US Presses Ethiopia To Act Over Humanitarian Disaster

US Secretary of State Antony Blinken has expressed concerns about ethnic tensions in Ethiopia, urging the country to address what he says is an impending humanitarian disaster in the northern region of Tigray.

In a phone call with Prime Minister Abiy Ahmed, he said all troops from neighbouring Eritrea should be withdrawn immediately in a verifiable manner.

State Department Spokesperson Ned Price said that during the conversation with Abiy, the secretary of state had stressed his support for Ethiopia, but also expressed concerns about human rights abuses in Tigray.

He said although the Eritrean government had said that it would withdraw its troops from Tigray, it had yet to be implemented in practice, adding that any such withdrawal must be immediate and verifiable,” he said.

Blinken’s comments may dampen the mood inside the Ethiopian government as they announced the interest of international telecom giants to enter Africa’s biggest untapped market.

The secretary’s comments also serve as a reminder that the conflict in Tigray began almost six months ago and that there still isn’t an end in sight.

Nigeria Urges U.S. To Move Africa Command Headquarters To Continent

Nigerian President Muhammadu Buhari said the United States should consider moving its military headquarters overseeing Africa to the continent, from Germany, to better tackle growing armed violence in the region.

A statement issued by the presidency quoted Buhari saying this is considering the growing security challenges in West and Central Africa, Gulf of Guinea, Lake Chad region and the Sahel, weighing heavily on Africa.

Nigerian security forces have been facing multiple security challenges including school kidnappings by armed gangs in its northwest and piracy in the Gulf of Guinea as well as the decade-long insurgency by Islamist militant group Boko Haram.

West Africa’s Sahel region is in the grip of a security crisis as groups with ties to Al Qaeda and Islamic State attack military forces and civilians, despite help from French and United Nations forces.

Nigerian Lawmakers Demand Action Amidst Security Crisis

Nigerian Lawmakers have called on the presidency, armed forces and police to address the country’s mounting security crisis, urging President Muhammadu Buhari to declare a state of emergency.

A resolution passed in the House of Reps, said the president should immediately declare a state of emergency on security so as to fast track all measures to ensure the restoration of peace in the country.

One Lawmaker, Smart Adeyemi, said the president must rise to the occasion and bring in people to save this country or else they will be consumed.

The resolutions in the lower chamber come amid rising violence and lawlessness across the country with the military deployed across most of Nigeria’s states, appearing to be overwhelmed.

The senate upper house called for “massive recruitment” for the military and police and procurement of new equipment for security forces.

Meanwhile, the senate also resolved for its leadership to meet Buhari to discuss the insecurity, and invite Nigeria’s army chief and other commanders and intelligence chiefs to speak on the matter.

In the northwest, gunmen have kidnapped more than 700 schoolchildren since December, as militants pillage communities in the region.

Meanwhile, the military did not immediately respond to calls and messages seeking comment while a presidency spokesman declined to comment.

British Sports Carmaker To Switch To All-electric Cars By 2028

British sports carmaker Lotus said on Tuesday it will invest more than two billion pounds ($2.8 billion) in new technology and in massively expanding production of its sports car models, and it hopes to switch to selling only electric cars by 2028.

The Hethel, England-based firm, said its owners, Chinese firm Geely (GEELY.UL) and Malaysia’s Etika Automotive, will provide the financial muscle so the niche carmaker can ramp up production from an average of 1,500 cars per year to tens of thousands worldwide that will be sold at dealerships or online.

Those investment plans include a new Lotus plant in the Chinese city of Wuhan. Lotus’ Managing Director Matt Windle told Reuters that thanks to Geely’s backing the carmaker has been able to invest in a new automated paint shop for its UK facility and has leveraged the Chinese company’s relationships with suppliers to get better prices.

Lotus plans to launch its last combustion engine sports car model, the Emira, in July. The company’s sports cars sell for between 45,000 pounds ($62,473.50) and 100,000 pounds and Windle said Lotus will stick within that price range as it expands.

“This really is a new era for us,” Windle said. “Not only will it be accessible in terms of price point, but our quality is going to take a huge leap forward as well.”

When asked exactly how much Lotus will invest, Windle said “more than two billion.”

Windle said Lotus aims to be all electric by 2028 – when the carmaker turns 80 – though the exact date may depend on the Emira’s popularity.

“But definitely before the end of the decade, we’ll be fully electric,” Windle said.

Windle said Lotus’ first electric sports car will be released by 2028, but the timing depends on cutting the vehicle’s weight.

Lotus also said the Evija, its first pure electric “hypercar,” will go into production later this year.

The Evija will have a limited production run of 130 cars and sell for around two million pounds each.

Lotus is also developing a new electric sports car platform as part of a partnership with Renault (RENA.PA) for the Lotus and the French company’s Alpine brand, which will also be available to other carmakers.

Nigeria’s Rivers State Bans People Entering, Leaving At Night

Nigeria’s Rivers state is banning people from crossing its borders at night due to heightened insecurity, amidst rising violence and lawlessness in the country.

Rivers’ Governor Nyesom Wike in a statement on Tuesday said the ban on people entering or leaving Rivers between 8:00 p.m. and 6:00 a.m. will take effect from April 28 until further notice,

Wike cited the killings of police, customs and civil defence officers on Saturday and of army soldiers on Sunday to justify the curfew.

He said the attackers and their sponsors are people who came from outside Rivers state, adding that his administration will do everything within its powers to prevent the recurrence of such senseless and murderous acts.

Insecurity has mounted across Nigeria. In the northwest, gunmen have kidnapped more than 700 school children since December, and militants have also looted and pillaged communities in the region.

On Sunday, over 30 soldiers reportedly died in one militant attack, and Earlier on Wednesday, the United States consulate in Lagos warned of increased crime in the city.

Rivers lies in Nigeria’s oil-producing Niger Delta, where past unrest has affected crude production as militants destroyed and raided facilities.

Russia Fines Apple $12m For Alleged App Market Abuse

Russia said it had fined Apple $12 million for alleged abuse of its dominance in the mobile applications market, in the latest dispute between Moscow and a Western technology firm.

The Federal Antimonopoly Service (FAS) said on Tuesday that U.S. tech giant Apple’s distribution of apps through its iOS operating system gave its own products a competitive advantage.

Apple said it “respectfully disagreed” with the FAS ruling and that it would appeal it.

Western tech companies have come under increasing pressure in Russia in recent months, with social network Twitter (TWTR.N) punitively slowed down over a failure to delete content which Moscow says is illegal.

The FAS said in a statement it had imposed a turnover fine on Apple of 906.3 million roubles ($12.1 million) for the alleged violation of Russian anti-monopoly legislation.

It determined in August 2020 that Apple had abused its dominant position and then issued a directive requiring the U.S. company to remove provisions giving it the right to reject third-party apps from its App Store.

That move followed a complaint from cybersecurity company Kaspersky Lab, which had said that a new version of its Safe Kids application had been declined by Apple’s operating system.

Apple said it was proud to have helped thousands of developers in Russia, including Kaspersky.

“We worked with Kaspersky to get their app in compliance with rules that were put in place to protect children,” Apple said in a statement. “They now have 13 apps on the App Store and we have processed hundreds of updates for them.”

Anton Gorelkin, a member of Russia’s State Duma committee on information and communications, said the fine would not destroy Apple, but would be noticeable on financial statements.

“Gradually we are approaching the kind of seriousness in the conversation with Big Tech that has long been on display in the West,” Gorelkin wrote on Telegram.

“With all sympathy for the economic challenges, for example, people’s health will always come first for me,” Ludwig said.

Vienna To Reopen Restaurants, Hotels And Theatres May 19

Vienna will cautiously loosen its coronavirus lockdown next week a month after it was introduced, its left-wing mayor said on Tuesday, criticising the conservative-led government’s plans for a broad easing of restrictions nationally next month.

Austria has had three national lockdowns, the last of which eased in February. Vienna, however, reintroduced a full lockdown on April 1 to help hospitals facing rising cases, particularly of the more dangerous so-called British variant.

Infections nationally have eased this month but remain stubbornly high at more than 1,500 a day.

Despite that, Chancellor Sebastian Kurz last week said restaurants, hotels and theatres will reopen nationally on May 19, though provinces can have stricter rules locally if needed.

“The situation is improving but must still be taken very seriously,” Vienna Mayor Michael Ludwig of the Social Democrats told a news conference announcing that non-essential shops would reopen on Monday, May 3.

The opposition Social Democrats have increasingly criticised what they say are hasty loosening steps by Kurz’s ruling coalition with the Greens.

Kurz’s conservatives still have a commanding lead in opinion polls but recent surveys show their support eroding.

“Regarding May 19 and the government’s announcement that a lot will be opened at the same time, personally I believe one should act very carefully here,” Ludwig said.

“I think such a general opening is very difficult and here I agree with the vast majority of experts,” he said, adding that nobody can give a reliable forecast for the situation more than 10 days ahead.

Kurz has said easing restrictions will drive up infections but vaccinating risk groups should limit hospitalisations, and other factors like jobs are also important.

EU Lawmakers Debate Brexit Accord Before Decisive Vote

EU lawmakers debated the post-Brexit trade agreement between the European Union and Britain for the last time on Tuesday, ahead of a vote that is expected to give the accord overwhelming approval.

That should be the final step towards ratification of the trade and cooperation deal, struck in December after more than four years of acrimonious negotiations and lingering mistrust as Britain ended 47 years of EU membership.

“This is a divorce. It is a warning, Brexit. It’s a failure of the European Union and we have to learn lessons from it,” the EU’s chief Brexit negotiator, Michel Barnier, told lawmakers, who gave him a standing ovation for his work.

The accord crafted in the last days of 2020 only took force provisionally until the end of April, pending approval from the European Parliament. Lawmakers will vote late on Tuesday, with the outcome made public on Wednesday morning.

There is no doubt that they will back the deal, after assembly committees earlier cleared it by 108 votes to 1. If they did not, EU-UK ties would fall back to basic World Trade Organization terms, with quotas and tariffs.

Even with a trade deal, British exports to the EU fell by 47% in January-February and imports by 20%, far more than the declines for any other EU trading partner.

Joint Admissions and Matriculations Board To Introduce Use Of USSD Code For Registration

The Joint Admissions and Matriculations Board (JAMB) says the body will introduce the use of USSD code as an option to the SMS process of generating a profile code for registration.

The board said this is a part of measures it had put in place to address some challenges experienced by candidates of its Unified Tertiary Matriculation Examination (UTME).

The Registrar of the board, Prof. Is-haq Oloyede, disclosed this during a news briefing at the board’s headquarters in Bwari, Abuja.

Oloyede said the use of the USSD code would commence from Friday, April 30.

He said the board had received complaints especially from parents of candidates who had tried to register their children and wards but had been unsuccessful.

He said that service providers had, however, continued to extort candidates by deducting N50 SMS charges at each trial to generate a profile without a positive response.

He noted that the charges were generated and received by the service providers.

He asked all those concerned to go back and ensure that where a service is not fully rendered and charges were deducted, such monies should be refunded to the candidates.

He added that JAMB does not have the capacity to enforce this refund or monitor compliance but that the board is expanding their stakeholders to include Federal Competition and Consumer Protection Commission to do it.

Oloyede said another option the board is creating asides sending an SMS to 55019 to generate a profile code will include dialing *55019*1*NIN# which will take effect from Friday, April 30.

The registrar, who frowned at candidates’ inability to follow the right procedure for the exercise, also said that the board, alongside its major stakeholders, had agreed to accommodate common errors made during the registration process.

Some of the errors, he noted, were candidates mistakenly sending ‘NIN’ with no space before typing the actual number.

Oloyede also said that candidates who had registered for UTME in the previous year could also generate a code with the same telephone number, following the 2021 process of generating a profile code.

He explained that the only difference between the previous registration process and that of this year was the inclusion of NIN.

The same code, he stated, might be sent to the candidate but would have undergone an upgrade from the board’s system.

He also noted that the board was connecting effectively with the National Identity Management Commission (NIMC) on the registration process and have had not much to worry about.
