David Malpass is stepping down early as World Bank chief

0

World Bank President David Malpass says he would leave his post well before his term ends, months after running afoul of the White House for failing to say whether he accepts the scientific consensus on global warming.

Malpass, appointed by former President Donald Trump, will depart the multilateral development bank, which provides billions of dollars a year in funding for developing economies, by the end of June. His five-year term was due to end in April 2024.

According to a source familiar with the matter, the former investment banker informed US Treasury Secretary Janet Yellen of his decision on Tuesday.

Malpass, who survived multiple calls for his resignation last fall and was not expected to be offered a second term, gave no specific reason for the move, saying in a statement, after a good deal of thought, I’ve decided to pursue new challenges.”

Malpass has been under pressure from Yellen in recent months to accelerate reforms aimed at changing the way the World Bank operates to ensure broader lending to combat climate change and other global challenges.

The US Treasury chief said the United States would soon nominate a replacement for Malpass and looked forward to the bank’s board undertaking a “transparent, merit-based and swift nomination process for the next World Bank president.”

Yellen last month declined comment when asked if the United States would support a second term for Malpass.

Malpass is expected to stay at least through the April meetings of the World Bank and International Monetary Fund, but could leave his post before the end of June.

Report says Earthquakes could trigger loss of up to 1% of Turkish GDP

0

A new economic report on Thursday says the February 6 earthquakes that killed more than 40,000 people in Turkey and Syria could result in a loss of up to 1% of the Turkish gross domestic product (GDP).

It came amid uncertainties over a possible delay of general elections, set for June, due to the devastating earthquakes.

The report released by the European Bank for Reconstruction and Development (EBRD) which also reiterated country is already grappling with an economic crisis.

The bank said it was a reasonable estimate due to the expected boost from reconstruction efforts later this year, which will offset the negative impact to infrastructure and supply chains.

EBRD chief economist Beata Javorcik told News corespondents that the earthquake affected to a large extent agricultural areas and areas where there is light manufacturing, so spillovers to other sectors are limited.

Growth for Turkey, the single biggest recipient of EBRD funds, has been revised down to 3% from 3.5% in 2023, without considering the impact of the earthquake in the estimates.

In another development, US Secretary of State Antony Blinken will travel Sunday to Turkey to discuss quake relief, making his first trip to the NATO ally which has had turbulent relations with Washington.

According to State Department spokesman Ned Price, Blinken will visit Incirlik air base, through which the US  has shipped aid, and then hold talks in the capital Ankara on continued US support.

The US has flown in around 200 rescuers and contributed an initial $85 million in relief for Turkey, deploying Black Hawk and Chinook helicopters to bring supplies to the worst-hit areas.

The United Nations International Organization for Migration, IOM says dozens of migrants are believed to have died following a tragic shipwreck off the Libyan coast, with only seven survivors found so far.

The boat carrying 80 people had reportedly departed Qasr al-Akhyar, some 75 kilometers east of the capital, Tripoli, and was heading to Europe.

The IOM said so far, 11 bodies have been retrieved by the Libyan Red Crescent and the local police, adding that the seven survivors who made it back to Libyan shores in extremely dire conditions are currently in the hospital.”

The central Mediterranean remains the world’s deadliest migratory sea crossing.

According to IOM, the latest tragedy brings the number of deaths there since the beginning of this year alone to 130.

Also, according to the agency’s Missing Migrants Project, more than 1,450 migrant deaths were recorded on that route in 2022 with more than 17,000 deaths and disappearances have been recorded there since 2014.

The United Nations body says the situation is intolerable and stated that concrete action by states is needed to increase search and rescue capacity, establish clear and safe disembarkation mechanisms as well as safe and regular pathways to migration to reduce dangerous journeys.

Burkina Faso Opposition Party challenges Ban on activities

0

Burkina Faso’s Opposition party, Union for Progress and Change (UPC), has taken legal action to challenge the ban on the holding of its political office, while the activity of the party’s policies has been suspended since the coup d’etat of 30 September last.

The UPC had announced that it wanted to organize a meeting of its political bureau on February 18. But last week, the Minister of Territorial Administration, Decentralization and Security, Colonel Boukaré Zoungrana reminded the UPC by letter that suspension of activities of political parties was still in force.

The minister was referring to a communiqué signed by the transitional president, Captain Ibrahim Traoré, when he seized power by a putsch on September 30, 2022, stipulating the suspension of all political activity and activity of civil society organizations.

In a press release sent to AFP on Wednesday, the UPC said it had “decided to seize the competent courts so that they rule on the question”, considering the minister’s response as “a ban on the party from holding its activity”.

Before the September 30, 2022 coup, Burkina Faso had been ruled since January by another putschist soldier, Lieutenant-Colonel Paul-Henri Sandaogo Damiba. Political parties did not then have the right to organize public meetings but could maintain their activities.

Ivory Coast Reopens Land Borders Closed Since 2020

0

Ivory Coast Government says it has reopened its land borders on Wednesday night, closed since March 2020 and the start of Covid-19.

Government spokesman Amadou Coulibaly made the announced Wednesday after the Council of Ministers, saying they have adopted a decree opening the land borders of Côte d’Ivoire.

They had closed its land, sea and air borders on 22 March 2020, when the whole world was in the throes of Covid-19 protocols but while the sea and air borders reopened after a few months, the land borders remained closed.

Côte d’Ivoire shares borders with Liberia, Guinea, Mali, Burkina Faso and Ghana and millions of people from these countries living on Ivorian soil had to take back roads to their home countries.

Already last month, the National Security Council announced a gradual lifting of these preventive measures with the aim to put an end to clandestine crossings and redirect travelers to official crossings.

Because until then, people were using unsupervised tracks, according to several residents of Ouangolodougou, a town near the border with Burkina Faso.

But as Spokesman Amadou Coulibaly explained, this will allow a redirection of these flows of people to the official crossings, in order to ensure better control of migratory flows

The reopening of land borders is also a relief for carriers whose activities have drastically reduced in recent years.

Côte d’Ivoire had been relatively spared by the Covid-19 pandemic with about 800 deaths, according to official figures.

Last month, the National Security Council, chaired by Head of State Alassane Ouattara, welcomed the “excellent results recorded in the fight against Covid-19 since 2020” and announced the gradual lifting of the measures provided for under the state of health emergency.

NATIONAL BROADCAST BY HIS EXCELLENCY MUHAMMADU BUHARI, PRESIDENT, FEDERAL REPUBLIC OF NIGERIA ON THE CHALLENGES OF THE CURRENCY SWAP AND STATE OF THE NATION, ON 16th FEBRUARY, 2023

My Dear Compatriots,

I have found it necessary to address you today, on the state of the nation and to render account on the efforts of our administration to sustain and strengthen our economy, enhance the fight against corruption and sustain our gains in the fight against terrorism and insecurity which has, undoubtedly, been impacted by several internal and external factors.

2. Particularly, I am addressing you, as your democratically elected President, to identify with you and express my sympathy, over the difficulties being experienced as we continue the implementation of new monetary policies, aimed at boosting our economy and tightening of the loopholes associated with money laundering.

3. Let me re-assure Nigerians, that strengthening our economy, enhancing security and blockage of leakages associated with illicit financial flows remain top priority of our administration. And I shall remain committed to my oath of protecting and advancing the interest of Nigerians and the nation, at all times.

4. In the last quarter of 2022, I authorised the Central Bank of Nigeria (CBN) to redesign the N200, N500, and N1000 Nigerian banknotes.

5. For a smooth transition, I similarly approved that the redesigned banknotes should circulate concurrently with the old bank notes, till 31 January 2023, before the old notes, cease to be legal tender.

6. In appreciation of the systemic and human difficulties encountered during implementation and in response to the appeal of all citizens, an extension of ten days was authorized till 10th February, 2023 for the completion of the process. All these activities are being carried out within the ambit of the Constitution, the relevant law under the CBN Act 2007 and in line with global best practices.

7. Fellow citizens, while I seek your understanding and patience during this transient phase of implementation, I feel obliged to avail you a few critical points underpinning the policy decision. These include:

a. The need to restore the statutory ability of the CBN to keep a firm control over money in circulation. In 2015 when this administration commenced its first term, Currency-in-Circulation was only N1.4trillion.

b. The proportion of currency outside banks grew from 78%in 2015 to 85% in 2022. As of October 2022, therefore, currency in circulation had risen to N3.23 trillion; out of which only N500 billion was within the Banking System while N2.7 trillion remained permanently outside the system; thereby distorting the financial policy and efficient management of inflation;

c. The huge volume of Bank Notes outside the banking system has proven to be practically unavailable for economic activities and by implication, retard the attainment of potential economic growth;

d. Economic growth projections make it imperative for government to aim at expanding financial inclusion in the country by reducing the number of the unbanked population; and

e. Given the prevailing security situation across the country, which keeps improving, it also becomes compelling for government to deepen its continuing support for security agencies to successfully combat banditry and ransom-taking in Nigeria

8. Notwithstanding the initial setbacks experienced, the evaluation and feedback mechanism set up has revealed that gains have emerged from the policy initiative.

9. I have been reliably informed that since the commencement of this program, about N2.1 trillion out of the banknotes previously held outside the banking system, had been successfully retrieved.

10. This represents about 80% of such funds. In the short to medium and long terms, therefore, it is expected that there would be:

a. A strengthening of our macro economic parameters;

b. Reduction of broad money supply leading to a deceleration of the velocity of money in the economy which should result in less pressures on domestic prices;

c. Lowering of Inflation as a result of the accompanying decline in money supply that will slow the pace of inflation;

d. Collapse of Illegal Economic Activities which would help to stem corruption and acquisition of money through illegal ways;

e. Exchange Rate stability;

f. Availability of Easy Loans and lowering of interest rates; and

g. Greater visibility and transparency of our financial actions translating to efficient enforcement of our anti- money laundering legislations.

11. I am not unaware of the obstacles placed on the path of innocent Nigerians by unscrupulous officials in the banking industry, entrusted with the process of implementation of the new monetary policy. I am deeply pained and sincerely sympathise with you all, over these unintended outcomes.

12. To stem this tide, I have directed the CBN to deploy all legitimate resources and legal means to ensure that our citizens are adequately educated on the policy; enjoy easy access to cash withdrawal through availability of appropriate amount of currency; and ability to make deposits.

13. I have similarly directed that the CBN should intensify collaboration with anti-corruption agencies, so as to ensure that any institution or person(s) found to have impeded or sabotaged the implementation should be made to bear the full weight of the law.

14. During the extended phase of the deadline for currency swap, I listened to invaluable pieces of advice from well meaning citizens and institutions across the nation.

15. I similarly consulted widely with representatives of the State Governors as well as the Council of State. Above all, as an administration that respects the rule of law, I have also noted that the subject matter is before the courts of our land and some pronouncements have been made.

16. To further ease the supply pressures particularly to our citizens, I have given approval to the CBN that the old N200 bank notes be released back into circulation and that it should also be allowed to circulate as legal tender with the new N200, N500, and N1000 banknotes for 60 days from February 10, 2023 to April 10 2023 when the old N200 notes ceases to be legal tender.

17. In line with Section 20(3) of the CBN Act 2007, all existing old N1000 and N500 notes remain redeemable at the CBN and designated points.

18. Considering the health of our economy and the legacy we must bequeath to the next administration and future generations of Nigerians, I admonish every citizen to strive harder to make their deposits by taking advantage of the platforms and windows being provided by the CBN.

19. Let me assure Nigerians that our administration will continue to assess the implementation with a view to ensuring that Nigerians are not unnecessarily burdened. In this regard, the CBN shall ensure that new notes become more available and accessible to our citizens through the banks.

20. I wish to once more appeal for your understanding till we overcome this difficult transient phase within the shortest possible time.

21. Fellow citizens, on the 25th of February, 2023 the nation would be electing a new President and National Assembly members. I am aware that this new monetary policy has also contributed immensely to the minimization of the influence of money in politics.

22. This is a positive departure from the past and represents a bold legacy step by this administration, towards laying a strong foundation for free and fair elections.

23. I urge every citizen therefore, to go out to vote for their candidates of choice without fear, because security shall be provided and your vote shall count.

24. I however admonish you to eschew violence and avoid actions capable of disrupting the electoral processes. I wish us all a successful General Elections.

Thank you for listening. God bless the Federal Republic of Nigeria.

Champions League: Adeyemi Scores As Dortmund Defeats Chelsea

0

Karim Adeyemi scored a brilliant solo goal to condemn Chelsea to defeat in their Champions League last-16 first-leg tie at Borussia Dortmund.

The Premier League side rued missed chances as Joao Felix shot over from a good position and then hit the crossbar in the first half.

Reece James also forced two fine saves out of Dortmund goalkeeper Gregor Kobel in the second half as the visitors grew in confidence against the hosts, who were themselves struggling to create many chances.

But Chelsea were undone on the counter midway through the second period when Adeyemi broke from inside his own half following a Chelsea corner, knocked the ball past Kepa Arrizabalaga before slotting into the empty net.

Chelsea, to their credit, pushed for an equaliser and Emre Can swept the ball right off the goalline as Kalidou Koulibaly’s deflected strike looks certain to trickle into the net.

Enzo Fernandez thought he’d equalise in the last seconds of stoppage time but his goalbound long-range strike was stopped superbly by Kobel as Dortmund held on.

Defeat leaves Graham Potter’s side with the task of overturning the tie when the two sides meet at Stamford Bridge on 7 March.

Positive Chelsea display undone by familiar attacking issues

Chelsea brought in eight new players during a busy January, yet this was another match that exposed their failure to sign an out-and-out striker.

Three of the Blues’ big money arrivals started the game – Mykhailo Mudryk, Fernandez and Felix – with the others ineligible because of Champions League restrictions on the number of players who can be added to squads after the group stage.

All three certainly add to the Chelsea squad’s quality but none have so far been able to provide the answer to their goalscoring issues.

Felix was outstanding in the first half in Germany and looked the most likely to make a breakthrough as he got into several good positions, but failed to capitalise.

It took almost an hour for Chelsea to manage a shot on target – when James’ free kick was superbly saved. Dortmund were not much better, but showed the clinical touch when Adeyemi broke, powered past Fernandez and then Kepa before slotting into the net.

The travelling fans were left frustrated – as Chelsea were arguably the better side against hosts who had won their previous six games.

Chelsea haven’t scored twice in a game since the start of November, underlining the enormity of their task in the return leg unless things improve significantly in the final third.

Barcelona manager, Xavi Hernandez, has addressed the allegations of corruption the La Liga club is facing over an allegation of €1.4 million payment to the vice-president of the Spanish Referees Committee.

The Nou Camp side have already issued a statement denying any wrongdoing after a new report revealed details of an investigation.

Xavi, when asked by reporters about the situation, defended his club’s dealings.

“We always analyse referees from an internal perspective. We check how they conduct the game, if they are very communicative or not; those are things we work on from a long time ago, but on an internal level,” Xavi said.

EPL: Man. City Upstage Arsenal, Go Top On Table

Manchester City have gone top of the Premier League table thanks to a 3-1 win over Arsenal at the Emirates Stadium.

The Gunners had gone into the game three points clear of City, but goals from Kevin De Bruyne, Jack Grealish and Erling Haaland were enough to earn the reigning champions a win that puts them top of the standings thanks to their superior goal difference.

The first big chance of the game would fall to Arsenal and Eddie Nketiah. The striker – still deputising for the injured Gabriel Jesus – found himself unmarked inside the penalty area and was brilliantly picked out by a curling Oleksandr Zinchenko cross. Nketiah’s subsequent effort on goal however didn’t quite match the quality of the delivery, as he headed well wide of the post.

Arsenal were made to pay for that missed chance a few short minutes later as City took the lead.

The goal would come following some woeful play from Takehiro Tomiyasu, who played a blind – and terrible – pass, which was intended for Aaron Ramsdale, into the path of De Bruyne. The Belgian then brilliantly volleyed over Ramsdale and into the net.

Not to be deterred by going behind, Arsenal continued to press forward with real intent and enthusiasm and were rewarded for their efforts with a penalty in the 40th minute. Ederson was penalised for collided with Nketiah in the box, and Bukayo Saka stepped to confidently side-foot the resulting spot kick into the bottom left corner of the net.

In the six (yes, six) minutes added on at the end of the first half, City came within a whisker of re-taking the lead through Nathan Ake/Rodri. And we say ‘Nathan Ake/Rodri’ because the latter headed goalward and the former may or may not have touched the ball on it’s way toward Ramsdale’s net to deflect it onto the crossbar.

Manchester City wrestled some control of the game back fully at the start of the second half, and thought they had won a golden opportunity to re-take the lead when the referee Anthony Taylor pointed to the spot following a coming together between Erling Haaland and Gabriel Magalhaes. A VAR review would come to the rescue for the Gunners however, as Haaland was adjudged to have been offside in the lead up to the incident.

Arsenal would then come close to breaking the stalemate following a wonderful sweeping move involving their full frontline and the murauding Tomiyasu. After some neat interplay between Nketiah, Saka and Martinell the ball found it’s way out to Tomiyasu on the right flank. The Japanese international drilled a brilliant ball across the box but a sliding Nketiah was just unable to latch onto it.

Seconds later, City came close through Haaland. The forward capitalised on some sloppy play from Zinchenko before firing into the mid-riff of the onrushing Ramsdale on the right-hand side of the penalty area.

In the 71st minute, City would finally make it 2-1 through Grealish. The England international side-footed calmly into the bottom right corner of the net after Haaland capitalised on some sloppy play from Gabriel and squared the ball to Ilkay Gundogan, who then squared to Grealish on the left of the penalty area.

Haaland would then kill off the game, making it 3-1 in the final ten minutes. Once again the goal came from some fantastic play from De Bruyne, who pulled the ball back to Haaland in the box. The Norwegian controlled with his left before firing into the bottom corner with his right.

Nigerian League Day 8: Contenders Emerge As Men Are Separated From Boys!

Plateau United have produced the biggest win in this season of the Nigerian Premier League as theymoved into the championship playoff spots after a comprehensive 5-0 victory over El-Kanemi Warriors.

After pulling a commendable 1-1 draw in Ikenne at the weekend, the Jos side got off to a flying start scoring three goals in the first 30 minutes.

Anthony Sunday scored first in the 4th minute before Eru Jackson (21st minute) and Ibrahim Mustapha (28th minute) took the match beyond  the visiting El Kanemi who were poor on the day.

Second-half goals from Tochukwu Udeh (63rd minute) and Uche Onwuansanya (90+2) only heaped more misery on the visitors.

The win saw Plateau United move up to third in Group A, level on points with Remo Stars.

Plateau’s joy of moving into the playoff spots could however depend on the outcome of Akwa United versus Gombe United clash at the Godswill Akpabio International Stadium in the final fixture of MatchDay 8.

Remo Stars dropped out of the championship playoff spot after playing out a goalless draw with Kwara United. The draw leaves Kwara United one point off the relegation zone on the eighth position with six points.

Enyimba continued their fine run of form with three straight wins after brushing aside underperforming Shooting Stars 2-0 in Aba.

Chukwuemeka Obioma Godson scored a brace first in the 2nd minute before doubling the lead at the stroke of halftime. The defeat leaves Shooting Stars four points off the championship playoff places. With the two goals, Obioma becomes the leading scorer with seven goals from eight games.

Finally in Group A, leaders, Bendel Insurance returned to winning ways after edging Nasarawa United 1-0 at the Samuel Ogbemudia Stadium, Benin City. The all-important goal was scored by Ebuka Akubundu in the 67th minute. Insurance is still unbeaten this season.

In Group B, leaders Lobi Stars saw their six-match unbeaten run come to an end after losing 2-1 at Wikki. An early goal by Muhammed Guda (6th minute) gave the home side the lead but Lobi equalized in the 34th minute through Umar Abba. However, it was Wikki who will have the last laugh when Muhammed Guda got his brace in the 38th minute to seal all three points for the Tourists who are now undefeated in their last three matches.

In Gombe, Abia Warriors missed the chance to go top of Group B after a narrow 1-0 loss to Doma United.

After a keenly contested first half, it was Doma who won all three points after Musa Usman scored in the 49th minute. The win lifts Doma to fifth on the table with 12 points while Abia Warriors are still second with 13 points.

Sunshine Stars missed the chance to get into the championship playoff spots after a 2-1 defeat to Dakkada at the Godswill Akpabio International Stadium, Uyo.

After a goalless first half, it was Dakkarda that took the lead through Emmanuel Ayaosi in the 70th minute but the lead lasted just four minutes with Udom Ekerette leveling for Sunshine.

However, the visitor’s joy was short-lived as Dakkarda made it 2-1 two minutes later with Kareem Abdoulaye scoring the winner for the home side, who remain in the relegation zone, one point behind Wikki Tourists who are in 8th position.

Niger Tornadoes are now two points clear of the relegation zone after playing out a 1-1 draw with Bayelsa United, still sitting at the bottom  of Group B.

David Okurumi gave Tornadoes the lead in the 26th minute but Bayelsa United equalized in the 44th minute through Robert Mizo.
