Canada has officially ended the pathway that allowed international students to transition from study permits to permanent residency, as part of its latest immigration policy changes. Under these new regulations, foreign students will be required to return to their home countries once their study visas expire.

Additionally, Canada is discontinuing the Student Direct Stream (SDS) program and stopping asylum claims linked to these immigration routes. This shift in policy was confirmed by Marc Miller, Canada’s Minister of Immigration, during an interview on Tuesday, where he outlined the challenges facing international students and the country’s broader immigration strategy.

The policy change comes after protests by international students across Canada, who had called for a more straightforward process for transitioning from student status to permanent residency or for an extension of their stay. In response, Miller emphasized that while international students have the right to protest, there are no guarantees of permanent residency for those who come to Canada on study permits. He reiterated that study permits are distinct from resident permits and clarified that Canada’s immigration priorities focus on maintaining balance and order within the system.

Launched in 2018, the Student Direct Stream (SDS) program was designed to expedite study permit processing for students from 14 countries, cutting down the wait time to as little as 20 days. The program was later expanded to include students from countries such as Brazil, China, India, Morocco, and Vietnam. Originally aimed at easing political tensions, the SDS will now be phased out under the country’s updated immigration policies.

Google Enhances Android Security with AI and Biometric Features to Combat Phone Theft

In response to rising phone theft rates, Google has rolled out a range of robust security features aimed at safeguarding Android users from device theft and potential data breaches. This initiative follows alarming statistics from the GSMA Consumer Survey 2023, which revealed that 19% of mobile phone users in South Africa reported losing their devices last year. Other African nations are seeing similarly high theft rates, with Kenya at 61% and Uganda at 31%, underscoring the urgent need for enhanced security measures.

To tackle these threats, Google has integrated advanced technologies such as artificial intelligence (AI) and biometric authentication into its latest security updates. These features are now available globally on devices running Android 10 or later via a Google Play Services update.

Key highlights of these new features include the Theft Detection Lock, an AI-powered tool that uses machine learning to identify suspicious handling patterns. If the system detects potential theft, it automatically locks the device to prevent unauthorized access. Google has also introduced the Offline Device Lock, which activates if the phone is taken offline to evade remote tracking or wiping. During this offline period, the device automatically locks to protect user data.

Additionally, Google’s Remote Lock feature allows users to secure their phones remotely, even without Google account credentials. By visiting Android.com/lock and entering a verified phone number, users can instantly lock their device. This feature works alongside Find My Device, enabling users to track, secure, or wipe their phone remotely if it’s lost or stolen. Google advises users to back up their data regularly to minimize potential loss during remote wipes.

To further strengthen security, Google now requires PIN, password, or biometric authentication for accessing sensitive settings like Find My Device. Multiple failed login attempts will trigger a lockdown to prevent brute-force attacks. The Factory Reset Protection feature has also been enhanced, making it harder for thieves to reset a stolen device without the original Google account credentials, thereby reducing its resale value.

Later this year, Google will introduce Identity Check, an additional layer of protection that requires biometric authentication to access critical settings.

With smartphone usage on the rise, particularly in Sub-Saharan Africa, phone theft remains a pressing issue. Google’s new security features offer users enhanced protection, ensuring both their devices and personal data remain safe from theft and unauthorized access.

Bureau Advocates For Ethical AI Frameworks In Public Service

Dr Dasuki Arabi, the Director-General of the Bureau of Public Service Reforms, has highlighted the need for ethical frameworks to guide the adoption of artificial intelligence in public service delivery.

He made this known at a one-day roundtable discussion on public service reforms in Abuja, highlighting the Bureau’s 21-year journey of driving public sector transformation in Nigeria. While acknowledging the progress made so far, he noted the challenges that remain, particularly as the government moves towards digitalizing its operations.

“We must start planning now on how to align with emerging technologies. Open data initiatives, AI ethics, and accountability frameworks must become central to our strategy,”

“We need an ethical framework to guide the use of artificial intelligence, blockchain, and other technologies within the public service,” he added, warning of the risks posed by unregulated AI adoption, Arabi stated.

The roundtable brought together key stakeholders, including development partners, civil society organisations, and the media, to assess the successes and challenges of public service reforms and discuss future strategies.

The Director-General emphasized the government’s goal to transition to a paperless public service by 2030, driven by emerging technologies like AI, blockchain, and the Internet of Things.
However, he raised concerns about the possible misuse of these technologies, particularly about data security.
“We are moving towards a paperless system, but there are constant threats from individuals working to breach our databases,” he cautioned.

Professor Akintola Bello, a lead consultant at the BPSR, echoed these concerns, noting that while progress had been made, a significant shift in mindset is required to embrace technology and modern working methods fully.

“We must let go of outdated practices and adopt new approaches, while also learning from past mistakes,” Bello stated.

The session also highlighted the importance of strengthening public-private partnerships to address challenges posed by Nigeria’s economic environment. Dr Arabi called for deeper collaboration between the private sector and government agencies to drive reform and innovation.

Provisional Results Show Overwhelming Support for New Gabon Constitution

Provisional results from the Gabonese military authorities announced on Sunday, indicate overwhelming approval of the country’s new constitution in a referendum. This marks a pivotal moment for the oil-rich nation as it embarks on a new political era.

Voters, with a total of 860,000 registered individuals, participated in the referendum where they could cast a “yes” vote using a green ballot or a “no” vote using a red one. Throughout the voting process, authorities heavily promoted the referendum across TV, radio, and social media channels, encouraging voter participation.

The proposed constitution introduces significant changes, including limiting the presidency to two seven-year terms, abolishing the office of prime minister, and banning the hereditary transfer of power. The Committee for the Transition and Restoration of Institutions (CTRI) reported that 91.8% of voters supported the new constitution.

Despite heavy campaigning by the junta that took power in a coup in August 2023, voter turnout was reported at 53.54%, lower than the 71% turnout seen in previous elections. The government also imposed a curfew extension during the electoral period, with polling stations remaining open until 6:00 pm. No major incidents were reported during voting at the 2,835 polling stations across the country.

Key elements of the proposed constitution also include a provision that presidential candidates must be exclusively Gabonese citizens, born to Gabonese parents, and married to a Gabonese spouse. This rule would disqualify former President Ali Bongo Ondimba, whose wife is French, and his children.

Transitional President Brice Oligui Nguema, who replaced Bongo after the coup, expressed optimism about the referendum, calling it a “great step forward.” Oligui, who was seen voting in civilian attire, has pledged to restore civilian rule after a two-year transition, though he has not hidden his ambition to run for president in the upcoming 2025 election. Billboards across the country display his image alongside messages urging a “yes” vote, raising questions about whether the referendum is part of a broader presidential campaign.

While many voters, like 33-year-old civil servant Nathalie Badzoko, expressed support for the referendum, critics argue that the constitution was designed to secure power for the military-led government. Lawyer Marlene Fabienne Essola Efountame cautioned that the proposed constitution could pave the way for a dictator, accusing the junta of tailoring the law to entrench their rule.

The late President Ali Bongo ruled for 14 years before being ousted following allegations of electoral fraud and corruption. His family has ruled Gabon for over 40 years, with his father Omar Bongo serving as president before him. Both the opposition and coup leaders cited corruption and mismanagement under the Bongo regime as justifications for the military takeover.

Concerns about unemployment, rising living costs, and security dominate public discourse, with an Afrobarometer survey revealing that 87% of Gabonese believe the country is “heading in the right direction.” The survey also found that 46% of respondents expressed high confidence in President Oligui, who is seen as the frontrunner for the 2025 election.

As Gabon waits for the final vote count, which will be confirmed by the Constitutional Court, many citizens are hopeful for change, but uncertainty remains about the long-term implications of the new constitutional framework.

NGX Proposes Amendment to Trading License Holders’ Rules

A new amendment to the trading license holder’s rules has been proposed by the Nigerian Exchange Limited, NGX.

The Exchange in a statement mentioned that a divestment and large volume trades would be amended.

According to the statement: “On 12 February 2018, the Amendments to Trading License Holders’ Rules (Part XIIIA), which include the Rules on Block Divestments in Equities, Rules on Large Volume Trades in Equities, and the Disclosure of Changes in Beneficial Ownership of Shares, (“the Rules”) became effective. “The Rules serve as a guide for monitoring and reporting the transfer of shares that are likely to have a significant impact on the total daily volume/value of executed trades on The Exchange and material changes in the shareholding/control structure of the Issuer.

“However, in reviewing applications and monitoring such trades, The Exchange has observed that certain market participants may be structuring trades to circumvent the Rules’ disclosure and compliance requirements”.
The NGX has called for comments from various stakeholder as the amendment is subject to the approval of NGX RegCo’s Board, and the Securities and Exchange Commission, SEC.

The statement further said, “The Exchange views your participation as important for the following reasons: To create public awareness and solicit the public’s feedback on the proposed Rule amendments and to improve the quality of the proposed Rule amendments and thereby have a robust, well written set of Rules. We are involving as many stakeholders as possible in this commentary process to achieve the aforementioned goals. Tinubu Joins World Leaders at G20 Summit in Brazil

President Bola Tinubu has arrived in Rio de Janeiro, Brazil, to participate in the 19th G20 Heads of State and Government Summit. The President touched down on Sunday at 11:03 p.m. local time (Monday, 3:03 a.m. Nigerian time) and was warmly received by Ambassador Breno Costa from Brazil’s Ministry of External Relations.

Accompanying President Tinubu are key members of his cabinet, including Foreign Affairs Minister Yusuf Tuggar, Livestock Development Minister Idi Mukhtar Maiha, Art, Tourism, Culture, and Creativity Minister Hannatu Musawa, and State Minister for Agriculture and Food Security Dr. Aliyu Sabi Abdullahi. Also present is the Director General of the National Intelligence Agency, Ambassador Mohammed Mohammed.

While attending the summit, Tinubu is expected to engage in bilateral discussions aimed at advancing Nigeria’s socio-economic reform agenda. The summit, hosted by Brazilian President Luiz Inácio Lula da Silva, revolves around the theme, “Building a Just World and a Sustainable Planet.” It emphasizes three pillars of sustainable development: economic, social, and environmental progress, along with global governance reform.

This year’s G20 summit will also address pressing global issues, including rising global temperatures, the principles of the digital economy, the ongoing Israel–Hamas conflict, and tensions between the United States and China.

The Leaders’ Summit serves as the culmination of the year-long efforts of Ministerial Meetings, Working Groups, and Engagement Groups. During the summit, heads of state will approve negotiated agreements and outline strategies to tackle global challenges.

The event gathers leaders from 19 member nations, including Argentina, Australia, Canada, China, France, Germany, India, Japan, South Africa, and the United States. Representatives of the African Union and the European Union are also participating.

In line with the summit’s theme, President Lula da Silva has outlined a three-point agenda focused on combating hunger, poverty, and inequality. Da Silva’s vision includes a commitment to food security as a pathway to eliminating extreme poverty by 2030.

Brazil’s Ambassador to Nigeria, Carlos Areias, formally invited President Tinubu to the summit on August 29, emphasizing the importance of food security as a priority for the G20 under Brazil’s presidency.

JAMB Launches 2025 UTME CBT Center Accreditation

The Joint Admissions and Matriculation Board (JAMB) has started accrediting Computer-Based Test (CBT) centers in preparation for the 2025 Unified Tertiary Matriculation Examination (UTME).

In a statement issued on Sunday, JAMB’s Public Communication Adviser, Dr. Fabian Benjamin, highlighted the significance of the accreditation process in ensuring the smooth conduct of the annual examination.

New CBT centers interested in participating are advised to familiarize themselves with the guidelines outlined on the JAMB website. The statement provides detailed instructions:

“All new Computer-Based Test centers intending to participate in the 2025 UTME should visit https://www.jamb.gov.ng/Pdfs/CBT_centre_requirements.pdf to review the requirements for establishing a JAMB-approved CBT center.

“After reviewing the requirements, interested centers should notify the Board in writing, addressing their intent to the Registrar of JAMB through the Zonal Director or State Coordinator in their respective states.”

For centers that successfully participated in the 2024 UTME without issues, Benjamin noted that they are required to express their interest via the Centre Management System (CMS) Portal. New centers will have their accounts created on the CMS Portal by Zonal and State Offices to facilitate their registration process.

As part of the accreditation requirements, all centers must undergo an Autobot/Autotest, with specific dates to be communicated. The statement emphasized that only centers meeting the Board’s criteria through this test will advance to the next accreditation stage.

The physical accreditation exercise is set to begin in December 2024. Centers that complete the process will be eligible for inclusion in the 2025 UTME registration and examination. However, those failing to meet the required standards during the Autobot/Autotest will not be considered for accreditation.

JAMB reiterated its commitment to maintaining high standards, ensuring only qualifying centers are approved to guarantee a seamless examination process.

Ondo Decides 2024: INEC Declares Lucky Aiyedatiwa Winner

The Independent National Electoral Commission (INEC) has declared Mr. Lucky Aiyedatiwa, the candidate of the All Progressives Congress (APC), as the winner of the 2024 Ondo State governorship election held on Saturday, November 16.

Aiyedatiwa emerged victorious, securing a majority vote across all 18 Local Government Areas (LGAs) of the state. The State Returning Officer, Professor Olayemi Akinwumi, announced the final results at the State Collation Centre in Akure.

According to Prof. Akinwumi, Aiyedatiwa garnered a total of 366,781 votes, defeating his closest rival, Mr. Agboola Ajayi of the Peoples Democratic Party (PDP), who polled 117,845 votes. The total valid votes cast were 497,077, with 11,886 rejected votes, making the total votes cast 508,963.

In his declaration, Prof. Akinwumi, also the Vice-Chancellor of the Federal University Lokoja, stated:
“I, Professor Olayemi Durotimi Akinwumi, hereby certify that I am the Returning Officer for the 2024 Ondo State governorship election. That Lucky Orimisan Aiyedatiwa of the APC, having satisfied the requirements of the law, is hereby declared the winner and governor-elect.”

The APC’s dominance was evident as Aiyedatiwa won in all LGAs, including Idanre, the home base of PDP’s running mate, Festus Akingbaso. The APC secured 14,157 votes in Idanre, leaving PDP with 5,897 votes.

Results from key LGAs included:

  • Okitipupa LGA: APC – 26,811 votes; PDP – 10,233 votes.
  • Akure North LGA: APC – 14,451 votes; PDP – 5,787 votes.
  • Ese Odo LGA: Final results confirmed Aiyedatiwa’s sweeping victory.

Despite objections raised by the PDP regarding alleged incidents of ballot snatching and voter intimidation in Ofosun Oniseri and other areas, the final results were unanimously signed by all party agents present, including the PDP representatives.

Aiyedatiwa’s victory underscores APC’s stronghold in Ondo State, setting the stage for his administration as the governor-elect.
