Ghana And UAE Reach Visa Free Travel Agreement

The government of the United Arab Emirates have entered into a visa free agreement with the government of Ghana which allow all Ghanaian passport holders to enter the UAE without visas.

The agreement was signed on august 5,2020 after approval by the emirate parliament and following the adoption of a memorandum of understanding, which restricts this agreement to holders of diplomatic and other official passports and whose background and conduct are in line with the public and state security apparatus.

Minister for Foreign Affairs and Regional Integration, Shirley Ayorkor Botchway had presented the MoU to the House on May 26, 2021.

The agreement comprises structured visa regimes for both countries and does not impose obligations to admit people who are considered to be of questionable character.

According to Henley and Partners’ current world’s passport ranking, Nigeria is ranked 101 with 46 access countries, while Ghana ranks 84 with 64 access countries.

Nigerian Army War College Embark on Liberia, Niger Republic Tour

Members of Army War College Nigeria (AWCN) Course 5/2021 are currently embarked on a tour to the Republics of Liberia and Niger, the tour intends to afford the participants the opportunity to appreciate the link between geo- strategic mechanisms and Nigeria’s foreign policy posture in the West African subregion and expose them to its environment.

The Director, Army Public Relations, Brig.-Gen. Onyema Nwachukwu, in a statement on Sunday, said the theme for the 2021 Geo- Strategic Study Tour is: “Border Management and Regional Security Cooperation in West Africa”.

He said the tour which began on Aug. 8 to end 14 August 2021 was an important component of the module on National Security which also constitutes a vital part of the college’s programme for the participants.

The Overall Tour Director, who is also the commandant of the college, Major General Solomon Udounwa has urged the participants to be good ambassadors of Nigeria, the Nigerian Army and the college during the tour.

He urged them to make utmost use of the opportunity to upgrade their knowledge in regional diplomacy and security, as they are applicable to tackling both intra state and cross border regional security challenges.

Nwachukwu disclosed that Brig.-General IU Akpan, would lead the team to the Republic of Liberia while the Director of Studies, Brig.-Gen. BA Alabi would lead the other team to Niger Republic.

AFRICMIL educates Journalists on whistleblower protection

The African Centre for Media and Information Literacy (AFRICMIL), on Thursday, trained journalists in Lagos on whistleblower protection in Nigeria.

The programme, put together in collaboration with the Human and Environmental Development Agenda (HEDA), focused on whistle-blowing and whistle-blowers protection in the context of the Nigerian government’s anti-corruption fight.

Speaking at the event, Director of the International Press Centre (IPC), Lanre Arogundade, request the Nigerian government to guarantee the protection of whistle-blowers.

Lanre said that unless the government provides a legal framework to protect whistle-blowers, many Nigerians may not support the policy and the anti-corruption fight of the government.

He urged the government to uphold its mandate, by paying whistleblowers the percentage it promised them when they submit tips, to encourage more tip off.

In his welcome speech, Chido Onumah, coordinator, said that the purpose of the training was to promote media and information literacy to enhance democracy, good governance and accountability.

Kolawole Ogunbiyi, the Programme Manager of AFRICMIL, said that the organisation’s whistleblowing project was designed to build public confidence and support for the whistle-blowing policy of the government.

The AFRICMIL coordinator, added that the project was also anchored on sensitising the public on the importance of whistle-blowing toward fighting corruption and checking other forms of wrongdoing in the society.

As a means to ensure the successful implementation of the project, Onumah noted that AFRICMIL has built strategic alliances with relevant stakeholders such as the Presidential Initiative on Continuous Audit.

“It is in furtherance of deepening this component of activities lined up for this project that this media training is being organised purposely for journalists that we have painstakingly selected from the print and electronic media,” he said.

“AFRICMIL believes that by the nature of its job, journalists are also whistleblowers and so should have as much stake,” he said.

In his presentation, Ridwan Sulaimon, Programme Manager of HEDA, said that whistle-blowing must move beyond the narrative of monetary gain to that of selfless community service for the development of the nation.

Sulaimon called for a comprehensive whistle-blowing policy and the political will to ensure protection of the whistle-blowers.

India’s Supreme Court Upholds Antitrust Probe Of Amazon And Flipkart

India’s top court has upheld its decision to continue antitrust probe of the business practices of Amazon.com and Walmart’s Flipkart.

The probe is a setback for the two e-commerce giants who had urged the court to put the proceedings on hold, a petition previously dismissed by the Karnataka high court.

Later, Amazon and Flipkart challenged the high court decision which has now been upheld by the supreme court.

 

As big e-commerce organisations you should volunteer for antitrust investigation but you are objecting, chief justice of India (CJI) NV Ramana said.

The CCI had last year, ordered an inquiry after allegations from brick-and-mortar retailers that the US firms promoted select sellers on their e-commerce platforms and used their business practices to stifle competition.

The companies continue to deny any wrongdoing and have repeatedly tried to mount legal blockades against the probe.

Amongst the allegations leveled against them are allegations of exclusive launches of mobile phones, promotion of select sellers on their websites and deep discounting practices that drive out competition.

Amazon is facing another CCI (the body in charge of probing anti-competition behavior in India) challenge for concealing facts and making false submissions when seeking approval for a 2019 deal with an Indian company.

Resident Doctors Vow To Continue Strike

President of National Association of Resident Doctors, Dr. Uyilawa Okhuaihesuyi  said the threat by the Minister of Labour and Employment, Dr. Chris Ngige, to invoke the no-work-no-pay policy this week will not in any way compel members of the association to call off their ongoing strike.

The NARD president stated this on Sunday asking the minister to stop playing politics with medicine.

He said, “It’s quite shameful when our political leaders in power and a doctor try to mix politics with medicine.

“The issue here now is that the minister is trying to justify his failures in meeting our requirements in the entire ultimatum we signed with him over 117 days and he calling International Labour Organisation when he has not done the ones he ought to do.

“Was he not aware that we gave notice of the strike over 116 days? Was he not part of the people that signed the memorandum of action with us?

“We are not calling off the strike today (Monday). We are resolute in our decision on the strike. We want to stay on this until we achieve something.

“We want to achieve something meaningful that will change the narrative of the health sector.”

“We are aware of the implications of the threat but the strike continues. We want to create a new narrative to all the threats. You can’t be threatening somebody when you have not done your part”.

Recall that The Minister of Labour, Dr. Chris Ngige, had said “Next week, I’ll escalate this issue because reconciliation has failed”

Members of NARD had on August 2 commenced a nationwide industrial action and the resident doctors have blamed the Federal Government for the strike.

They accused the government of failing to implement the Memorandum of Action earlier endorsed by the two parties which necessitated the suspension of the NARD’s earlier strike action in April 2021.

Judges, Lawyers should be sanctioned for Violating Territorial Jurisdiction- NBA Official

Monday Ubani, a national officer of the Nigerian Bar Association (NBA), has backed the call by Justice Chioma Nwosu-Iheme of the Court of Appeal in Awka for disciplinary actions against the High Court Judges in Jigawa and Imo State for allowing lawyers to use their courts for what is known in legal circles as forum shopping.
Ubani, who is the Chairman of the NBA Section of Public Interest and Development Law (SPIDEL), stated this in a statement issued in Lagos, yesterday by Mr. Joseph Igwe of Ubani and Co.


Ubani said he shared Justice Nwosu-Iheme’s view that both Justice Musa Ubale of the Jigawa State High Court at Birnin kudu and Justice B.C. Iheka of the Imo State High Court in Owerri should be brought before the National Judicial Council (NJC) to show cause why they should not be disciplined for professional misconduct over their involvement in the Anambra State governorship dispute as regards the leadership of the All Progressives Grand Alliance (APGA), the ruling party in Anambra State .
APGA had on June 23 nominated Professor Charles Soludo as its candidate in the November 6 gubernatorial election in the state.


Ubani insisted that the legal practitioners, especially the Senior Advocates of Nigeria (SAN), who brought the cases before these judges should also be sanctioned for professional misconduct.

The Anambra State High Court in Awka had issued orders to the National Electoral Commission (INEC) to recognise Soludo as the APGA candidate based on his winning almost 94 per cent of the votes at the party’s congress of June 23, but the State High Court at Birnin Kudu, Jigawa State, a court of equal jurisdiction, on June 30 gave a declaratory judgment directing the electoral commission to accept Chukwuma Umeoji, as the candidate of the party.

Umeoji had earlier in the month been disqualified from the primary election by the APGA Screening Committee.
The Imo State High Court was to issue a similar order on July 30 even without hearing from the APGA chairman recognised by INEC, as the Jigawa court did.

Reacting, Ubani argued that “We insist that disciplinary measures, as recommended by Her Lordship, be commenced by the authorities in the NBA and the NJC to act as a check to the incessant embarrassment the legal profession is currently facing in all spheres, and caused by those who are supposed to know and observe the ethics of the profession, whether at the Bar or on the Bench”.

“Every electoral season is usually hot in Anambra State with bizarre happenings,” Ubani added.
“There are reported instances where parties in cases already decided by the Supreme Court have re-approached the Supreme Court, the highest court in the land, to set aside its own decisions”.

The NBA official described the refusal of lawyers, including SANs, to such politicians to advise their clients properly as “shocking and increasingly disgusting, with the resultant effect of cases of a more bizarre nature being filed regularly with impunity by this category of lawyers.

Commending Justice Nwosu-Iheme for upholding the public good with her pronouncement on forum shopping by lawyers to Anambra politicians, the NBA SPIDEL chairman said:“We can heave a sigh of relief knowing full well that there are still persons in Nigeria that can stand and speak truth to power. All hope is not lost for Nigeria.”

Katsina Begins Free Distribution of Drugs to Combat Cholera Outbreak

The Katsina State government has begun the distribution of drugs across hospitals towards management of an outbreak of cholera reported in parts of the state.

This was disclosed by Governor Aminu Bello Madari, at the 2021 scientific conference of the Katsina branch of the Nigerian Medical Association. While speaking he said “I would like to inform you that we are aware of the current outbreak of diarrhoea and vomiting that affecting some communities in the state. The state government is making efforts towards control of the outbreak”

“Free drugs for the treatment of this outbreak are being purchased for distribution to hospital for treatment of cases while health education on prevention and management of the disease is ongoing and active search and surveillance are also on going across the state” the Governor stated

According to him, “most of our hospitals were left dilapidated with inadequate equipment, poor infrastructure, irregular drugs and medical supplies, inadequate number of healthcare workers, with the resultant poor patients care and poor outcome.

“In our effort to improve the health care service delivery to the teeming population of the state and reverse the ugly situation, the state government embarked on deliberate reforms of the health sector, with adoption national policies that are well domesticated and the creation of more parastatals in the sector”

Governor Aminu also mentioned that “The Primary Health Care Under One Roof (PHCUOR) policy has been adopted and the State Primary Healthcare Agency has been restructured to suit this new policy.

“Health workers involved have been receiving their incentives regularly and have been observing the protocols and successfully treating cases.

“These will go a long way in achieving effective primary health care service delivery particularly to the teeming population at the grassroots, achieving Universal Health Coverage and uninterrupted sustainable drug supply in the state.”

Senate negates report proposing the creation of 20 new states

The Nigerian Senate has debunked media reports that its Committee on Constitution Review had proposed the creation of additional 20 states.

In a statement yesterday in Abuja, the spokesperson and Chairman, Committee on Media and Public Affairs, Senator Ajibola Basiru, insisted that the panel never made any such proposal.

He acknowledged that the committee received several bills demanding for creation of more states.

The statement reads:

“Our attention has been drawn to media reports that the Senate Committee on Review of the 1999 Constitution has proposed the creation of additional 20 states.

“The reports are a gross misrepresentation of the decision of the committee on the request for creation of more states.

“Far from recommending the creation of any state, the committee, while acknowledging receipts of several bills proposing the creation of new states, decided that it is not in a position to recommend or propose the creation of any state unless there is compliance with the provisions of Section 8 of the 1999 Constitution of the Federal Republic (as amended).

Basiru said the section provides that an Act of the National Assembly for the purpose of creating a new state shall only be passed if-

“(a) A request, supported by at least two-thirds majority of members (representing the area demanding the creation of the new state) in each of the following, namely –

(i) The Senate and the House of Representatives,

(ii) The House of Assembly in respect of the area, and

(iii) The local government councils in respect of the area are received by the National Assembly.”

He noted that such demand could also be passed if

“(b) A proposal for the creation of the state is thereafter approved in a referendum by at least two-thirds majority of the people of the area where the demand for creation of the state originated;

“(c) The result of the referendum is then approved by a simple majority of all the states of the federation supported by a simple majority of members of the houses of assembly and

“(d) The proposal is approved by a resolution passed by a two-thirds majority of members of each chamber of the National Assembly.”

In view of the above, the spokesman said the committee was not in a position to propose the creation of any state as reported.

“Rather the committee decided to refer the requests received to the Independent National Electoral Commission (INEC) to ensure compliance with Section 8 of the Constitution by conducting a referendum in the areas if the requests are supported by at least two-thirds majority of members (representing the area demanding the creation of the new state) in the Senate, House of Representatives and the House of Assembly in the area.

“The above clarifications are imperative to set the record straight,” he added.

Newcastle Agree Deal To Sign Arsenal Midfielder For More Than £20m

Newcastle have agreed a fee with Arsenal in excess of £20m to sign midfielder Joe Willock.

Magpies boss Steve Bruce has made no secret of his desire to sign the 21-year-old on a permanent deal after a successful loan spell last season.

Willock scored in seven consecutive Premier League games to help steer the club away from relegation after joining in January.

It is understood personal terms are yet to be agreed.

Arsenal manager Mikel Arteta refused to confirm why Willock was missing from his squad in the Gunners’ friendly defeat by Tottenham on Sunday.

The England under-21 international made only seven league appearances for the Gunners last season.

Arsenal have been linked with Leicester midfielder James Maddison as a potential replacement, but on Thursday Foxes boss Brendan Rodgers said he thought the England international would stay.
