TETFund Gets N1.7tn Education Tax in Nine Years- Report

The Executive Secretary of TETFund, Sonny Echono, said the move was part of efforts to improve graduates’ employability in the country and help steer higher education institutions towards better alignment with market needs.

Speaking in Abuja, the TETFund boss noted that the IFC was utilising its vitae employability tool to analyse how well tertiary institutions in Nigeria are in tune with employability best practices.

Echono said, “IFC Vitae is a global first-of-a-kind, survey-based diagnostic instrument, which assesses, processes, structures and supports employability outcomes for higher education institutions.

“The programme provides system and institutional level insights that helps identify key intervention areas that will enhance the employability ecosystem and improve graduate employability outcomes.

“This diagnostics, led by the IFC, is the first phase of designing an intervention to improve graduate employability outcomes. The programme will help to improve on the current position of higher education institutions in the country in relation to global best practices.

“The first stage of the programme was to develop a snapshot of current employability practices, specifically to understand how the current regulatory policy framework may act as an enabler or barrier to success.

“The focus was to collect, validate and analyse the data of participating universities in Nigeria. This stage was coordinated by Cognity Advisory, a local development consultancy working on behalf of TETFund with IFC global employability experts.”

Echono stressed that one of the key roles of TETFund was “to develop an enabling system for young graduates to be part of the active labour market soon after graduation.”

Council of State Backs CBN New Naira Policy

0

The National Council of State, on Friday, in Abuja backed the central bank’s new naira policy.

This was as it advised the President Muhammadu Buhari and the apex bank chief, Godwin Emefiele, to either intensify the printing of new notes or recirculate the old ones to ease the hardship of Nigerians occasioned by the policy.

The country’s highest advisory organ also insisted that the general elections will be held as scheduled based on the readiness of the Independent National Electoral Commission and the Nigeria Police.

The Minister of Justice and Attorney-General of the Federation, Abubakar Malami, disclosed this to State House correspondents after the four-hour hybrid meeting at the Aso Rock Villa, Abuja.

Malami said the council received briefing from the chairman of INEC, the IGP and the CBN governor.

“The two major resolutions that were driven, arriving from the deliberations of the Council, are one, that we are on course as far as election is concerned and we are happy with the level of preparation by INEC and the institutions.

“Two, relating to the naira re-designed policy, the policy stands, but then the Council agreed that there is need for aggressive action on the part of the Central Bank, as it relates to the implementation of the policy by way of ensuring adequate provision being made with regard to the supply of the naira in the system,” the AGF said.

When asked by News correspondent about the President’s response to the council’s suggestions, the Lagos State Governor, Babajide Sanwo-Olu, said it will be up to Buhari to decide “soon.”

Present were former Heads of State, General Yakubu Gowon and Abdulsalami Abubakar as well as former President Goodluck Jonathan.

Former President Olusegun Obasanjo joined the meeting virtually as only about 14 governors were present both physically and virtually with some represented by their deputies.

Turkey-Syria Earthquake Relief: U.S. Pledges $85m

0

A top humanitarian aid agency in the US government has pledged $85m (£70m) in urgent life-saving relief for earthquake victims in Turkey and Syria.

The US Agency for International Development (USAID) funding will go towards shelter, cold weather supplies, food, water and healthcare.

The moves comes as countries around the world send search crews and aid to the region, where over 20,000 have died.

Rescuers say supplies are needed now or more people will die from the cold.

In a statement, USAID said it is also providing “hygiene and sanitation assistance to keep people safe and healthy”.

The agency’s director, Samantha Power, has already deployed a Disaster Assistance Response Team (Dart), which is currently operating out of the Turkish cities of Adiyaman, Adana and Ankara.

The team consists of around 200 people, including disaster recovery experts, 159 search and rescue personnel and 12 dogs. The group has brought around 170,000lbs in equipment, including machines capable of moving rubble.

Exploring Bacunayagua Bridge, Cuba

0

The Bacunayagua Bridge is a modern bridge that is located between the Provinces of Havana and Matanzas, in the northern part of the island nation of the Republic of Cuba.

As it is the longest bridge in the nation, being 314 m (1030 ft) long, it is also the highest bridge with 103 m (338 ft) above the lush Yumurí River Valley.

The construction for this interesting engineering feat began in 1957 based on the design by the Cuban engineers Luis Sáenz Duplace and Manolo Arvesu, and the work was carried out by SACMAG.

Due to the difficulty of the terrain, there were some daring alternatives were sought to the construction so the conditions to build this amazing bridge would be met and the bridge itself be completed.

One of the alternative construction feats used in building this Cuban marvel is the use of semi-arches for the first time in Cuba, where with the use of the so-called arch the laminated steel is assembled in two parts and turned towards its final position where they are locked.

This technique was invented by the Austrian engineer Josef Melan, and thanks to his method, the bridge was officially built at the end of the Cuban Revolution, where on 26 September 1959 Fidel Castro himself opened the Bacunayagua Bridge.

Still today, this amazing Cuban architectural marvel stands tall above the Yumurí River Valley, and as it is on a point which links the biggest beach resort known as Varadero with the capital Havana, it is quite a popular spot for tourists to stop by and see in person this amazing architectural marvel.

Via Blanca which crosses the valley is considered to be the busiest road in Cuba, even though by international standards this is not so quite busy.

There is a viewpoint on Havana’s side of the bridge, with a small snack bar where tourists are sitting and having a short break while enjoying the awe-inspiring views of the amazing Cuban landscape before they continue onwards toward Havana.

All in all, even though that sometimes people are overlooking this bridge, as it is most of the time underestimated, it is certainly considered to be one of the greatest Cuban architectural wonders that every Cuban will mention when there is some discussion about civil engineering in Cuba.

Naira Scarcity: ASUU Calls Out Nigerian Politicians

0

Following the Central Bank of Nigeria’s naira redesign policy, the Academic Staff Union of Universities has described politicians in the country as “selfish, unpatriotic and self-renting.”

In a statement signed by the national president of the union, Professor Emmanuel Osodeke, the union noted that, “Nigerians are gasping for breath under the suffocating atmosphere created by the ruling class is to state the obvious.”

The union also stated government at the federal, state and council levels appeared enamoured of policies which aggravate the suffering of the mass of Nigerians.

“Our union, the Academic Staff Union of Universities, has had cause to condemn the anti-poor policies of government in the education sector. While the ruling class virulently attacked ASUU for insisting on government’s adequate funding of universities and paying a morale-enhancing remuneration for Nigerian academics, the children of the poor now know better, going by a gale of anti-fees protests resonating across the campuses.

“Word on the street is that triggers for the new wave of brain drain, called the ‘Japa syndrome’, are not unconnected with the debilitating working and dwelling environment. Added to this, are the scornful treatments given to academic and medical personnel who other nations handle as treasures of inestimable value, and aversion for collective bargaining evident in anti-labour policies such as ‘no work, no pay’ and ‘divide-and-rule’.”

Speaking further, Osodeke noted that the Supreme Court ruling which halted the February 10, 2023, deadline on the naira redesign policy should somewhat mitigate the aggravated suffering of Nigerians occasioned by yet another anti-poor policy. The ASUU leader noted that the crisis arising from the redesign of the country’s currency reverberated in every sector of the economy and it would require very serious efforts by developmental economists to fully determine the magnitude of its damage.

BREAKING: CBN Extends Old Naira Notes Deadline

“The ambush tactic of Godwin Emefiele to ‘eliminate cash’ was applied in India in 2016 with unsalutary consequences. So, ASUU commends the Supreme Court for siding with the suffering Nigerians, whose miserable lives would have been compounded by Emefiele’s policy if they are not sent to their early graves by it.

“In the same way government’s explanation on non-circulation of the redesigned currency is meaningless, no attempt to rationalise non-accessibility of petroleum products is tenable. This outgoing government raised Nigerians’ hope of fixing the country’s refineries when it was coming to power in 2015. Eight years down the line, it has been giving one excuse after another; allowing a free rein to the oil subsidy scammers! Nigerians know the truth; they know the local refineries can work if the core leadership of the ruling class is willing to commit class suicide. But it’s a poisonous tablet none is willing to swallow.”

The union leader further said, “As Nigerians continue to lick the socio-economic injuries inflicted on them by unpatriotic, selfish and rent-seeking politicians, the more the country sinks deeper and deeper into the abyss of poverty, unemployment and under- employment, preventable diseases and death, insecurity, ignorance and misery. Today, there is nothing new to calling Nigeria the poverty capital of the world or the country with the highest population of global out-of-school children.

“In the face of the life-threatening stagflation, the political class carries on as if nothing is amiss. So, rather than abating, the cankerworm of corruption is gaining deeper roots each day among those Nigerians entrusted with their collective patrimony.”

Osodeke also noted that only a few beneficiaries can openly identify with the policies and programmes of Nigerian governments, be they at the federal, state or council level.

“For a vast majority of workers, peasants and the unemployed, it has been a long tale of the rich getting richer, and the poor getting poorer. We in ASUU are saying it is not in the interest of the political class that the suffering is further aggravated in any manner whatsoever.

“Indeed, it is in the interest of the ruling class to rise to the challenge of guaranteeing the security and welfare of the people – the primary purpose of every government. Political appointees, at whatever level, were elected or selected to serve the people and not the other way round. The ominous cloud hanging on the horizon comes with frightening foreboding for a fragile country if urgent steps are not taken to suture the bleeding wound of the land.

“Lastly, it is unimaginable that a transiting government would elect to swim in an ocean of chaos as exemplified by the currency swap crisis and scarcity of petroleum products on the eve of an election season.

“We do not subscribe to the speculation about some fifth columnists who were out to truncate the transition. However, ASUU calls on Nigerians irrespective of tongue, tribe or religion to stand for deepening and defending democracy. Let’s work with patriotic Nigerians in labour and civil society to resist anti-people policies and mitigate the people’s suffering.”

Ukrainians at risk of severe Mental Health conditions – Adviser

0

A quarter of Ukraine’s population is at risk of developing a severe mental health condition as the country grapples with the year-long Russian invasion, a senior health official said on Thursday.

Michel Kazatchkine, a member of the Eastern and Central European and Central Asian Commission on Drug Policy, said the conflict in Ukraine had not only resulted in a shortage of medical supplies and personnel but had also caused a major threat to mental health.

The World Health Organization “estimates that at this time, one out of four people in Ukraine is at risk of severe mental health conditions,” Kazatchkine, who also serves as special adviser to the WHO’s Regional Office for Europe, said.

Mental Health

Describing a recent visit to the Ukrainian city of Dnipro, Kazatchkine said he had seen dozens of military personnel hospitalised with “acute and tragic anxiety, depression and psychiatric conditions”.

“The economic downturn comes on a background of fragile health systems and very constrained health budgets,” he added.

Russian forces have been advancing in recent weeks, aided by freshly mobilised recruits.

Ukraine says it expects Russia to broaden that offensive with a big push as the Feb. 24 anniversary of what Russia calls its “special military operation” approaches.

Osun Polls: Gov Adeleke, PDP Appeal Tribunal Judgement

0

Governor Ademola Adeleke and the People’s Democratic Party (PDP) in Osun state, South-west Nigeria, have raised 74 grounds for the appeal against the tribunal judgment that nullified the election which brought him into power.

Just In: Tribunal Annuls Adeleke’s Victory, Declares Oyetola Osun Gov

Adeleke and the PDP are asking the Court of Appeal to set aside the judgement of the Osun State Governorship Election Petition Tribunal which voided his victory in the July 16, 2022 election.

The tribunal, in the majority judgement read by its chairman, Tertsea Kume, ordered the Independent National Electoral Commission (INEC) to withdraw the Certificate of Return from Mr. Adeleke and issue same to former governor Gboyega Oyetola.

The panel based its decision on over-voting in 744 polling units during the election.

The electoral commission, according to a notice of appeal filed on Wednesday by its counsel, Paul Ananaba, is also challenging the judgement.

In their separate notices of appeal, Governor Adeleke and the PDP argued that the judgment contained “errors in law.”

The governor is asking the appellate court to set aside the entire decision of the tribunal and dismiss Oyetola’s petition for “want of competence and jurisdiction.”

Adeleke raised 31 grounds of appeal in the notice.

On its part, the PDP, in its notice of appeal, is asking the court to strike out the petition challenging its candidate for “want of jurisdiction.”

The party is praying to the appellate court to affirm Adeleke as the duly elected governor of the state.

The PDP raised 43 grounds of appeal in the notice that ‘the judgment is against the weight of evidence.’

‘The reliefs sought by the PDP include an order dismissing/striking out EPT/OS/GOV/01/2022 for want of jurisdiction; and to allow the appeal and dismiss petition No. EPT/OS/GOV/01/2022 in its entirety.

‘The PDP further urges the court to affirm the 4th Respondent (Adeleke) as the duly elected governor of Osun state, having won the majority votes cast and satisfying the constitutional requirement in the Osun State Governorship Election of 16th July, 2022,’ the PDP appealed.

Election: ASUU, VCs Disagree AS FG Shuts Varsities

0

The Academic Staff Union of Universities has condemned the directive of the National Universities Commissions to the Committee of Vice-Chancellors of Nigerian Universities that universities should be shut to enable students to participate in the forthcoming general elections.

The NUC gave the directive in a letter on Tuesday addressed to vice-chancellors of all universities and Directors of Inter-university Centres.

The commission noted that the directive was based on the instruction of the Minister of Education, Adamu Adamu.

Just In: NUC Orders Closure of Varsities For Elections

However, in an interview with The PUNCH, the National President, ASUU, Prof. Emmanuel Osodeke, explained that universities had never been shut down because of elections, saying that the closure and opening of universities were the prerogative of universities’ Senates.

He said, “Vice-Chancellors do not have the right to close universities. It is purely the prerogative of the universities’ Senates to either open or close universities.

“Things have gone so bad in this country that they are citing security and for this reason, we, as a union, had to look on. In all the past elections, have we ever closed the universities, polytechnics? So, what has gone wrong? Why the desperation? Why are they punishing Nigerians? We need to ask Nigerian leaders questions because we are trying to meet up with lost time and here you are shutting down universities.”

But the Secretary-General, CVCNU, Prof. Yakubu Ochefu, disagreed with the ASUU President, saying Nigeria had always closed universities during elections.

He said, “It is nothing new, most public universities get closed during elections because many of them housed polling units and universities and their communities always vote on campuses.

“Two reasons why universities are shut down during elections are so as not to disenfranchise the people and to give opportunity to those who registered away from the university to be able to vote. It is something universities have been doing as far as I can remember; so this is not new.

“The directive is coming from our regulatory body, NUC; it is for universities to see how they can manage it and it is the VCs that will internalise it.”

Also speaking, the National President, Academic Staff Union of Polytechnics, Anderson Ezeibe, said the polytechnics regulatory body, National Board for Technical Education, had yet to come up with any directive.

However, he maintained that the closure and opening of institutions were decisions to be taken by institutions’ Senates.

“We are waiting for our regulatory body but they have not made any pronouncement. For NUC, they cited security and they are in the best position to tell us the security information they have. But I still hold the view that the Senate of the universities are to take the decision of closure or no closure, not NUC.”

On his part, the President, National Association of Nigerian Students, Usman Barambu, said the directive by the NUC was welcome.

He said, “That directive is a product of our efforts. We met with the Minister of Education when the speculations were spreading that schools would be opened during the election period. The minister assured us that schools would not be opened and told us that directives would be issued to relevant agencies.

“It is not only universities that would be shut; polytechnic, Colleges of Education and all tertiary institutions of learning would not be opened. Very soon, you would begin to hear from them.”

Cameroon has restricted movement along its border with Equatorial Guinea following “several unexplained deaths” from hemorrhagic fever, the health ministry said on Friday.

The restrictions were imposed in “view of the high risk of importation of this disease and in order to detect and respond to any cases at an early stage”, it said in a statement.

Investigations are underway and epidemiological surveillance has been strengthened with the support of experts from the World Health Organization and the Atlanta Centers for Disease Control and Prevention, it added.
