Fears over second wave of COVID-19 as states shun safety protocols

There are fears that Nigeria could soon be hit with the second wave of COVID-19 following rising daily cases and the abandonment of safety protocols by states across the country.

For instance, Nigeria recorded 937 cases last week as against 923 the previous week.

Between Monday, November 2 and Friday, November 6, there was a steady increase in the number of confirmed cases, with 72 recorded on Monday; 137 on Tuesday; 155 on Wednesday; with the figure rising to 180 and 223 on Thursday and Friday, respectively.

The figure, however, dropped to 59 on Saturday, but this was because there were fewer tests conducted on Saturday.

The fear of the second wave of the virus is also reinforced by many state governments that have abandoned the enforcement of safety rules.

It has been observed that there were no security agencies enforcing safety protocols, which were being freely violated.

Nigerian Academy of Science, Prof. Mosto Onuoha, has said that the country risked being hit by a second wave of COVID-19 if the disregard for the Nigeria Centre for Disease Control’s guidelines by the citizens continued.

Onuoha stated, “Nigerians are behaving as if there is no more COVID-19; even in churches now, nobody is using face masks again. If you wear a face mask now, you will look odd.

“I foresee a very serious problem if we don’t become serious again. And the more important and alarming issue is that we’ve opened travels; so, people are coming in from Germany, the United Kingdom and other high-risk countries. Even if it is their own strain of the virus that is problematic, they will bring it here.

“There seems to be weariness in testing; if you go to many of the test centres, you won’t see anybody. You don’t blame the NCDC; I think they are doing their best. We don’t have to behave as if COVID-19 has gone. Truly, God has been merciful to us, the worst never happened but that doesn’t mean that we should let down guard. We should continue to obey the NCDC guidelines.

“We need to be careful; everybody has to be on guard. The National Orientation Agency, the NCDC and state governments have to drum it into people’s ears that in as much as nobody is advocating that the economy should be shut down again, it can come back to that as it is happening around the world.”

Meanwhile, a virologist at the University of Ibadan, Prof. David Olaleye, attributed the rise in COVID-19 cases in the last one week to the recent #EndSARS protests.

Olaleye, in an interview with one of our correspondents on Sunday, said the number of positive cases reported by the NCDC was a function of the number of people being tested.

He stated, “The number of cases in the last one to two weeks may partly be as a result of the #EndSARS protests. Large numbers of youths gathered without wearing face masks. It was an opportunity for a super spreading phenomenon. I’m not talking of whether people can protest or not, but the way it was done that time, not minding that we are in the middle of a pandemic, may have contributed to what we are seeing now.

“The number of positive cases is a function of the number tested. If we test more people, we are likely to have a large number of positive cases. It is also a fact that if there is an increase in the number of cases reported, it should be a source of concern. You have to test to identify positive cases; this is when cases will be isolated.”

The virologist also lamented the deliberate disregard for COVID-19 guidelines by Nigerians, adding that it might have contributed to the rising cases in the country.

We don’t have enough evidence to prosecute indicted SARS operatives -­ Malami

The attorney-general of the federation (AGF), Abubakar Malami, has said that there is not enough evidence to prosecute 33 personnel of the now-disbanded special anti-robbery squad (SARS) of the police indicted by a presidential panel in 2019.

The panel was chaired by Tony Ojukwu, executive secretary of the National Human Rights Commission (NHRC), between 2018 and 2019.

The committee’s report indicted 35 police officers in 12 states and the federal capital territory (FCT) but recommended 33 for prosecution.

The panel also recommended that N249 million be paid to 57 victims

The report was submitted to President Muhammadu Buhari in June 2019.

According to PUNCH, Malami’s position set up a committee to review the recommendations by the Ojukwu panel.

The AGF said the cases were not properly investigated and asked Mohammed Adamu, inspector-general of police (IGP), to probe the cases.

“The report of the panel does not meet prosecutorial needs. No proper investigation was concluded in all the cases,” he said.

“Admissible evidence such as exhibits, medical evidence, statements of the suspects and witnesses that can be used in court have not been obtained or recorded in the appropriate sheet from the suspects and witnesses by the appropriate.

“The indicted officers should be made to undergo disciplinary actions immediately and dismissed where appropriate.

“That the IGP who is well aware of the sensitivity of the matter should be advised to set up a special investigation team to conduct a thorough investigation into the individual cases.

“That after a thorough investigation, the cases that are federal offences or fall within the FCT will be prosecuted by the office of the HAGF while those that are state offences will be transferred to the respective states for prosecution.”

Return Looted Firearms Now, Police Warn Hoodlums

The committee set up by the Inspector General of Police (IG), Mr. Mohammed Adamu, to assess the level of damage to police formations during the #EndSARS protest has warned hoodlums who carted away firearms from 205 police stations in 17 states to return them or face prosecution.

The committee has also raised the alarm that the looting of the weapons at the end of the year when the rate of crime is potentially high is dangerous

,The Chairman of the nine-member committee, Commissioner of Police (CP) Abutu Yaro, also urged parents to encourage their children in possession of the looted police firearms to return them.
Adamu had set up the nine-man committee to evaluate police losses during the #EndSARS protests.

Apart from Yaro, the committee has Deputy Commissioner of Police (DCP) Atayero Patrick as vice-chairman and Adedeji Julius, a superintendent of police, as secretary.
Others are: ACP Sulaiman Gulma, ACP Samuel Dang, CSP Kehinde Ope, SP Chijioke Kalu, SP Ajibade Sunday, and DSP Mahmud Haruna as members of the committee

The committee, which has visited police formations at the Federal Capital Territory (FCT) and Lagos State, will visit Ogun State Police Command today.
Yaro told THISDAY that it had become imperative to alert members of the public on the need to return the looted firearms to the police, implying that those who voluntarily return the looted items immediately will be spared.
He said: “We need to alert members of the public on the need to return looted police firearms in their possession. If you see people in possession of firearms, you should report to us.

“Parents, who see their children in possession of firearms, they should have the courage to report to us because we want to recover them. If they (hoodlums) make it impossible for us to recover them, if it’s found with them at a later time or in other locations, it may have some severe consequences.

“It’s important for you to help us educate some members of the public because anybody who is part of the arms’ loot can return it incognito because if it is found with them, there will be consequences. They will face prosecution.”
According to him, the IG led the committee to inspect sites of destruction in Lagos.

He said: “The inspection of some sections of the damage was undertaken by the IG himself. On the first day, the IG was able to go to Makinde, Ebute Ero and the destroyed palace of Oba Akiolu and some other places. We continued the next day because the damage in Lagos is extensive in 36 locations. So far, we have been able to see all. It’s a frightening scenario.

“Not only buildings were destroyed, police equipment, arms and ammunition were carted away.
“Carting away arms and ammunition when the year is ending, not a normal time, but a time of potential higher criminality is dangerous.

“It’s a grave situation but we have made some recoveries.
I think we are making progress.”
He urged community leaders to assist the police to recover stolen arms.
“There are many ways of returning these things. Community leaders could also help by reporting any firearms seen anywhere. They should help because it is important to retrieve these things because it is for the safety of everybody. If they are not checked, if we Nigerians do not react collectively at the end of the day, they may move from house to house and order you to bring out all your property. We are in a Hobbesian state and we need to checkmate it before it consumes everybody,” he stated.

Abutu said the committee would visit 17 states.
The terms of reference of the committee include physical visit of the scenes of incident and capture of pictorials of all damages done to police infrastructure and personnel; verify the fatalities suffered by the police; establish the weapons holdings that were lost during the incidents, among others.

#EndSARS protest is just a tip of the iceberg, revolution is coming – Galadima

A former ally of President Muhammadu Buhari, Buba Galadima,  has predicted that the demonstrations against harassment and brutality by the police are just the tip of the iceberg.

Speaking with PUNCH, Galadima said the government of President Muhammadu Buhari is setting the stage for a revolution.

In October, many citizens took to the streets across the country for 12 days to call for the reformation of the police and disbandment of the special anti-robbery squad (SARS) of the police.

Buhari’s former ally said the government is “causing the revolution by excluding, disenfranchising people not on the basis of competence but on the basis of ‘they don’t belong”.He said Nigeria needs a leader who has a large heart and would carry everyone along.

“When #EndSARS started, they didn’t know that the sons and daughters of average Nigerians, who could not get food to eat, (could) make them lose sleep. And they’ve just seen a tip of the iceberg,” Galadima said.

“They are leading this country into a revolution that they don’t want to accept. They are the people causing the revolution by excluding, disenfranchising people not on the basis of competence but on the basis of ‘they don’t belong’.

“That is why we need a leader that is a large-hearted Nigerian who will carry us all along, not because he is an Idoma man or a Barde man. Do they know? One of my friend’s sons wanted to join the police force. He was asked by these faceless people to pay an amount of money for him to be recruited.

“My friend told his son, ‘even if I had the money, I won’t pay, besides, I don’t even have the money. If you are recruited because I paid the money, you are also going in there to help yourself to make the money back.”

He said he has worked for Buhari more than any other person yet his children are not employed in the public service.

“Now, I have about seven children with master’s degrees. I have medical doctors, but none of them could be employed (into the public service) because I don’t have the money to give,” Galadima said.

“Even my friends in the government are running away from me because they wouldn’t want to be seen with me, let alone for me to ask for a favour.

“A favour from a government formed by Buhari, whom I worked more than any human being, including Buhari himself, to bring into office, that I can’t even bring a son or a daughter to be employed?”

Osimhen header gives Napoli 1-0 win over Bologna

A goal from record signing Victor Osimhen and two late saves by goalkeeper David Ospina gave Napoli a 1-0 win over a gritty Bologna side in Serie A on Sunday.

Napoli, given a roasting after their 2-1 at Rijeka in the Europa League on Thursday when coach Gennaro Gattuso said they played as if they were on an excursion, quickly took control and went ahead after 23 minutes.

Hirving Lozano got free on the right and the Mexico international curled over an inviting cross which the unmarked Osimhen headed in at the far post, his second goal since joining from Lille in the summer transfer window.

Napoli thought they had scored a second when defender Kalidou Koulibaly had the ball in the net following a goalmouth scramble after half-time but it was disallowed following a VAR review because the ball brushed Osimhen’s hand in the build up.

Bologna finally managed their first shot on goal after 73 minutes when Musa Barrow‘s long-range effort was comfortably held by Ospina.

Napoli had a dramatic escape shortly afterwards when Ospina did well to save Riccardo Orsolini‘s shot, then Rodrigo Palacio‘s effort from the rebound was blocked on the line by Elseid Hysaj.

#EndSARS: Fresh protest threat over freezing of accounts

Controversies have trailed the ex parte order obtained by the Central Bank of Nigeria (CBN) to freeze the accounts of 20 individuals and an organisation linked to the #EndSARS campaign.

Many Nigerians especially youths have taken to social media to condemn the move by the apex bank.

Also, youth representatives at the Lagos judicial panel, who had expressed outrage decided to boycott their participation at the sitting on Saturday.

Rinu Oduala, a member of the panel is said to have been affected. The Lagos Judicial Panel adjourned its sitting till November 14th because members could not form a quorum.

A  Federal High Court sitting in Abuja authorised the Central Bank of Nigeria (CBN) to freeze the accounts of 20 #EndSARS promoters with immediate effect.

The accounts are domiciled in Access Bank, Guaranty Trust Bank, Fidelity Bank, First Bank, United Bank for Africa, and Zenith Bank.

According to details of the order, the request, filed by the apex bank on October 20, was granted by Justice Ahmed Mohammed.

Amongst those affected are Bolatito Racheal Oduala, Chima David Ibebunjoh, Mary Doose Kpengwa, Saadat Temitope Bibi, Bassey Victor Israel, Wisdom Busaosowo Obi, Nicholas Ikhalea Osazele, Ebere Idibie, Akintomide Lanre Yusuf, Uhuo Ezenwanyi Promise and Mosopefoluwa Odeseye.

One of the EndSARS promoters whose account got frozen, Adegoke Pamilerin said, “My account has been frozen for over 2 weeks. Apparently CBN froze my account before they got a court order. Nigeria My Country, where the big and mighty do as they wish”

The court directed the banks to freeze forthwith all transactions on the 20 accounts on the list annexed to the CBN’s application as Exhibit A and all other bank accounts of the defendants and respondents for a period of 180 days pending the outcome of investigation and inquiry currently being conducted by the Central Bank of Nigeria.

Many have condemned the move, describing it as an attempt to incite a second wave of #EndSARS protests across the country.

Meanwhile, Inspector-General of Police, IGP Mohammed Adamu, has ordered the deployment of all legitimate force against riotous and violent protests to protect lives and property of citizens.

Popular TV host, Frank Edoho, @frankedoho tweeted, “So this useless government is freezing the account of #EndSARS protesters. Young people came out peacefully to implore the leaders to terminate a section of the police responsible for murders and their response is to freeze accounts? This government contains old fools.”

Also, PDP Candidate for Lagos East Senatorial District, Babatunde Gbadamosi said, “Freezing the accounts of organisers of a peaceful protest is ECONOMIC TERRORISM by the CBN. Does Godwin Emefiele sanction the brutality of SARS?”

Activist Lawyer, Inibehe Effiong said, “Free advice to #EndSARS protesters whose bank accounts have been frozen: Before you go to court or take any legal action, apply for and obtain the CTC of the ex-parte motion with the affidavit and other processes filed by the CBN Governor.

@EiENigeria said, “The Nigerian government wants us, when faced with official actions with which we disagree, to obey and submit without daring to object. Case in view: seizure of passports, freezing of accounts by CBN, continued arrests of #EndSARS protesters, blame game, etc. #EnoughIsEnough”

Investigative journalist, @fisayosoyombo said, “The freezing of @Gatefieldco’s Journalism Fund account by @myaccessbank & Godwin Emefiele’s @cenbank is a disguised attack on press freedom. Because they funded journalists to cover police brutality stories? Did Gatefield start supporting public-interest journalism yesterday?… CBN has now become so idle that it’s most pressing mandate is chasing the court for an order to freeze the accounts of 19 individuals and a company that supported the #EndSARS movement. But ask them to strengthen the naira against the dollar and it’s mission impossible!

Liverpool enjoyed an electric start against title rivals Manchester City, but Jurgen Klopp’s men were forced to settle for a point after a 1-1 draw.

Having lost heavily on their last two visits to the Etihad Stadium, Liverpool started positively and attacked in numbers. Mohamed Salah gave the visitors a deserved lead from the penalty spot after Kyle Walker brought down Sadio Mane in the box, and the Reds continued to dominate until Kevin De Bruyne was moved further up the pitch.

City pulled level when Gabriel Jesus turned on a sixpence at Trent Alexander-Arnold’s expense inside the area, the Brazilian poking the ball home with an expert finish. The home side had a great chance to take the lead when Joe Gomez was adjudged to have handled the ball, but De Bruyne could only drag his spot-kick wide of the post.

A much tighter second half saw fewer chances and the game fizzle out to a slow burn.

Positives

Liverpool outplayed City for the first 20-25 minutes and looked scintillating every time they ventured forward. City simply couldn’t handle the Reds’ four-pronged attacked until Pep Guardiola tweaked his own formation.

Negatives

Liverpool’s attacking capabilities faded in the second half, as Roberto Firmino’s withdrawal saw them unable to link the play as well They only grew sloppier as the match went on.

7 — Jurgen Klopp talked about “being brave” in an effort to get something from the game, and he included Diogo Jota, Firmino, Sane and Salah in what looked to be a 4-2-4 formation. City were able to expose the two-man midfield at times, but Liverpool were able to take the game to the home side. Klopp got the substitution of Firmino wrong, though; Xherdan Shaqiri struggled in a deeper position when a more natural midfielder might have been a better

GK Alisson, 8 — The Brazilian spread himself well to deny Raheem Sterling from close range, and then showed excellent hands to claim a low Ferran Torres cross on the stroke of half-time.

DF Trent Alexander Arnold, 6 — Got caught the wrong side of Jesus for City’s equaliser, as the Brazilian was able to turn and poke a toe at the ball when really Alexander-Arnold should have been goal-side. Was forced off through injury in the second half.

DF Joel Matip, 7 — Made an excellent sliding intervention to deny Sterling running through on goal and looked purposeful when running into the midfield with the ball at his feet. Could be crucial for Liverpool if they can keep him fit.

DF Joe Gomez, 6 — He was adjudged to have blocked the ball using his hand from a cross on the right-hand side, and City were awarded a penalty as a result. His passing was excellent, but his defending at times was sloppy.

DF Andy Robertson, 6 — The Scot was solid in defence and got forward on the overlap on several occasions. His crossing was superb at times

MF Jordan Henderson, 8 — A typically gut-busting performance from the skipper, who was all over the pitch throughout. made an excellent block tackle to deny De Bruyne from 30 yards at one point and was more than equal to the Belgian schemer.

MF Georginio Wijnaldum, 8 — The Dutchman’s efforts were superb when you consider Liverpool played with just two midfielders for much of the game. Rarely gave the ball away and was everywhere throughout.

FW Diogo Jota, 7 — Was unlucky not to get his toe to a rebound from close range when Ederson saved from Alexander-Arnold, but the City keeper managed to recover just in time. He came close again after the break but couldn’t get enough power on his shot. His movement and positional awareness were superb.

FW Roberto Firmino, 7 — The Brazilian started alongside Jota in an attacking four and his importance to the team was magnified after he went off, when the Reds failed to keep possession as easily.

FW Sadio Mane, 7 — Mane was a constant source of inspiration, particularly when cutting in from the left-hand side. He showed an electric turn of pace that was too much for Kyle Walker, who brought him down for a penalty, which Salah subsequently converted. He was at the centre of things again when he got the wrong side of Ruben Dias.

FW Mohamed Salah, 7 — He stepped up to give Liverpool the lead from the penalty spot and always worked tirelessly to deny City’s defenders from being able to pass to Rodri and Ilkay Gundogan in the City midfield. Held the ball up well to enable Alexander-Arnold to have a shooting opportunity on the stroke of half-time.

Substitutes

MF Xherdan Shaqiri, 5 — Brought on to replace Firmino, and Liverpool struggled to pass the ball as fluidly in Firmino’s absence. Shaqiri was asked to play in a deeper position and it didn’t quite work.

DF James Milner, 6 — Ever-dependable, he came on to replace the injured Alexander-Arnold and while he wasn’t able to offer the same attacking presence, he was solid in the tackle and was able to keep Sterling quiet.

HARRY KANE 88TH MINUTE GOAL SENDS MOURINHO’S SPURS TOP

Harry Kane’s late header earned Tottenham Hotspur a 1-0 victory at struggling West Bromwich Albion on Sunday (Nov 8) and took the London club to the top of the Premier League table.

It looked as though Tottenham had been frustrated by a resolute West Brom side, but in the 88th minute Matt Doherty floated a ball forward and Kane glanced it into the net.

Tottenham manager Jose Mourinho had started the attacking trio of Kane, Gareth Bale and Son Heung-min together for the first time in a league game but they were well shackled by the hosts.

Tottenham failed to even test West Brom keeper Sam Johnstone for almost an hour at the Hawthorns but showed more urgency late on and were finally rewarded as Kane delivered again.

Tottenham’s third successive league win took them top with 17 points from eight games, although Liverpool will dislodge them if they beat Manchester City later on Sunday.

West Brom are still without a league victory this season and remained third bottom of the standings.
