House of Reps Proposes Creation of 31 New States

The House of Representatives Committee on Constitution Review has put forward a proposal for the creation of 31 new states in Nigeria. If approved, the number of states in the country will increase from 36 to 67.

The proposal was presented during Thursday’s plenary session by Deputy Speaker Benjamin Kalu, who presided over the meeting in the absence of Speaker Tajudeen Abbas. The committee, chaired by Kalu, recommended six new states for the North Central region, four for the North East, five for the North West, five for the South East, four for the South-South, and seven for the South West.

According to the committee, the process of state creation must meet specific constitutional requirements. As outlined in a letter read during the session, an act of the National Assembly must secure a two-thirds majority vote for approval. Additionally, the proposal must receive endorsements from the House of Representatives, the respective State House of Assembly, and the Local Government Council within the affected areas.

The committee emphasized that any new state proposals must strictly adhere to Section 8 of the Nigerian Constitution. Submissions must be presented in three hard copies to the committee’s secretariat at the National Assembly Complex in Abuja, while electronic copies should be sent via email.

Among the proposed new states are:

  • North Central: Okun, Okura, and Confluence (Kogi); Benue Ala and Apa (Benue); FCT State.
  • North East: Amana (Adamawa); Katagum (Bauchi); Savannah (Borno); Muri (Taraba).
  • North West: New Kaduna and Gurara (Kaduna); Tiga and Ari (Kano); Kainji (Kebbi).
  • South East: Etiti and Orashi; Adada (Enugu); Orlu and Aba.
  • South-South: Ogoja (Cross River); Warri (Delta); Ori and Obolo (Rivers).
  • South West: Torumbe (Ondo); Ibadan (Oyo); Lagoon (Lagos); Ijebu and Ogun (Ogun); Oke Ogun/Ijesha (Oyo/Ogun/Osun).

The committee reiterated its commitment to ensuring that all proposals align with constitutional provisions and meet the necessary requirements for consideration.

Tinubu Increases 2025 Budget From ₦49.7trn To ₦54.2trn

President Bola Tinubu has revised the proposed 2025 budget, raising it from ₦49.7 trillion to ₦54.2 trillion. The adjustment comes in response to increased revenue generated by key government agencies.

In separate letters addressed to the Senate and the House of Representatives, Tinubu detailed the revenue boost, which includes ₦1.4 trillion from the Federal Inland Revenue Service (FIRS), ₦1.2 trillion from the Nigeria Customs Service, and ₦1.8 trillion from other government-owned agencies.

The letters were read during Wednesday’s plenary by Senate President Godswill Akpabio.

Following the announcement, Akpabio referred the President’s proposal to the Senate Committee on Appropriations for swift review. He assured lawmakers that the budget would be finalized and passed before the end of February.

With this development, the National Assembly is expected to fast-track deliberations to ensure timely approval and implementation of the 2025 budget.

The Honourable Minister of Police Affairs, Senator Ibrahim Gaidam, has reaffirmed the Ministry’s commitment to establishing a structured framework for monitoring and evaluating the implementation of Nigeria’s police reform roadmap.

He made this statement during a stakeholder engagement on police reforms held at the Ministry’s headquarters in Abuja. The event brought together key figures, including the Chairman of the Police Service Commission, the German Ambassador to Nigeria, the Director-General of the Institute of Police Studies, and representatives from the Office of the National Security Adviser, Nigeria Police Force (NPF), Nigeria Correctional Service, Nigeria Police Trust Fund, CLEEN Foundation, and the United Nations Development Programme (UNDP).

Gaidam emphasized that the Ministry will strategically coordinate donor support to prevent duplication of efforts, enhance the efficiency of assistance, and ensure that resources are allocated to priority areas in the nation’s police development agenda.

“This event aligns with our unwavering commitment to fulfilling President Bola Ahmed Tinubu’s mandate to reform the Nigeria Police in line with global best practices. We are dedicated to fostering trust and confidence, which are essential to effective policing,” the Minister stated.

CBN Extends FX Sale Period to BDCs

The Central Bank of Nigeria (CBN) has announced an extension of the FX sale period to Bureau de Change (BDC) operators until May 30, 2025, in order to better meet retail market demand.

This decision was communicated through a circular signed by Dr. W. J. Kanya, Acting Director of the Trade and Exchange Department, which was sent to BDCs on Monday and is also available on the CBN website.

The circular, titled “Sales of Foreign Exchange To BDCs To Meet Retail Market Demand For Eligible Invisible Transactions,” extends the original deadline of January 31, 2025. It reads:

“We refer to our circular TED/FEM/PUB/FPC/001/030 dated December 19, 2024, which granted temporary access to existing BDCs to the NFEM for the purchase of FX from Authorised Dealers, subject to a weekly cap of USD 25,000.00.

The expiry date of January 31, 2025, which was granted in the above-mentioned circular has been extended to May 30, 2025.

All other terms and conditions in the above-mentioned circular remain unchanged,” the acting director stated.

Dr. Kanya further emphasized that the CBN remains committed to ensuring a fully operational foreign exchange market and will continue providing liquidity to manage price volatility.

FG Launches National Broadband Alliance

The Federal Government has launched the National Broadband Alliance (NBAN), a new initiative designed to enhance the country’s digital infrastructure and improve internet access nationwide.

Unveiled on Tuesday in Lagos by the Minister of Communications, Innovation, and Digital Economy, Bosun Tijani, and represented by Aminu Maida, the Executive Vice Chairman of the Nigerian Communications Commission (NCC), the initiative aims to significantly increase broadband penetration across Nigeria.

Tijani highlighted that NBAN would play a crucial role in advancing broadband access, noting that the nation’s broadband coverage has increased from just 6 percent in 2015 to nearly 42 percent by October 2024.

To facilitate this growth, the government is utilizing a Special Purpose Vehicle to deploy 90,000 kilometers of fiber optic cables nationwide, ensuring that underserved and rural communities gain access to high-speed internet.

He explained that the initiative is in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda, which focuses on innovation, technology, and collaboration as pillars for national growth and prosperity.

Tijani stressed that expanding broadband access would not only enhance internet connectivity but also empower Nigerians, particularly in rural areas. “While the progress made in broadband penetration is commendable, we recognise that much more needs to be done to ensure every Nigerian can enjoy the benefits of reliable, high-speed internet,” he stated.

The minister also underscored the importance of strategic partnerships with donors, investors, and other stakeholders to achieve the objectives set forth in the National Broadband Plan (2020-2025). These collaborations, he noted, are key to overcoming infrastructure challenges and making broadband both affordable and accessible to all Nigerians.

“These targets reflect our unwavering commitment to ensuring that broadband is accessible, affordable, and inclusive for all Nigerians. However, we are also aware of the challenges ahead,” Tijani remarked.

He added that achieving the government’s ambitious targets—70 percent broadband penetration by 2025, internet speeds of at least 25 Mbps in urban areas, and broadband access for 80 percent of the population by 2027—would require sustained efforts. “Achieving these goals will require more than just the efforts of the private sector. It will require a holistic approach that includes strategic partnerships with donors, investors, and other key stakeholders in accelerating the rollout of critical infrastructure,” he concluded.

Lagos Bolt Drivers Reject 50% Fare Cut, Plan Protest for Better Conditions

Lagos app-based drivers, represented by the Amalgamated Union of App-Based Transporters of Nigeria (AUATON), have strongly opposed Bolt’s 50% fare reduction, arguing that it exacerbates their financial difficulties.

As a response, the union has announced plans for a protest, demanding fairer treatment and improved working conditions within the ride-hailing industry.

AUATON members have expressed concern that the steep fare cuts have worsened their already difficult financial situations, making it harder to meet basic needs. The union’s Lagos spokesperson, Steven Iwindoye, issued a statement on Sunday, stressing that the ongoing fare reductions and the unfair treatment of drivers by companies like Bolt, Uber, Indrive, and Rida have reached an intolerable level. He pointed out that the only way forward is for drivers to unite and take action.

The statement emphasized, “We call on all drivers, regardless of union affiliation, to participate in the upcoming protest. We cannot afford to have drivers undermining the effort by continuing to work and accept the unfair conditions. The protest’s success relies on the unity and solidarity of all drivers.” Iwindoye also acknowledged that some drivers have been hesitant to take a stand, or even worked against the interests of their fellow drivers. He views the protest as an opportunity to unite, despite differences, for a common cause.

“While we await the announcement of the protest date, drivers can take action by expressing their dissatisfaction with the current state of affairs. Writing to Bolt and registering our displeasure with the 50% price slash is a crucial step. This will demonstrate our collective dissatisfaction and prepare the ground for the upcoming protest.”

Iwindoye further urged, “When the protest date is announced, we must stand together and use our collective power to bring about change. This may require drivers to take bold action and assert their rights. By doing so, we can create a better future for ourselves and the entire ride-hailing industry.”

He concluded with a call to unity, stating, “We urge all AUATON members and drivers to unite and demand fair treatment from ride-hailing companies. Together, we can bring about the change we deserve.”

    Tinubu Opposes Lawsuit Seeking His Impeachment Over Hunger Protests

    On Monday, President Bola Tinubu urged the Federal High Court in Abuja to dismiss a lawsuit filed by lawyer Olukoya Ogungbeje, which seeks his removal from office due to alleged mishandling of the nationwide #Hunger protests from August 1 to 10, 2024.

    In a joint preliminary objection submitted alongside Attorney General of the Federation, Lateef Fagbemi (SAN), the President argued that Ogungbeje had failed to provide a valid cause of action and lacked the legal standing to bring the case.

    Filed on September 4, 2024, under case number FHC/ABJ/CS/1334/2024, the lawsuit sought six demands, including “an order compelling the National Assembly to initiate impeachment proceedings against President Tinubu over alleged violations of fundamental rights related to the #Hunger protests in August 2024.”

    Ogungbeje claimed that President Tinubu’s actions during the protests amounted to gross misconduct and warranted impeachment. He cited Section 143 of the Nigerian Constitution, which empowers the National Assembly to begin such proceedings.

    In response, Tinubu’s legal team argued that Ogungbeje’s case was without merit and jurisdiction, urging the court to dismiss the suit. They pointed out that Ogungbeje failed to demonstrate how his fundamental rights were violated or provide evidence of any illegal actions regarding the protest management.

    The protests had emerged in response to Nigeria’s worsening hunger crisis, with demonstrators accusing the government of ignoring the growing food insecurity. However, Tinubu’s administration maintained that the protests were managed peacefully, with appropriate legal measures and security in place to safeguard participants.

    The Attorney General’s counter-affidavit defended President Tinubu, stating that he had consistently supported democratic principles, including allowing peaceful protests, and had taken steps to protect citizens’ rights. The affidavit also argued that there was no breach of the President’s oath of office and that the impeachment claim lacked merit.

    At the Monday hearing, Ogungbeje’s lawyer, Stanley Okonmah, requested an adjournment to properly address the defendants’ objections. Justice James Omotosho granted the request and scheduled the next hearing for March 4, 2025.
