New protests as France set to impose Covid health pass

Championed by President Emmanuel Macron, the regulations make it obligatory to have either a full course of vaccination against Covid-19, a negative test or recently recovered from the virus to enjoy routine activities.

Macron, who faces re-election next year, hopes to encourage all French to be vaccinated against Covid-19 and thereby defeat the virus and its fast-spreading Delta variant.

But opponents, who have turned out en masse in the past weeks, argue the rules encroach on civil liberties in a country where individual freedom is prized.

From Monday, the health pass will be needed to eat in a restaurant or enjoy a drink in a cafe both indoors and on a terrace. It will be obligatory on inter-city transport including high-speed trains and domestic flights although will not be needed on metro systems and suburban transport

Nigerian Government Renames Science And Technology Ministry

The federal government has renamed the Ministry of Science and Technology as Ministry of Science, Technology and Innovation.

The minister in charge, Ogbonnaya Onu, disclosed this during a press briefing on Friday in Abuja the nation’s capital.

The name was approved by President Muhammadu Buhari to bring about a shift in research and development that is industry and services’ demand-driven. This ministry was first created as a separate ministry in 1985.

The minister said Buhari has given the rebranded ministry the responsibility of overseeing that the innovation agenda of the federal government is achieved.

He said Nigeria will achieve a significant level of poverty alleviation after renaming the ministry and its new responsibilities.

The Minister said the development will help bring about a shift in Research and Development (R&D) that is industry and services’ demand-driven, resulting in rapid commercialization and ultimately improved global competitiveness ranking of Nigeria.

He said this development will enable the reviewing of legal and policy frameworks as backup for institutional and organisational arrangements, effective coordination of the National Science and Innovation in the country.

AFN sets up new anti-doping commission following Tokyo 2020 block for 10 athletes

The Athletics Federation of Nigeria (AFN) has apologised to the nation for the failures that led to 10 athletes being precluded from Olympic Games here and has announced the creation of a new medical and anti-doping commission.

In a statement issued by the Federation and signed by its President, Tonobok Okowa, the track and field governing body in Nigeria insisted it was taking responsibility for the inaction of the immediate past Board that led to the suspension of the athletes from Tokyo 2020 for having had insufficient doping tests.

The apology was directed to the country’s President, Muhammadu Buhari, to the Youth and Sports Minister, Sunday Dare and to “all Nigerians”.

The AFN’s new seven-man medical and Anti-Doping Commission will be headed by Professor Ken Anugweje.

The national governing body claimed the announcement of the members of the new Commission has become “very necessary” as the AFN is determined to ensure Nigeria is removed from the unwanted categorisation as one of World Athletics Member Federations deemed to have the highest doping risk and considered as a threat to the overall integrity of the sport.

A total of 20 athletes from the seven nations deemed most at-risk when it comes to doping have been ruled out of the Games.

The figure of 10 Nigerians represented more than 40 per cent of the track and field team the countries had entered for the Olympics.

Three athletes from Ukraine, one Moroccan, one from Ethiopia and three from Belarus were also been struck off the entry lists.

Two Kenyan athletes were deemed non-eligible, but Athletics Kenya replaced them before submitting its final entries to World Athletics.

Bahrain is the final Category A country, but all 13 of its athletes have been cleared to compete.

Category A National Federations are deemed by the AIU to be the most susceptible to doping so must meet certain extra requirements to be able to select an athlete for the Olympic Games or World Championships.

On Saturday (July 31) one of the Nigerian athletes who was cleared to compete, sprinter Blessing Okagbare, was provisionally suspended and will miss the remainder of Tokyo 2020 after testing positive for human growth hormone.

The world and Olympic medallist, who had won her race in the 100 metres heats, failed an out-of-competition test taken on July 19 and informed of her suspension by the Athletics Integrity Unit (AIU) on the morning when she was due to run in the semi-finals.

So far in the athletics programme at Tokyo 2020, Nigeria has won one bronze, earned by Ese Brume with an effort of 6.97 metres in the long jump that was won by Germany’s world champion Malaika Mihambo with a last-round effort of 7.00m.

Lebanese Druze Confront, Detain Hezbollah Rocket Crew After It Fires At Israel

Druze residents in a southern Lebanese village halted the Hezbollah crew with its rocket launchers that had fired into Israel on Friday, and detained its members until the Lebanese Army arrived, according to media reports and video footage.

The group stopped a truck-mounted multiple launch rocket system as it drove through the village of Chouya, the video footage showed.

Some angry villagers could be heard protesting: “Hezbollah is firing rockets from between homes so that Israel hits us back.

Others converged on one of the Hezbollah members in the truck, shouting, “Who are you, you dog?

Hezbollah later issued a statement saying that the rockets were fired from remote areas, adding that the fighters were stopped in Shwaya on their way back.

The Islamic Resistance was and will always be most keen about the safety of its people and avoiding any harm to them through its acts of resistance,” the statement said.

The Lebanese Army later arrived to confiscate the rocket launcher seen in the video and said it arrested four suspects involved in the rocket fire. Media reports said four Hezbollah members were detained.

Israel Sends Firefighting Team, Equipment To Greece As Thousands Flee Blazes

Israel dispatched a team of firefighters on Friday to Athens as thousands of people fled wildfires burning out of control in Greece, including a major blaze just north of the Greek capital that left one person dead.

The Israeli team, consisting of 16 firefighters, is also shipping “a large amount of fire retardant material,” the fire service said in a statement.

“Israel is coming to assist Greece out of friendship and mutual aid,” said Foreign Minister Yair Lapid. “The entire region is dealing with the challenges of climate change and the fires threaten lives and property.

“I thank the firefighters who are going in the name of the State of Israel to assist our Greek friends,” he said.

Fires have ravaged Greece and neighboring Turkey in recent days as a protracted heatwave turned forests into tinderboxes and flames threatened populated areas, electricity installations and historic sites.

Turkey’s wildfires, described as the worst in decades, have swept through swaths of the southern coast for the past 10 days, killing eight people.

Iran on Saturday rejected Western allegations its drones were used in a deadly tanker attack, while accusing Israel of concocting the “scenario” in a bid to undermine the Islamic republic.

Ikeja Electric: Reasons many Lagos residents are yet to get prepaid meters

The Ikeja Electricity Distribution Company (IkejaElectric) says it stopped the metering of customers due to the exhaustion of prepaid meters assigned to the company by the Nigerian government under the National Mass Metering Programme (NMMP).

Felix Ofulue, the spokesperson of the DisCo, said this on Friday while addressing the press in Lagos.

Ofulue said the company received about 106,000 meters in the NMMP and has since distributed it to customers.

In his words “We have practically done 99.9% of the meters, we have exhausted the meters completely. People are not getting meter now because we don’t have any on ground,”

The Federal government in 2020 approved the NMMP to cater for the shortfall in the metering of electricity consumers in Nigeria.

The objective of the programme is to end estimated billing by the DisCos and attract private investment in the provision of metering services.

The government sought to roll out six million meters in two years. It, however, rolled out one million meters in phase zero of the programme.


Speaking on the metering of customers, Ofulue said the one million metres were shared among the 10 discos and Ikeja Electric allocated over 106,000 meters.

Explaining the criteria for distribution, he said the company focused on customers who were impacted by the recent increase in electricity tariff, the Bands A, B, and C.


“Bands D and E are not affected by the new tarrif and have no extra payment. But Bands A, B, and C were metered so that they manage what they use,” he said.

With the exhaustion of the allocated meters, Ofulue said the DisCo is waiting for the next phase of metering to distribute meters to more customers.

“About 50 percent of customers in the network have been metered. Over 400,000 households have been metered,” he said.


This figure is out of over one million households captured in the database of the DisCo.

Electricity Infrastructure


On who bears the responsibility for stolen or damaged electricity infrastructure, Ofulue said the company takes care of it but that many customers are impatient and end up replacing the equipment themselves.


“The provision of electrical infrastructure is the responsibility of the discos; transformers, lines, cables, and co,” he mentioned.

“Whenever you see otherwise happening, it means the community is tired of waiting maybe because the disco is not active and they want to engage in self-help.”

The official, however, clarified that communities in which thefts of electrical infrastructure happen often would not receive frequent attention from the disco because “it makes no business sense.”


“If we keep spending money on an area and things keep getting stolen, it means there is a sabotage happening. It is simple business logic and it is a critical topic we have with community leaders for them to secure electricity infrastructure in their areas.


He said, “We are trying to beautify and make our transformers look decent. It is when it is dark, dingy and messed up and people will go there to vandalise.”


Also speaking on outstanding debt owed to the company by Ministries, Departments and Agencies (MDAs), Ofulue said it was a perennial issue and not the Nigerian government that is directly owing the company.

“Federal Government is the bulk majority shareholder of all the discos, they own 40 percent of all the discos, so how can you say your owner is owing you?

Ofulue also said, “The issue of debt is perennial and for certain reasons, the company was appealing to the Senate because they are on the level where they lobby the government,”

He added that deliberations and meetings are ongoing to ensure the recovery of the debt owed to the company.

Kano State reduces land use charges by 30%

The Kano State Government has reduced the payment of land use charges by 30 per cent to ease the payment for property owners across the state.

The Permanent Secretary, Kano State Bureau for Land Management, Dr Zainab Ibrahim-Braji, disclosed this in a statement on Friday.

The statement by Murtala Shehu-Umar, information officer of the Bureau, disclosed that Ibrahim-Braji said this when she received executives of the Nigerian Bar Association (NBA) Kano branch.

She said Gov. Abdullahi Ganduje of Kano in order to encourage property owners to willingly pay up their charges appropriately, had approved the discount.

The Permanent Secretary appreciates the NBA for its constant support and advice at all times on how to move the bureau forward.

NBA Chairman, Kano branch, Aminu Sani-Gadanya, had earlier said they are at the Bureau to dialogue with management on issues concerning land administrations.

He commended the permanent secretary’s decision of not honouring letters from lawyers that do not carry the seal of the NBA.

”We noticed some positive changes in running the affairs of the bureau since you assumed office as permanent secretary and head of the bureau.

“This shows that your open door policy has been achieved,” Sani-Gadanya said.
