South Africa’s Constitutional Court To Hear Former President Zuma’s Challenge

South Africa’s constitutional court has agreed to hear former President Jacob Zuma’s challenge to rescind an order sentencing him to jail for 15 months on contempt charges.

The constitutional court sentenced Zuma to 15 months in jail on Tuesday for failing to appear at the corruption inquiry led by Deputy Chief Justice Raymond Zondo in February.

The former president was given until the end of Sunday to hand himself in, after which police would be obliged to arrest him. But the court agreed on Saturday to hear his application on July 12.

Instead of “handing himself over by tomorrow or face arrest in the coming days … Jacob Zuma will return or at least show up for the first time at the Constitutional Court to defend himself.”

Miller said that prior to the sentence the leader had different opportunities to voice his concerns.

“He ignored [the opportunities],” Miller said. “And now it seems just a day before he is supposed to hand himself over he is willing to talk to the Constitutional Court,” she added.

Zuma has called the sentence a “political statement of exemplary punishment”. He has maintained he is the victim of a political witch hunt and that Zondo is biased against him.

In his application to annul the decision submitted on Friday, Zuma said going to jail “would put him at the highest risk of death” from the pandemic because he is nearly 80 and has a medical condition.

Two Foiled Kidnap Attempts Forces Gov. El-Rufai To Withdraw Son From Public School

Kaduna State Governor, Nasir El-Rufai, has said that he withdrew his seven-year-old son, Abubakar Al-Sadiq El-Rufai, from Kaduna Capital school, after bandits attempted to kidnap him twice.

The governor gave the reason in an interview with BBC Pidgin after earlier accusations that he withdrew the child secretly.

The governor had enrolled his son Al-Sadiq in Kaduna Capital School about a year half ago in a bid to boost confidence in parents to patronise public schools.

According to him, withdrawing Al-Sadiq is to discourage bandits from attacking the school.

He claimed that the withdrawal was to save the child and his colleagues who might be affected by the bandits’ attacks.

El-Rufai said, “My son was registered in the school and so my daughter who clocked six years. But we have to temporarily withdraw them for the security of the school because we foiled plans from at least two groups to attack the school to kidnap my son.

“I don’t think they will succeed because enough security was put in place to prevent them. But other children will be in danger. We don’t have an idea about the kind of weapons they will carry.

“I have taken a stand against paying bandits. We got intel that they were planning to kidnap my son from Kaduna Capital School to see whether I will pay ransom if they kidnap my son.”

I won’t pay ransom even if my son is kidnapped, says El-rufai

The Governor of Kaduna State, Nasir El-rufai, had earlier spoken against the payment of ransom to kidnappers, saying he won’t be involved in such even if his son is kidnapped.

During a radio interview in April, El-rufai said, “I mean it and I will say it again here. Even if my son is kidnapped, I will rather pray for him to make heaven instead because I won’t pay any ransom,”.

Lagos State To Host Southern Governors Monday

Southern governors will on Monday converge in Lagos for a meeting, following the recent one held last May 11, 2021, in Asaba, the Delta State capital, which focus was on recent happenings in the polity and security concerns in the country and particularly in their domain.

The planned meeting, which is to be hosted by the Lagos State, Mr Babajide Sanwo-Olu, will take place at the State House, Alausa, Ikeja, with all the 17 governors in the region expected to attend.

The State Commissioner for Information and Strategy, Mr Gbenga Omotoso, confirmed that the parley would discuss issues relating to Insecurity, True Federalism, Open Grazing, State Police, restructuring, food security, among others.

Besides, it was learnt that the meeting is expected to discuss the gains of the last meeting and the next move to make.

It would be recalled that the governors, at the last meeting which was hosted by Governor Ifeanyi Okowa of Delta State and attended by 15 of the 17 Southern governors, arrived at a 12-point resolution which included the banning of Open Grazing of cattle in all the states.

They also agreed that the progress of the nation required that urgent and bold steps be taken to restructure the Nigerian Federation leading to the evolution of State Police, even as they called for the review of revenue allocation formula in favour of the sub-national governments as well as the creation of other institutions which legitimately advance commitment to the practice of true federalism.

Ogun Governor Restates Commitment To Building 2,500 houses, Commissions 130 Units

Ogun State Governor Dapo Abiodun has commissioned 130 affordable housing units at Kemta, Idi Aba, in Abeokuta, the Ogun State capital.

The housing project christened Prince Court Estate is the first phase of the 300 detached and semi detached of two and three-bedroom structures.

Commissioning the estate, Governor Abiodun said the project is the first in a series of housing estates being undertaken by his administration across the state, insisting 2,500 houses will be provided in four years.

The governor explained that the estate is provided with amenities such as tarred road, water supply, drainage system, fence, security and power supply.

He noted that although shelter as a basic human need has continued to be one of the most expensive assets to own by individuals, his government would harness every resource to reduce poverty and provide affordable shelter for the people of Ogun.

While noting that the estate was an attestation of his administration’s commitment to infrastructure development in general and provision of decent shelter, Abiodun disclosed that the second phase of the 300 housing units would commence in the next few weeks which, according to him, will be over 10 per cent of housing units targeted in four years.

He said housing projects were commenced simultaneously in the state through the the Ogun State Housing Corporation, Ministry of Housing and the Ogun State Property and Investment Corporation (OPIC) in order to be able to deliver the targeted number of houses.

The governor noted that the project was part of the incumbent government’s wholesome design for Greater Abeokuta as a befitting Capital City.

‘This is part of our deliberate approach to ensure that Abeokuta, the capital city of Ogun State has befitting infrastructure and amenity that will make it stand out as a capital city amongst its peers, not only in Nigeria but throughout Africa. And that, we are doing in collaboration with the United Kingdom’s Future Cities Project,’ Governor Abiodun stated.

The governor disclosed that the cost of the houses would be subsidised and special discounts would be given to public servants as incentive, to serve as a demonstration of his administration’s commitment to their welfare and wellbeing.

He added that the Gateway Mortgage Bank has been directed to provide the much needed mortgage for subscribers of the housing units.

‘Your government is determined to provide 2,500 housing units across the state in our first term. This is the figure in the air. This figure is more than all the housing units that all the successive administrations have provided since the creation of our dear state.

‘We have gone mid-way into actualising that. A visit to Kobape, Ijebu-Ode, Sagamu, Ilaro and Ota will convince Doubting Thomases of our strength of resolve. With your support and prayers, we will deliver them all. And seeing our zeal, the federal government has also expressed desire to complement our efforts to reduce the housing deficit in the state by providing 10,000 units of Social Housing Scheme. We are providing the land.

‘In our anticipation to deliver on our promises to the people of Ogun State, we commenced work simultaneously through our three major Housing Agencies; the Ogun State Housing Corporation, Ministry of Housing and the Ogun State Property and Investment Corporation (OPIC). Our motive is to provide housing facilities in all the three Senatorial Districts of the state as part of our infrastructural development programme. In most cases, we site the flagship of these projects in Abeokuta to give the city the true status of a state capital.

Nairobi Ward Bursaries: County Government Increase Budget To Sh400 Million

At least 76,500 bright and needy students in Nairobi are set to benefit from Nairobi County government ward bursaries.

City Hall has confirmed the initiative will cost Sh590,000, with an additional 17,000 students set to benefit.

About 60,000 students have been benefiting from the programme in previous years in an initiative that cost Sh300 million.

But in the financial year ending June 30, 2022 commencing on Thursday, the allocation was revised upwards to Sh382.5 million with the balance going to Governor’s scholarship programme.

This is after the budget for the Education, Youth Affairs, Sports, Culture, and Social Services department, received an additional allocation of Sh170 million for scholarships and other educational benefits for primary education.

Nairobi Finance and Economic Planning CEC, Allan Igambi said the county executive has allocated Sh590 million for provision of bursaries for needy students.

Out of the allocation, Sh4.5 million will be allocated to every ward and the balance will be available to sponsor all continuing students under the Executive scholarship programme also known as the Governor’s scholarship programme.

This will enable every ward in the capital city to get an additional Sh1 million as ward bursary fund from the previous Sh3.5 million.

Subsequently, each ward will now be able to sponsor 200 more students to add to the 700 who have been receiving Sh5,000 from the fund.

City Hall operates two levels of bursaries including the ward bursary fund as well as the Executive or Governor’s bursary fund.

Tackling Insurgency: Nigeria, Gambia Sign Agreement On Intelligence Sharing

The Governments of Nigeria and the Gambiahave signed a Memorandum of understanding on Military Cooperations to tackle insurgency.

The Special Assistant to the Minister of Defence, Mohammed Abdulkadri, in a statement in Abuja, revealed that the common threats of insecurities were to be jointly tackled.

Abdulkadiri in the statement said the Minister of Defence Major General Bashir Magashi and the Gambian High Commissioner to Nigeria, Mohamadou Musa Njie were the signatories for both countries.

Magashi agreed that the MoU could not have come at a better and more auspicious time than now when both countries are experiencing insurgency.

The representatives of the two countries pledged in their separate speeches to operationalise the terms and conditions of the MoU.

Specific instances and references were made to the expectations from the newly formalised diplomatic ties between the two countries.

They include boosting the already existing joint Military manoeuvrability, operability as well as tactical and technical synergy.

Other areas enshrined in the MoU include enhanced networking in Intelligence sharing, capacity building and the need to put in place robust counter trans-national strategy to decisively clear the effrontery.

Magashi said the audacity of the adversaries threatened the corporate existence of the two coastal nations who share common Membership of African Union, ECOWAS and geographical similarities within the West African sub-region.

The minister noted it was on record that Nigeria has been playing big brotherly roles to the Republic of the Gambia in stabilising her polity and resolving its electoral impasse in 2016.

He said that Nigeria has currently deployed over two hundred forces serving in the ECOWAS Mission in the Gambia, ECOMIG, and presently enlisted the Gambian Military officers.

The minister added that other personnel are into various institutions in the country with prospects for more intake of candidates in the coming years as contained in the MoU.

New Factional President of NANS Pledges Commitment To Rights Of Students

The new factional President of the National Association of Nigerian Students (NANS), Abdulmajeed Oyeniyi, has pledged commitment to the rights and privileges of students, at a news conference on Friday in Abuja.

He said the election which saw his emergence as factional president was supervised by the convention planning committee.

He promised to create a platform where there would be proper engagement and dialogue between students and managements of academic institutions, corporate organisations and government.

On the alleged mass failure in the result of the just concluded UTME examinations, he said that he had already led a discussion with the management of JAMB where they made it clear that the decline in the results was not their fault.

He said that it was not true that JAMB was interested in frustrating admission seekers and parents through the mass failure.

He revealed that during the meeting with the management led by the Registrar, Prof. Ishaq Oloyede, the board confirmed that it does not have the powers to reduce or increase the results of the examination, while assuring that the poor results this year will not reduce the chances for admission.

He urged admission seekers and parents to exercise patience, stressing that JAMB has only done the ranking for tertiary institutions to conduct admission for the next academic session. 

School Feeding Programme: Nigeria To Enrol Additional 5 Million Pupils By 2023

Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar-Farouq, says the Federal Government will enrol about five million pupils more into the National Home Grown School Feeding Programme (NHGSFP) by 2023.

Farouq made the disclosure during a stakeholders meeting for the enumeration of beneficiaries and scaling up of the NHGSFP in Zamfara.

This is contained in a statement by Special Assistant on Corporate Communications to the Minister, Halima Oyelade, on Friday in Abuja.

She said over nine million pupils are benefitting from one free nutritious meal a day during school term nationwide with the mandate to reach an additional five million pupils by 2023.

She added that with over 100,000 cooks employed and more than 100,000 smallholder farmers participating in the value chain, the NHGSFP is a potential for socio-economic development and it needs to be strengthened, scaled up and sustained nationwide.

Oyelade said the Zamfara and Federal NHGSFP teams, as well as key stakeholders, are working jointly and closely to verify existing numbers of beneficiaries on the programme and update the records for better effectiveness, transparency, and accountability.

“To this end, while thanking the Zamfara Government for its commitment in implementing the NHGSFP, I also wish to encourage us all to do more to ensure more children benefit from this programme,” she said.

She further explained that the NHGSFP was designed as a multi-faceted intervention to drive up school enrollment, boost nutrition of the pupils, support local production of food, and encourage employment and income generation.

She said that the programme is specifically aimed at the provision of one nutritious meal to all pupils in public primary schools in classes one to three.

Dyspnea: What it is and when to contact a doctor

Dyspnea also known as shortness of breath, occurs when a person feels that they are unable, or less able than usual, to take enough air into the lungs.
The sensation of shortness of breath is subjective. For instance, some people may describe the feeling as a sensation of suffocating. For others, they may feel unable to take a deep breath.
Regardless of the exact description, experiencing shortness of breath is uncomfortable and may lead to additional symptoms or complications.

Shortness of breath may occur occasionally or frequently, and it has many different potential causes.

Causes
Many people experience shortness of breath during and after exercise. It can also occur due to changes in altitude or temperature.
Usually, however, there is more than one cause of shortness of breath.
Shortness of breath has a large variety of possible causes. The most common include:
anxiety, asthma, heart failure, interstitial lung disease, pneumonia, chronic obstructive pulmonary disease (COPD)


People may also experience this condition in a different situation, for instance in children Dyspnea can be as a result of rigorous physical activity like exercise but in some cases it may be a symptom of an underlying condition such as: asthma, lung disease, a heart problem, pneumonia.

When to contact a doctor
A person should contact a doctor if a child is short of breath and:
starts to wheeze
cannot sleep due to breathlessness
is out of breath while resting.

In older adults
older adults have an increased risk of developing certain conditions that may lead to shortness of breath.
For example, increased age is a risk factor for conditions such as congestive heart failure and COPD, both of which may cause shortness of breath.
When to contact a doctor
An older adult should contact a doctor if they experience breathlessness and
chest pain or discomfort, dizziness or fainting.

In Pregnant Women
Some people experience shortness of breath during pregnancy. Shortness of breath may develop in both early and late pregnancy, but for different reasons.

During early pregnancy, shortness of breath may develop due to an increase in progesterone. This increase in progesterone can cause a person to breathe more often. An increased respiratory rate may lead to a sensation of shortness of breath.

In later pregnancy, as the uterus grows, it can push up on the lungs. This growth of the uterus can lead to a decrease in full lung expansion and a feeling of shortness of breath.
A person should contact a doctor if they are pregnant and experiencing shortness of breath alongside; a fast heart rate, heart palpitations, dizziness
chest pain, blueness around the lips, fingers, or toes, persistent cough, coughing up blood, fever or chills and worsening asthma.

Common triggers
What triggers shortness of breath in some people may not trigger it in others. However, some common triggers include:


Exercise: Physical exertion, such as exercise, often causes an increase in breathing and possibly shortness of breath.


Intense emotions: Strong emotions, such as fear or panic, can lead to difficulty breathing and feelings of breathlessness.


Change in altitude: Air pressure decreases as altitude increases. Because of this reduced air pressure, the volume of air a person inhales contains fewer oxygen molecules, which makes the body work harder to breathe. Although it may vary, altitude levels of 5,000 feet and above may lead to changes in breathing, including shortness of breath.


Environmental pollutants: Breathing in certain fumes, pollutants, and chemicals can irritate the lungs. Once irritation occurs, narrowing of the airways and inflammation may develop, leading to shortness of breath.


After considering some factors that may cause Dyspnea it is also important to note that In some instances, an individual may want to contact a doctor for shortness of breath if it occurs for unknown reasons or seems unrelated to their activities or fitness level.

A person should seek emergency medical treatment if they experience a sudden onset of shortness of breath or chest discomfort, pain, or pressure. Other symptoms that may be of concern include:
shortness of breath when resting
shortness of breath that causes one to wake up while sleeping
shortness of breath after mild activities
fever
tightness in the throat
wheezing
a barking cough

Treatment
Treatment for shortness of breath depends on the cause.
For example, when a medical condition causes shortness of breath, treatment will involve managing the underlying condition to reduce the symptoms.
Treatment may also include making certain behavioral changes, such as:
getting regular exercise, if possible
quitting smoking, if applicable
reducing exposure to pollutants

Prevention
Prevention like it is always said is better than cure, however It is not always possible to prevent all instances of shortness of breath. But there are a few things that may help, including:
controlling indoor air pollution to reduce lung irritation
gradually increasing altitude to allow the body to adjust over time
managing any medical conditions that lead to fluid on the lungs
getting regular exercise, if possible, to prevent deconditioning
And also taking asthma and COPD medications when prescribed by experts.

AirCar: Flying Car Completes First-ever Test Flight Between Two Airports

A prototype flying car has completed the first-ever test flight between international airports in Nitra and Bratislava, Slovakia, taking to the skies and landing in 35 minutes.

The hybrid car-aircraft, “AirCar” designed by Slovak designer, Stefan Klein completed an 80km flight, the first flight by the flying car between two international airports and the longest flight in distance at an average speed of 170 km/h.

AirCar is equipped with a BMW engine and runs on regular petrol-pump fuel.

According to the inventors, Klein Vision, AirCar completed its 142nd successful landing and the flight marked a key development milestone.

After landing, at a click of a button, the aircraft transformed into a sports car in under three minutes and was driven by its inventor.

Automotive technology and aviation technology are gradually merging. Compared to traditional cars and aircrafts, flying cars are highly flexible and can operate as a mode of transportation on land and in the air.

According to a report, flying cars have been favoured by notable investors due to their broad application prospects.

The co-founder and CEO of Alphabet, Google’s parent company, Larry Page, was among the first to recognize their potential, personally funding three companies, Zee Aero, Opener and Kitty Hawk, with Google’s self-driving team founder, Sebastian Thrun, becoming the CEO of flying vehicle startup, Kitty Hawk

Meanwhile, ride hailing company, Uber has also disclosed that it is planning to launch it’s own air taxi in the coming years.
