U.S Secret Service Director Grilled At Congressional Hearing

US Secret Service Director Kimberly Cheatle has acknowledged that the agency failed in its mission to prevent the assassination attempt on former president Donald Trump but rejected bipartisan calls for her resignation.

During a contentious hearing of the House Committee on Oversight and Accountability Cheatle said the Secret Service’s solemn mission is to protect the nation’s leaders.

Cheatle said the attack on Trump, who was slightly wounded in his right ear while speaking at a campaign rally, was “the most significant operational failure of the Secret Service in decades.”

Both Republicans and Democrats called on Cheatle to resign and she drew the ire of lawmakers from both parties by refusing to provide specific details about the attack, citing the existence of multiple active investigations.

Opening the hearing, Republican committee chairman James Comer said “this tragedy was preventable” and “it is my firm belief, Director Cheatle, that you should resign.

He said the Secret Service has a zero-fail mission, but it failed on July 13 and in the days leading up to the rally, adding that the agency has become the face of incompetence.

But Cheatle rebuffed the demands, saying, “I think that I am the best person to lead the Secret Service at this time.”

She said the Secret Service was alerted two to five times ahead of the shooting about a suspicious individual at the rally, but he was not immediately classified as a threat.

The 20-year-old gunman opened fire on Trump with an AR-style assault rifle just minutes after the former Republican president and current White House candidate began speaking at the campaign event in Butler, Pennsylvania.

The gunman, perched on the roof of a nearby building, was shot dead by a Secret Service sniper less than 30 seconds after firing the first of eight shots.

Bangladesh Prime Minister Blames Political Foes For Violence

In Bangladesh, at least 150 people have been killed and 500 arrested in the past two weeks of violence and rallies which have escalated into calls for Prime Minister Sheikh Hasina to step down

Hasina has blamed her political opponents for the deadly unrest in the country, adding she was “forced” to impose a curfew for public safety.

Speaking on Monday in a meeting with business leaders in the capital Dhaka. She said they would lift the curfew whenever the situation gets better.”

Her comments come a day after Bangladesh’s top court scrapped most of the quotas on government jobs, which have sparked weeks of violent clashes across the country.

Hasina has blamed the main opposition Bangladesh Nationalist Party and the Jamaat-e-Islami and their student wings for the violence, saying her government will work to suppress these militants and create a better environment.

Political analysts see the unrest as an unprecedented test for one of Asia’s most powerful women. Hasina, secured her fourth straight term as prime minister in January, in a controversial election boycotted by the country’s main opposition parties.

Before Sunday’s court decision, Bangladesh reserved about 30% of its high-paying government jobs for children of those who fought in Bangladesh’s war for independence from Pakistan in 1971.

The court ruled that just 5% of the roles can be reserved for the veterans’ relatives. Hasina’s government abolished the reservation in 2018, following protests. But a court ordered the authorities to reinstate the quotas in June, triggered fresh unrest.

Hasina initially dismissed the protestors’ concerns, which analysts say exacerbated the unrest.

Some student leaders have vowed to continue protesting to demand justice for protesters killed and detained in recent days, the resignations of government ministers and an apology from Hasina.

Hungary Stripped Of EU Meeting Rights Over Ukraine Stance

The European Union has stripped Hungary of the right to host the next meeting of Foreign and Defence ministers over its stance on the war in Ukraine.

The move follows weeks after Hungary assumed the rotating presidency of the Council of the European Union, and amid anger over a meeting Prime Minister Viktor Orban held with Russian President Vladimir Putin in Moscow earlier this month.

European Union’s foreign policy chief, Josep Borell, said Hungary’s actions should have consequences but Hungary described the move as “completely childish”.

Every six months, under each new council presidency, the EU’s foreign and defence ministers hold informal meetings to discuss the biggest global issues facing the bloc.

The next set of meetings will take place on 28-30 August and were to be held in Budapest, but on Monday Borrell announced they would instead take place in Brussels.

Citing comments made after the meeting with Putin in which Orban accused the EU of having a “pro-war policy”, Borrell told reporters: “If you want to talk about the war party, talk about Putin.

Of the 26 other countries in the EU, only Slovakia has backed Hungary in the dispute. However, Luxembourg’s Foreign Minister Xavier Bettel, told reporters that he would go to Budapest because a boycott would be “nonsense”.

Bettel felt that it was better to tell the Hungarians the EU was unhappy with their actions as “ignoring or not choosing dialogue would be a mistake”. Polish Foreign Minister Radoslaw Sikorski proposed that the August meeting should take place in western Ukraine, but that idea was blocked by Budapest.

Responding to Borrell’s decision, Hungarian Foreign Minister Peter Szijjarto wrote on Facebook: “What a fantastic response they have come up with.

Orban’s meeting with Putin came as part of what he described as a “peace mission” – launched days after Hungary assumed the council presidency.

U.S Vice President Kamala Harris Set To Clinch Democratic Nomination

In the United States, Vice-President Kamala Harris has attracted the support of enough Democratic delegates to become the party’s nominee for president, according to News Reports.

A survey by the Associated Press on Monday evening said Kamala had received the endorsement of more than the 1,976 delegates needed to win the nomination in the first round of voting.

Such endorsements are non-binding, but if the total holds between now and when delegates cast their votes, scheduled to take place from 1-7 August, Kamala Harris would formally clinch the party’s nomination.

Delegations from at least 27 states have issued statements of their full delegations supporting Ms Harris, according to CBS.

The survey is an indication of the groundswell of support for Harris after President Joe Biden dropped out of the race on Sunday.

Since Biden’s announcement, millions of dollars in donations have poured into her campaign and leading Democrats have lined up to support her bid as the Democratic nominee. These include Reps. Adam Schiff of California, Jamie Raskin of Maryland, Jim Clyburn of South Carolina and Ilhan Omar of Minnesota, as well as the political action committee representing the Congressional Black Caucus. That momentum continued on Tuesday, with every single Democratic governor offering Harris their endorsement.

Former House Speaker Nancy Pelosi on Monday also issued a statement endorsing Harris, after initially declining to do.

Other party leaders, however, like former President Barack Obama have praised Biden’s decision to step out of the race but stopped short of endorsing Harris. It’s unclear if she will face any challengers for the nomination ahead of the Democratic National Convention in Chicago next month.

Regardless, She will only officially become the candidate at the Democratic National Convention (August 19-22) if she is supported by a majority of state delegates against any possible Democratic challengers.

At Least Dozens Killed In Ethiopia Landslides

In Ethiopia, local officials say least 50 people have been killed in landslides in southern Ethiopia. The local authority said the search for survivors was continuing vigorously but that the death toll could yet increase.

Two incidents are said to have occurred on Sunday evening and Monday morning, after heavy rains in a remote mountainous area of the Gofa zone.

Southern Ethiopia is among the areas of the country that have been hit by particularly heavy rain and flooding in recent months, according to the UN’s Office for the Coordination of Humanitarian Affairs (Ocha).

But instances of landslides and floods go back further. In May 2016, at least 50 people were killed in floods and landslides following heavy rain across the south of the country.

Footage showed hundreds of people gathered at the scene and others digging in the dirt in search of people trapped underneath. General administrator of the Gofa zone Meskir Mitku said women, children, and police officers were among the casualties.

In the same way government spokesperson for the Gofa district Kassahun Abayneh said there was heavy rain on Sunday night and some people died from a landslide. He went on to say that the next morning, locals, including police, gathered at the site to save those who were affected by the first landslide. That is when the second landslide happened around 07:00 GMT today and those who gathered there died.

Gofa is part of the state known as Southern Ethiopia, located around 320km  south-west of the capital, Addis Ababa.

Former Moroccan Minister Sentenced To Five Years In Jail

A former Moroccan Minister of human Rights, Mohamed Ziane, has been given a five-year jail term in a corruption case that his attorney describes as retribution for outspokenness and work defending political prisoners.

An appeals court in Rabat handed down the sentence after a hearing in which it found Ziane and two other colleagues guilty of corruption and embezzling from their political party during Morocco’s 2015 election campaign.

His Lawyer, who is also his son Ali Reda Ziane, denies the charges faced by his father and his two colleagues and added that the court had not followed typical procedures in the case or any of its appeals, all 17 of which the defense lost.

He also linked the proceedings to his father’s defense of journalists and activists who had faced charges for unrelated offenses after criticizing the government.

In a statement Sunday, the Moroccan Association In Support of Political Prisoners called the charges arbitrary and the proceedings unfair, describing the case against Ziane as “purely political.

The verdict also marks the latest development in one of the freedom of expression cases that has drawn condemnation from Morocco’s international allies and human rights organizations.

It supplements a three-year sentence issued in 2022, in which Ziane was found guilty of 11 charges including defamation, adultery, sexual harassment and insulting a public official.

Ziane was among those profiled in a 2022 Human Rights Watch report on how Morocco has harshly cracked down on the freedom of expression of those critical of its government.

In 2023, Amnesty International said Ziane’s legal troubles were based on “bogus charges that stem from his work defending activists, journalists and victims of human rights abuses.

However, Morocco’s government dismissed the report as biased and said it was full of false allegations. The government spokesperson did not respond to questions about Ziane’s sentencing on Monday.

Bauchi fixes LG poll for August 19, Kogi election holds October 19

•Jigawa, Imo, Anambra, Abia, Katsina, Kebbi, Benue set for exercise

No fewer than 13 states have fixed dates for Local Government elections in the aftermath of last Thursday’s Supreme Court judgement which prohibited federal allocation to council being administered by caretaker committees.

The states that have commenced council poll preparations include Kaduna, Kogi, Bauchi, Katsina, Osun, Enugu, Benue, Rivers, Jigawa, Imo, Kebbi, Abia, and Anambra states.

On Tuesday, the Kaduna State Independent Electoral Commission scheduled the council poll for October 19, 2024.

The Supreme Court had declared it unconstitutional for state governors to hold funds allocated for the local government councils.

In the judgment delivered by Justice Emmanuel Agim, the seven-man panel held that the 774 local government councils in the country should manage their funds themselves.

The court delivered the landmark judgment in suit: SC/CV/343/2024, filed by the Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi (SAN) against the 36 state governors.

The AGF had sued the state governors through their respective state attorneys-general.

The apex court declared that the government is divided into three tiers: federal, state, and local governments.

S’Court verdict

The court further declared that a state government had no power to appoint a caretaker committee and a local government council was only recognisable with a democratically elected government.

“A democratically elected local government is sacrosanct and non-negotiable,’’ the apex court declared, putting an end to the practice of appointing caretaker committees to run the councils by the state governors.

The court further asserted that the use of a caretaker committee by the state governments to administer the local government violated the 1999 Constitution.

The Supreme Court further affirmed that the local government areas should be governed by a democratically elected government but “The state by the abuse of their power has worked against this law.”

The court declared that the 36 state governors had no power  to dissolve democratically elected local government councils to replace them with caretaker committees.

“Such an act is unlawful, unconstitutional, null and void,’’ Agim stated.

The apex court barred the state governors from receiving, retaining or spending the local government allocation.

It said the practice of receiving and retaining local government funds by the states had gone on for too long, describing it as a clear violation of section 162 of the 1999 Constitution, as amended.

The court held that the 1999 Constitution states that any money leaving the federation account must be distributed to the three tiers of government.

It added that it is the local government administrations that should receive and manage funds meant for the local councils.

Agim declared, “I hold that the state’s retention of the local government funds is unconstitutional.

“Demands of justice require a progressive interpretation of the law. It is the position of this court that the federation can pay LGA allocations to the LGAs directly or pay them through the states.

“In this case, since paying them through states has not worked, justice of this case demands that LGA allocations from the federation account should henceforth be paid directly to the LGAs.”

Following the verdict which was widely applauded, the Finance Minister and Coordinating Minister for the Economy Wale Edun, Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi (SAN) were reported to have scheduled a meeting for Tuesday (July 16) with the Federal Accounts and Allocation Committee officials to discuss the implementation of the apex court verdict.

Kaduna LG poll

Announcing the date for the council poll at a meeting with political parties and other stakeholders on Tuesday, the Kaduna SIECOM Chairperson, Hajara Mohammed, explained that the current council officials members were sworn into office on November 1, 2021, and would end their three-year tenure on October 31, 2024.

She said, “The current council members were sworn into office on 1 November 2021 and will end their three-year tenure on 31 October. KAD-SIECOM is responsible for organising the elections of chairpersons, vice-chairpersons, and councillors in the state.

“In consonance with the provision of section 25(1) of the KAD-SIECOM Law 2024, the general public is hereby informed that the LGA council election will be held in Kaduna on Saturday, 19th October 2024, between 8am  and 4pm

“The commission issues the election timetable today, Tuesday 16th July 2024. The 2024 election guidelines have been released with the election timetable KAD-SIECOM is ready to conduct the election on the set date.”

The Kogi State Independent Electoral Commission also announced October 19 for the local government election across the state.

Addressing a stakeholders’ meeting in Lokoja on Tuesday, the Chairman of the electoral commission, Mamman Eri, said the decision was in line with the provision of the Constitution and the powers vested in the state Independent Electoral Commission.

He explained that a comprehensive timetable and schedule of activities had been prepared to ensure a transparent, fair and credible electoral process.

“We assure you that these activities have been designed with utmost consideration for inclusivity, transparency and adherence to electoral laws,’’ he said.

According to the election timetable, a councillorship candidate will pay a N100,000 deposit while a chairmanship candidate will part with 250,000.

It prohibits a candidate who has been dismissed from public service or private employment from contesting for any of the elective positions.

Also, anyone who has been found guilty of an offence involving narcotics or any other psychotropic substance by any court or tribunal cannot contest the poll.

Eri appreciated the continued support and collaboration towards the success of the election.

Also, the Bauchi State Independent Electoral Commission has fixed August 19 for the local government elections in the state.

The Chairman of the commission, Alhaji Ahmad Makama, who disclosed this at a news conference on Tuesday in Bauchi, said all necessary arrangements had been concluded to ensure free and fair elections.

He reiterated the commitment of the commission to conduct a credible and transparent election, urging citizens to come out and vote for their preferred candidates across the parties on election day.

He denied alleged rigging plans, noting that previous elections were free and fair.

Makama said the commission had organised a series of meetings with political parties, security chiefs and relevant stakeholders, as part of the election preparations.

The chairman urged the public to support the commission to ensure hitch-free local government elections.

It was learnt that Katsina, Kebbi, and Benue have also set machinery in motion to conduct the local council polls.

The exercise will take place in Enugu on October 5, while Benue will conduct the council poll on  November 16.

Others are Kebbi, August 31; Rivers, October 5; Kwara and Imo, September 21.

Katsina has announced February, while Osun will conduct the poll on February 22, 2025.

Ondo election postponed

However, the preparation for the council election in Ondo State has been put on hold

Announcing this on Monday, the Chairman of the Ondo State Independent Electoral Commission, Dr Joseph Aremo, regretted that no single political party complied with the guidelines of the proposed election, despite the issuance of guidelines for the election.

This would be the second time the commission would postpone the election earlier fixed for February and later shifted to July 2024.

Before the latest postponement, the commission had earlier scheduled the council poll for July 13, 2023.

Following the expiration of the tenure of the last executive of the local governments in August 2023, heads of local government administration had been at the helm of affairs in the 18 local government areas of the state.

Addressing stakeholders from various political parties in the state, in Akure, Aremo stated, “Ours is to conduct an election that will usher in a democratic government at the local level. It’s unfortunate that no single party complied with the guidelines for the election.

“We have yet to receive the nomination of candidates, yet to verify and release it to the public for scrutiny.”

Aremo added that the commission would go back to the drawing board and make its position known at a later date.

Reacting, the Ondo State Chairman of the Inter-party Advisory Council, Adesanya Olaoluwa, admitted that all political parties agreed to the terms, knowing that no election could take place without them.

He said, “They now know our reasons. We want to see Mr Governor. It is not that we don’t have trust in ODIEC. We know that they can conduct credible election but we want to see Mr Governor,” he noted.

However, the People’s Democratic Party said that the ODIEC had postponed the elections because the All Progressives Congress was no longer popular in the state.

The state Publicity Secretary, Mr Kennedy Peretei, said, “We knew all along that ODIEC will not conduct the LG election because the APC is not on the ground.”

The future of Nigerian and Napoli striker Victor Osimhen remains uncertain as the summer transfer window heats up.

However, this contrasts with other sources claiming Chelsea have cooled their interest due to concerns over Osimhen’s injury record and tactical fit under new manager Enzo Maresca.

Maresca himself has hinted at a cautious approach to transfers, stating in a recent interview, “I’m convinced the squad is very good and full of talent. The most important thing now is we’re able to create the right culture that drives us for the season.”

Arsenal’s pursuit of Osimhen faces financial constraints.

Italian journalist Gianluca Di Marzio suggests the Gunners are “far from the clause” in terms of their valuation.
