LAGOS STATE LAUNCHES EKODIGITALSCHOOL.COM

The Lagos State government has launched a digital learning platform that can accommodate between two and 10 million learners at a go.

Launching the EkoDigitalSchool.com Tuesday at the Ministry of Education conference room, Alausa, Folasade Adefisayo, the Education Commissioner said the initiative was in line with Governor Babajide Sanwo-Olu’s THEMES agenda – one of which is to promote technology-enhanced education.

The ekodigitalschool.com, developed by Chronicles Software Development Company, has curriculum-based content for all junior secondary school subjects, allows self-paced learning, provides for tests, and interaction between learners and teachers through chats and forums, among others.

The Co-founder of the firm, Oluwatosin Oluwakoyejo added that for educators, the platform allows teachers to create content, set examinations, grade pupils, monitor their performance; while for administrators, the platform provides analysis on performance in various subjects, among others.

Adefisayo said, the state government would do its part to ensure it is well utilised by providing devices for public school pupils and teachers as well as internet to access its content.

“We should not be reliant on private sectors, NGOs or development partners. We ourselves are going to buy the devices. They will be delivered in time for first term. We are investing significantly in these devices.  We have put in Mathematics and English textbooks; good textbooks. We are going to ensure that there is success and we will even be equipping the schools,” she added.

Regarding provision of internet access to schools and remote communities, the Commissioner said the government was already working on it.

“One of the hurdles is to understand communities where they don’t even have access; where even if they have devices. We are talking to companies where they can push what they called cloud servers to those communities, where the cloud servers will be able and powerful enough to pick signals but then distribute the contents to students in those remote locations. We have piloted in one of our schools in Epe and it worked well and we are going to reach out across the state. I hope you can see that there is determination on our part that our students will not be left out of the digital world.”

International Bidders Reportedly Closing In On Deal To Acquire Haifa Port

Several international bidders are reportedly lining up to acquire Haifa’s port in a massive deal that is expected to close by the end of the year.

Investment groups from Israel, Europe, India and the United Arab Emirates are contending for the deal, which is estimated to be worth as much as $600 million. Haifa’s port is the busiest shipping hub in Israel.

The firms are expected to place formal bids in October, the report said, citing “sources with knowledge of the matter.” Authorities will likely announce a winner before the year ends, and transfer ownership at the beginning of next year.

The Israeli government voted last year to move forward with privatizing Haifa’s port in an attempt to spur competition and decrease costs.

Among the bidders are Israel’s Shipyards Industries, which has partnered in the initiative with Dubai’s DP World.

Israel normalized ties with the UAE last year, opening up trade between Israel and the Gulf that will likely further boost business at Haifa and in the region.

Shipyard Industries and DP World have also discussed exploring a direct shipping route from Dubai’s massive Jebel Ali port to Eilat.

Also in the running is the UK’s DAO Shipping, which paired up with Israel’s Generation Capital and the London-based Lomar.

Israel In Contact With Most Arab Countries, Including Iraq — Diplomat

The Foreign Ministry maintains some form of contact with almost all Arab countries, including ones officially designated as “enemy states” like Iraq, a senior Foreign Ministry official said Tuesday.

“Over the last twenty years, the Foreign Ministry was always in touch with almost all the players in the Arab World,” said the outgoing director of the Foreign Ministry’s Middle East Division, Haim Regev, during a briefing in Jerusalem.

While he clarified that this list of covert contacts does not include Lebanon, Syria, and Yemen, it does extend to Baghdad.

In 2019, Iraqi ambassador in Washington Fareed Yasseen said, “There are objective reasons that may call for the establishment of relations between Iraq and Israel,” speaking in Arabic at an event entitled “How Iraq Is Dealing with the Current Regional and International Developments” at the Al-Hewar Center for Arab Culture and Dialogue in Washington.

He noted that there is an important Iraqi community in Israel and they are still proud of their Iraqi attributes. “At their weddings, there is Iraqi culture of celebration. At their weddings, there are Iraqi songs,” the veteran diplomat, who has served in DC since November 2016, went on. Yasseen also noted “outstanding” Israeli technologies in the fields of water management and agriculture.

Nigeria To Concession Four Major International Airports

The Nigerian government has provided more details of its plan to concession four major international airports in the country.

The Murtala Muhammed International Airport in Lagos, which accounts for over 60 per cent of international flights in Nigeria; Mallam Aminu Kano International Airport; Port Harcourt International Airport and the Nnamdi Azikiwe International Airport, Abuja, are all to be concessioned to private managers, an official said.

Aviation minister Hadi Sirika also allayed the fears of workers of the Federal Airports Authority of Nigeria (FAAN) of any layoffs during or after the concessions.

He gave the assurance at a virtual meeting with aviation stakeholders in Lagos, on Wednesday.

Sirika said instead, more hands would be engaged as most of the airports were understaffed.

The minister informed the stakeholders that there would not be any need to sell the country’s assets, but to concession them in a manner that would modernise the airports and have them operated to create more jobs as well as generate more revenue for the country.

The minister further explained that the airport terminal buildings to be concessioned would generate their revenues from non-aeronautical resources, while all other facilities at the airports and existing concessions, outside the airport terminals, would still be managed by FAAN.

He added that the concessionaire would sign service level agreements for runway, taxiway, security and air traffic Management with FAAN and NAMA to ensure that the airport operated efficiently.

Nigeria Set To Reintroduce Tollgates, Approves New Roads Policy

Nigeria’s Federal Executive Council (FEC) has approved the Federal Roads and Bridges Tolling Policy and Regulations aimed at reintroducing tollgates on Nigerian roads.

The Minister of Works and Housing, Babatunde Fashola, made this known to journalists after the weekly meeting on Wednesday in Abuja.

According to Fashola, the policy and regulations were developed after extensive consultations with various stakeholders within and outside the government.

The minister, in 2019, announced that the government had concluded designs for the return of toll plazas on federal roads.

He said at the time that though the government dismantled toll plazas in the past, there was no law abolishing tolls.

He stated that the policy and regulations were developed after extensive consultations with various stakeholders within and outside the government.

According to the minister, a Willingness-To-Pay Survey was carried out to arrive at the recommended pricing framework and existing tolled roads were taken into consideration to arrive at the prices.

He said the tolls will not start until the roads are motorable and this will affect only federal dual carriage roads and that the proceeds from the tolls would be used to maintain and construct road.

F.G Attracts $500m Investment To Gas Value Chain Through Network Code

The Department of Petroleum Resources (DPR) has stated that the Nigerian Gas Transportation Network Code (NGTNC) introduced last year to guide open access transportation of natural gas, has already attracted investment proposals of over $USD500 million.

Director, DPR, Sarki Auwalu, said so far, the Department has received investment proposals for power generation, ammonia for fertilizer, domestic LNG, methanol, virtual gas pipeline systems, new gas hubs and the establishment of Nigeria gas trading exchange.

Through its Nigerian Gas Flare Commercialisation Programme (NGFCP), the DPR noted that plans are ongoing to reduce gas flaring from the current single digits of eight per cent to five per cent in the country.

Auwalu stated this at an interactive session on the first year of operationalising the network code in Nigeria.

In his words, “Investors across the various gas value chains are telling us that they need DPR support, they need us to create that enabling environment for opportunities. We are looking at an additional $500 million in just one year since we introduced the code.

“The request is over 500 mmscf per day and this is just for one year; you can imagine how much investment we would attract if we continue with this.”

He noted that with the gas code, investors’ confidence have been boosted as investors are coming to DPR to create more networks for distribution of gas in the country.

He noted that the code ensures non-discriminatory access to pipeline systems, guarantees secure, available, reliable and safe gas transmission systems and ensures cost reflective tariffs for pipeline services.

He also added that the code supports the development of matured gas markets and provides a mechanism for effective handling of contractual disputes.

Oil Spillage: Shell Agrees To Pay Ogoni Community N45.9billion Compensation

An oil giant, Shell Petroleum Development Company, has finally agreed to pay a court-ordered N45.9billion compensation to an Ogoni community in Rivers State.

Represented by Isaac Agbara and nine others, the Ejama-Ebubu community in Tai Eleme Local Government Area of Rivers State, commenced their suit about 32 years ago seeking damages against Shell for an oil spillage incident.

They obtained the judgment of the Federal High Court in Port Harcourt awarding damages in their favour on June 14, 2010, but case went on appeal up to Supreme Court.

On January 11, 2019, the Supreme Court affirmed the judgement in favour of the community.

But since then, the multinational had been resisting the Supreme Court verdict.

It filed an application for a review of the verdict, but the Supreme Court dismissed the request on November 27, 2020.

The firm subsequently brought the case back to the Federal High Court in Abuja in continuation of its pushback against the verdict.

Skills Evaluation: Governor Zulum Conducts Impromptu Aptitude Test For Teachers

There was drama in Baga Local Government Area of Borno State when the state governor, Professor Babagana Zulum, stormed some schools and conducted impromptu tests for teachers.

In a still photo making the rounds on social media, the governor was seen invigilating the test as teachers were battling to answer questions on the blackboard.

The governor’s spokesman, Isa Gusau, told newsmen that the test was conducted to determine the level of the teachers’ qualifications and ability to teach professionally.

Zulum reportedly told the teachers that the essence of the aptitude test was not to sack anyone, but to determine their capacity and know where to place them.

He quoted the governor as saying that at the end of each year, every teacher and their pupils will be evaluated and government will also support them with accommodation and other related services.

Zulum also told the teachers that more pupils will be encouraged to register especially by providing a meal and other support.

At the end of the exercise, the governor told the teachers that those who are not capable of teaching would be moved either to the administrative department or sent for further training.

Italian Teen Sinner Stumbles In ATP Toronto Opener

Jannik Sinner fell flat after his weekend title performance, the Italian losing 6-3, 6-4 to James Duckworth on Wednesday in a second-round match at the ATP Toronto Masters.

Just 72 hours after claiming the biggest trophy of his career in Washington, the 16th seed went down in his opening match after a bye to the Australian qualifier.

The 19-year-old Sinner is the youngest player ranked in the top 15 since Juan Martin del Potro in 2008 by virtue of victory in the US capital.

But north of the border, his luck changed.

Sinner exited in just over an hour and a quarter with the number 85 Aussie securing the upset with one break per set.

Morocco, Israel Sign Deals To Mark Historic Visit

The foreign ministers of Morocco and Israel signed three accords on Wednesday during the first visit by a top official from the Jewish state since ties were normalised last year.

Nasser Bourita and his Israeli counterpart Yair Lapid signed agreements on political consultations, aviation and culture.

Lapid told reporters the accords would “bring our countries innovation and opportunities for the benefit of our children -– and their children –- for years to come”.

Israel and Morocco struck a deal last year after then US president Donald Trump recognised Morocco’s contested sovereignty in Western Sahara.

“Today, we are restoring peace, restoring friendship,” Lapid said.

Morocco was the fourth Arab state to establish ties with Israel last year after the United Arab Emirates, Bahrain and Sudan.

The move infuriated the Palestinians, as it shattered the longstanding Arab consensus that there should be no normalisation until Israel agrees to a comprehensive and lasting peace.

Bourita said that during his talks with Lapid the situation in Israel and the Palestinian Territories was raised.

“King Mohammed VI insists on the need to break the current impasse and resume negotiations, as the only means of reaching a solution based on two states living side by side on the 1967 borders,” Bourita said.

The monarch had reassured Palestinian president Mahmud Abbas after the normalisation of ties that Morocco would continue to support the Palestinian cause.

On Thursday, Lapid will officially open Israel’s diplomatic representation in the capital Rabat.
