nigeria’s E & M’s industry is expected to rise from $7.68 billion in 2021 to $9.03 billion in 2022, to $10.66 billion in 2023, and will increase further to $12.56 billion in 2024 before settling at $14.82 billion by 2025, culminating to an average growth rate of 18 percent during the period.

Internet access segment’s revenue accounts for 78 percent of the country’s E & M industry revenue in 2021, a noticeable improvement on the revenue made in 2016 when it accounted for 61 percent of the E & M industry’s revenue in Nigeria.

The rising demand for streaming services due to the pandemic imposed lockdown and work from home policy, internet access revenue segment in Nigeria is expected to gain more market share in the next few years, the report forecasts. Internet access based services such as subscription video-on-demand (SVOD), over-the-top (OTT), transactional video on demand (TVOD), are projected to have robust growth from now through 2025.

Uganda Banks Urge Government To Save Schools From Loans Dilemma

The banking sector, under Uganda Bankers Association (UBA), say they are not interested in selling distressed school properties, urging government to come up with a funding mechanism instead of advising proprietors to sell off their properties to clear debt obligations.

Speaking in an interview, UBA executive director Wilbrod Owor, told Ugandan media that education was a public good and a tool of human capital formation, whose well-being should be a concern of both government and every citizen.

Recall earlier, Finance Minister Matia Kasaija advised distressed proprietors in the education institutions to sell off some of their properties to clear debt obligations, some of which have accumulated in the last two years.

Schools have been closed since March and phased opening was suspended in June.

A top banking executive, who spoke on condition of anonymity, told Daily Monitor that for the first time in over three decades, government should take interest in what is happening in the education sector by first, establishing an Education Recovery Fund to save the sector from collapse.

He said the fund will not only save schools but will relieve banks from accumulating non-performing loans as well as helping government to mitigate risk aversion in the banking sector.

According to the banking executive, the fund which should benefit from different funding sources but driven by government and operated such as the Covid-19 Response Fund, should initially look at putting together about $300m administered through Bank of Uganda, some of which should be available to educational institutions on concessionary terms.

Daily Monitor understands that a framework has already been submitted to the Ministry of Finance, drawing attention to a funding model that can save schools from repayment distress and cash flow challenges.

The funding model is structured in a way that banks can assess and submit distressed portfolio exposures to the Central Bank for onward funding.

The model also considers educational institutions by providing them with a window through which they can apply for relief or apply to access credit to solve cash flow challenges.

US Open 2021: Qualifying Rounds To Be Played Behind Closed Doors

Fans will not be allowed to attend the US Open qualifying rounds to “ensure the health and safety of all”.

The main tournament will have capacity crowd when it starts on 30 August.

The qualifying week will see “the greatest number” of players and support staff on site, with organisers estimating more than 2,500 people.

“This was a particularly tough decision for the USTA to make, given the immense popularity of US Open Qualifying among fans,” said organisers.

“But after consulting with local health authorities and the US Open medical team, it was determined that it was the right decision to ensure the health and safety of all.”

Because of Covid-19, indoor capacity at the USTA Billie Jean King National Tennis Center within Flushing Meadows has been reduced, while many of the players’ facilities have been moved outdoors during qualifying.

“With that, there is not enough room to allow fans to access the site while still ensuring player and fan safety – which remains our top priority,” organisers added.

The US Open 2020 singles titles were won by Austria’s Dominic Thiem and Japan’s Naomi Osaka, and it is the fourth and final Grand Slam event in the tennis calendar.

After a rapturous reception and raucous unveiling from the fans on Wednesday (Aug 11), Lionel Messi got to know his new teammates at Paris Saint-Germain’s Camp des Loges training facility on Thursday.

Much has been made of the Argentinian superstar lining up with Brazil’s Neymar and France striker Kylian Mbappe in what will be a fearsome attack for PSG in their quest to win a maiden Champions League.

World Cup winner Mbappe was one of the first to extend his welcome to Messi after his official arrival and the 22-year-old posted his best wishes to the newcomer on social media.

Mbappe has been linked with a move to Real Madrid with only a year left of his PSG contract.

“Welcome to Paris, Leo,” Mbappe wrote alongside photos with the pair hugging.

The 34-year-old former Barcelona player has been on downtime since winning the Copa America with Argentina in July, and started his first PSG run-out with simple physical exercises.

“I’ve been out of action for around a month and I need to get physically ready. I hope to be ready as soon as possible, because I can’t wait to play,” Messi said at his unveiling at the Parc des Princes on Wednesday.

He is unlikely to make his debut for PSG soon, and certainly not this weekend when Mauricio Pochettino’s team play Strasbourg in Ligue 1.

“I can’t tell you when my first game will be but I can tell you I’m dying to get started,” he said. “I want it to be soon.”

Messi only arrived in the French capital on Tuesday before penning a two-year contract with the option of a third season.  

The club also revealed on Thursday that it had paid a signing-on bonus to the player in PSG’s own virtual currency which it calls $PSG Fan Tokens, originally sold at €2 (S$3.20) each and currently trading over €30 each.

“The coins are there to create a link between the fans and the club, and it’s the first time we have used them in this way,” the Parisians said in a statement without saying how many they had given to Messi.

PSG quickly emerged as the favourites to sign Messi following the shock of his departure last week from Barcelona  and he arrives eyeing a fifth Champions League, with the most recent of his four victories with his old club coming in 2015.

PSG are reportedly paying €35 million (S$55.8 million) a year to Messi, who will wear the No. 30 jersey – with fans continuing to line up outside the club’s different shops in the capital to buy the shirt with his name and number on the back.

FCT Primary Healthcare Services to improve as FCTA, USAID Partner

The Minister of State, Federal Capital Territory (FCT), Dr. Ramatu Tijjani Aliyu, has inaugurated the FCTA/USAID steering committee as part of measures towards the revitalization of the FCT healthcare systems to deliver quality, affordable and sustainable preventive healthcare services to residents of the territory.
At the inauguration, the minister stated that the steering committee was a follow up to the Memorandum of Understanding (MoU) signed between the United States Agency for International Development (USAID) and the Federal Capital Territory Administration (FCTA) on December 17, 2020, to support the revitalization of FCT healthcare systems.

Aliyu noted that the MoU seeks to address weak healthcare system especially the Primary Health Care (PHC) performances and the root causes of poorly functioning health systems in the Federal Capital Territory.

She stressed that through this partnership, the FCT Administration would improve the capacity of the FCTA to plan, allocate and manage resources as demonstrated by increased budgetary allocation for PHC, and increased expenditure for Primary Health Care.

Other milestones that could be achieved through this partnership include increase the coverage of FCT’s minimum benefit package for PHC to 20 percent of the residents of the FCT in 2020, 30 percent in 2021, 40 percent in 2022, 50 percent in 2023, 60 percent in 2024.

To drive the operationalization of the signed MoU, the minister charged the committee to serve as an avenue to promote transparency, the use of data for decision-making and problem solving, adding that the committee would engage other stakeholders such as members of the Senate and House of Representatives as required.

On her part, the Mission Director USAID, Anne Peterson, who joined the inauguration virtually identified the primary healthcare services as the foundation of strengthening universal health coverage.

She noted that USAID recognized the important roles healthcare system play in guaranteeing universal access to health services and improving the health outcome, while expressing the hope that this new steering committee would provide a road map in guiding primary healthcare partnership.

Members of the committee include, the FCT Minister of State, as chairman, Mission Director, USAID, co-chairperson, FCTA Permanent Secretary, Secretary Health and Human Services Secretariat, Executive Secretary, FCT PHCB, Director, HPRS, Director, FCT Health Insurance, Director, Treasury, and Deputy Director Health Financing Equity and Investment as Secretary of the Committee.

APC group seeks Osinbajo presidency in 2023

Ahead of the 2023 poll, some stakeholders of the All Progressives Congress (APC) have called for Vice President Yemi Osinbajo to succeed President Muhammadu Buhari in 2023.

The group, Progressives Consolidation Group (PCG), led by Alhaji Ahmed Mohammed and Dr Eberechukwu Eli Dibia, said it has reached out to Senate President, Ahmed Lawan; Speaker of the House of Representatives, Femi Gbajabiamila; several APC state governors; Principal Officers in the Senate and House of Representatives; members of the APC National Caretaker Committee; former and serving federal legislators; and leaders of women and youths groups.

Single dose J&J COVID-19 vaccine costs Nigeria $7.50 per dose, says Afreximbank

The African Export-Import Bank (Afreximbank), which facilitated the procurement of the Johnson & Johnson (J&J), Janssen Pharmaceuticals’ vaccine, says the vaccine costs Nigeria $7.50 as against $10 per dose.

The bank’s Regional Chief Operating officer, Mr Abdoulaye Kone, who disclosed this in an interview with News Agency of Nigeria (NAN), on Thursday, in Abuja, said that the country would be procuring about 29,850,000 doses, through the African Union’s African Vaccine Acquisition Trust (AVAT).

This is despite proven facts by experts that the medical community can’t prove the science behind the whole pandemic, since it’s all hinged on a virus nobody can isolate in a laboratory to prove it even exists.
