China To Host Foreign Ministers From 4 Southeast Asian Nations

China’s Foreign Minister Wang Yi will host his counterparts from four maritime Southeast Asian nations this week, stepping up Beijing’s attempts to engage the region in the wake of diplomatic efforts by the United States and its partners.

Foreign Ministry Spokesperson Hua Chunying said in a press conference in Beijing yesterday that the foreign ministers of Singapore, Malaysia, Indonesia, and the Philippines had been invited to visit China from March 31 to April 2. She described the meetings as a sign of “the profound friendship and growing affinity” between China and its neighbors in Southeast Asia.

A separate statement from Singapore’s Foreign Ministry announcing the meeting suggests that it will take place in the Chinese province of Fujian, stating that the city-state’s top diplomat Vivian Balakrishnan was scheduled to visit on March 30-31. There was no indication whether the meetings will be bilateral, or whether it will take the form of a mini-summit, although usual Chinese practice (and the differential timing of Balakrishnan’s visit) would seem to suggest the former.

The invitation to the four maritime Southeast Asian nations comes amid a fresh spate of tensions in the South China Sea. Last week, China dispatched around 200 ships to Union Banks in the Spratly Islands. Most of the flotilla is moored around the Whitsun Reef, a low-tide elevation that the Philippines claims falls within the country’s 200-nautical-mile Exclusive Economic Zone, over which the Philippines “enjoys the exclusive right to exploit or conserve any resources” under international law.

While China claims that the vessels are merely fishing boats that are sheltering from adverse weather conditions, the ships include at least seven vessels belonging to the People’s Armed Forces Maritime Militia. Today, the Philippines Inquirer reported that the Chinese fleet in the area instructed a Philippine military aircraft conducting an aerial patrol to “leave immediately” as it flew over Whitsun Reef.

Broadband Penetration Falls By 3%, Fibre Operators Seek Pioneer Status

Fibre operators, especially in the metro space, have called on the Federal Government of Nigeria to grant them pioneer status. This, they claimed, would boost their operations in the country.

The call was made by the Chief Marketing Officer, Broad-based Communications, Chidi Ibisi, at a virtually held telecoms forum organised by the Association of Telecommunications Companies of Nigeria (ATCON).

Ibisi said the granting of pioneer status, as it was granted to Mobile Network Operators (MNOs) in the early period of telecommunications revolution in the country, should be extended to operators in the metro space, which, he said, could help ensure 90 per cent broadband coverage of the entire population.

Pioneer status incentive is a tax holiday which grants qualifying industries and products relief from the payment of corporate income tax for an initial period of three years, extendable for one or two additional years.

Germany To Phase Out Coal Use By 2038

As a part of a road map to reduce carbon emissions, Germany has pledged to phase out coal use in the country by 2038 in less than two decades.

Preparations for Germany’s biggest demolition operation in 2021 had already been underway since December.

AFCFTA Classification: LCCI Seeks Resolution Mechanism On Goods

Lagos Chamber of Commerce and Industry (LCCI) has called on the Federal Government to address concerns bordering its fiscal regime, especially as it relates to discretionary interpretations on product classification and valuation in Nigeria Customs Service (NCS)’s processes.

The chamber urged the government to create an independent appeal mechanism to settle disputes between the Nigeria Customs Service (NCS) and the business community. This is coming on the heels of Preparation to Nigeria’s commencement of trading under the African Continental Free Trade Area (AfCFTA).

Under the trading system, products will be classified and identified for tariff using HS codes and such classification has oftentimes been left ambiguous creating concerns among operators.

The harmonised system is an international nomenclature for the classification of products. It allows participating countries to classify traded goods on a common basis for customs purposes. At the international level, the Harmonised System (HS) for classifying goods is a six-digit code system.

LCCI Director-General of LCCI, Dr. Muda Yusuf, in a statement, noted that a resolution framework was needed as Nigeria prepares to commence trading under the AfCFTA.

Nigeria Loses 20% Passenger Traffic Over Emirates, Others Exit

The suspension of Emirates Airlines and Etihad’s withdrawal from Nigerian airspace has cost the country, at least, a 20 per cent decline in international passenger traffic.

News reports show that the decline was a major setback for air travel’s gradual recovery that earlier climbed to 45 per cent of pre-COVID-19 traffic.

Meanwhile, foreign airlines have rallied behind the controversial rapid antigen tests as a better alternative to the popular polymerase chain reaction (PCR) test standard for COVID-19. To that effect, the International Air Transport Association (IATA) has urged governments to accept best-in-class rapid antigen tests following the publication of new research findings.

The Federal Government lately suspended the United Arab Emirates’ (UAE) national carrier, Emirates, over the arbitrary imposition of rapid antigen testing on Nigerian travellers to UAE, and refusal to reverse the order.

From findings, Emirates and Dubai Airport authorities took the extra safety measures following cases of fake COVID-19 PCR test results coming from Nigeria, among others, in the wake of a spike in COVID-19 cases in the UAE.

Similarly, Etihad voluntarily withdrew services from Nigeria though quietly.

Minister Of Education Wants Greater Inclusion Of People With Disabilities

The minister of Education in Luanda, Luísa Grilo, has defended the need for greater social and effective inclusion of people with special needs in the country’s development process.

According to the minister, who was speaking at the opening of a round table on the theme “building paths in respect of difference for an effective social inclusion”, education is a fundamental human right and one of the main means of access to culture, economic and social development.

According to the Cabinet minister, the Government is committed to investing in education, public policies and articulation with social partners and United Nations agencies.

She added that Government is working to ensure inclusive, equitable and quality education, promoting the opportunity of lifelong learning for all without exception.

Grilo underlined that social and educational inclusion is a constitutional right of people, and it is necessary to continue preparing schools with technical means and adequate materials for the training of professionals, in order to achieve a significant attendance of the heterogeneity of students.

Ghana’s Ministry of Education to Transform Teaching of Mathematics

The Minister for Education in Ghana, Dr Yaw Osei Adutwum, has pledged to collaborate with the African Institute for Mathematical Sciences (AIMS), Ghana and other mathematics institutions to transform the teaching of the subject and make it more practical.

Adutwum said the contributions of AIMS would be a strong foundation to empower maths teachers and others to be professional, identify the challenges and needs of the students and respond accordingly.

The Minister said this on a virtual platform to commemorate International Day of Mathematics organised by AIMS Ghana on the theme: “Mathematics for a Better World”.

He said the government had invested and prioritised the study of Science, Technology, Engineering Mathematics (STEM) to encourage students to focus more on science subjects and improve the country’s growth.

He encouraged mathematics teachers to help demystify the notion that mathematics is difficult and encouraged students to appreciate the importance of the subject for national development.

The minister assured AIMS of the Ministry’s support to encourage students to appreciate that mathematics was not an enemy but a friend.

He commended all mathematicians in the country and across the globe in ensuring that children acquire the necessary tools and understanding of the subject to contribute to national development.

Sokoto State Government To Distribute 15,000 UTME/DE Forms To Indigent Students

Sokoto State government has purchased about 15,000 Unified Tertiary Matriculation Examination and Direct Entry forms for onward distribution to prospective students of higher institutions in the state.

The Commissioner for Higher Education Bashir Garba, announced this at a stakeholders’ meeting on the distribution of the forms held at the conference room of the ministry.

During the meeting, successes and challenges encountered during the last year’s exercise were extensively discussed.

The commissioner said the ministry will partner with the ministry for local government affairs and local government councils for the success of the exercise.

He said the ministry would commence the distribution of the forms on April 8.

Prof. Bashir Garba enjoined wealthy individuals to complement government effort in that regard.

The commissioner who was represented by the Permanent Secretary of the ministry, Almustapha Othman Ali, thanked the state government for the early approval for the purchase of the forms.
