FG assures Nigerians of affordable Surgical care

0

Consultant Grade 1, Federal Ministry of Health, Hospital Services, Dr. Deborah Bitrus-Oghoghorie, has assured Nigerians that they would soon begin to access affordable surgical care.

Bitrus-Oghoghorie disclosed this at the Federal Medical Centre, Ebute-Metta, Lagos, on Wednesday during an enlightenment session of medical personnel in the hospital.

According to her, National Surgical, Obstetrics, Anesthesia and Nursing Plan would introduce its plan in all 36 states so that Nigerians will know what it entails.

She said that NSOANP had to do with providing affordable, accessible, and safe surgery to Nigerians that need it as part of universal health coverage.

“This is as a result of the world health assembly resolution in 2015 which mandated member states to include basic and surgical care as part of universal coverage in the country.

“Federal Ministry of Health produced the plan and most of the implementation takes place at the state level.

“That is why we started the dissemination to the 36 states and the federal capital territory after approval was given at the national council of health,” she said.

Bitrus-Oghoghorie, who is also the desk officer at NSOANP, Nigeria, said that every Nigerian would benefit from the plan if it was implemented because surgical services would be closer to the people.

The desk officer said that Nigerians should be able to afford basic services for surgery and such services should be safe and not make them spend beyond their means.

She said that World Health Assembly Resolution 68:15 says Surgical, Obstetrics, Anesthesia, and Nursing care are important components of Universal Health Coverage.

She said that Universal Health Coverage is complete when surgeries are fully integrated into healthcare services.

She said prevention was also possible for surgery, noting that Nigerians should always present early for surgical conditions.

ASUU: No Collective Bargaining Agreement awaiting Signing by Mr President- Ngige

0

The Federal Government of Nigeria says there was no Collective Bargaining Agreement (CBA) between it and the Academic Staff Union of Universities (ASUU) which currently awaits signing by the President.

Sen. Chris Ngige, Minister of Labour and Employment, said this in a statement signed by Olajide Oshundun, Deputy Director, Press and Public Relations in the ministry on Wednesday in Abuja.

Ngige said that the clarification was necessary in view of the deluge of deliberated misinformation being dished out to Nigerians by the President of ASUU, Prof. Osodeke as well as his branch leaders.

They are calling on President Buhari to sign an agreement which they claimed to have reached with the federal government.

According to Ngige, when Collective Bargaining Agreement is produced between unions and the federal government, it is not the president that signs.

“But by the government side, the Ministries, Departments and Agencies (MDAs) led by the direct employer with the concillliating ministry witnessing.

“We wish therefore to inform Nigerians that there is no such CBA that has been reached  between the federal government, ASUU and other university unions on the renegotiation of their salaries and allowances(wages).

“What is in existence is a proposal. Even when such CBA is made, it is not the president that signs it. From available records, no Nigerian President or sovereign signs such, ’’he said.

The minister added that the true position was that Nigerians were aware that ASUU had been on strike since Feb. 14, and locked in negotiations on their demand.

He said that their demand particularly include, their conditions of service – wages, salaries, allowances and other public service matters, that would be guided by relevant federal government ministries and agencies.

He said that those involved include the Ministry of Finance, Ministry of Education, Ministry of Labour and Employment, Budget office of the Federation.

He noted that others were the National Salaries Income and Wages Commission, Office of Head of Service of the Federation, through the newly set up Prof. Nimi Briggs Committee.

“Note that that Prof Nimi Brigg Committee just like the Prof. Munzali Committee it replaced, is an internal committee of the Ministry of Education to receive ASUU demands and renegotiate areas of 2009 Agreement.

“This is while also receiving briefs from the MDAs mentioned above that act as advisers, before making any counter offer to ASUU and other unions.

“Unfortunately, ASUU insisted that these relevant advisory MDAs recue themselves from the sitting of the Briggs Committee accusing them of non-cooperation,’’ he said.

According to Ngige, due to exclusion engineered by ASUU, and the arising complaints to the Chief of Staff to the President and the Minister of labour and Employment  by the concerned MDAs.

He said  the Chief of Staff and the Minister of Labour set up an inter- sub Committee comprising the affected MDA’s under the Minister of State Budget and Planning.

He added that they were to quickly look into Prof. Briggs Committee report which to all intents and purpose was still a proposal in June 2022 at the government side meeting.

The minister added that the assignment was to be completed with the Presidential Committee on Salaries and Wages and given two weeks to come up with their recommendation.

“Having rounded off its work, the committee returned as verdict;  that with the  Prof. Briggs Proposal of 109 -185 per cent increase in the university wage structure, the Federal Government will incur an additional N560 billion as salaries alone.

“On top of the present N412B, less all other allowances such as Earned Academic Allowances and fringe benefits , teaching allowance, field trip, responsibility and post graduate supervision, allowances, Hazard allowances  which were to gulp another N170B.

“In all, the sum of N1.12 Trillion will be needed to pay the salaries and allowances of university lecturers and other staff in the university system.

“At present, the wage bill of the university staff and their colleagues in Teaching Health Systems gulp nearly 50 per cent of the total  federal government staff personnel ,’’ he said.

The minister said that currently, the Presidential Committee on Salaries and Wages had finished the review of the Prof. Nimi Briggs proposal and will shortly submit same to the President.

He added that this cleared every doubt that there was an agreement before the President waiting for his signature.  There is none!

Ngige however, said that following the tripartite plus meeting of May 12, at the Presidential Villa, NITDA was directed to subject the three platforms of IPPIS, UTAS and UPPPS to test.

He said the fresh test on UTAS and on UPPPS has been concluded and results awaited while that of IPPIS is still in the works  but all will be concluded in the next one week .

“We finally use this medium to  once more appeal to ASUU and their sister university unions  whose complaints except the Renegotiation of their 20132014 Agreement, to go back to school.

“This is knowing full well that these ceaseless strikes de-market our universities and certificates there from, while government  labours with their leaders to produce a standard pay rise as soon as possible,’’ he said.

Disaster Response: National Emergency Management Agency To Work With Nigerian Army In South-East

1

National Emergency Management Agency (NEMA) has partnered 82 Division Nigerian Army on emergency and disaster response and management issues in the South-East zone.

Acting Zonal Coordinator of NEMA, Mr Thickman Tanimu, said this when he paid a courtesy visit to the General Officer Commanding (GOC), 82 Division, Maj.-Gen. Taoreed Lagbaja, in Enugu, Nigeria’s South-East on Wednesday.

He said that the visit was at the behest of the NEMA Director-General, Mr Mustapha Habib-Ahmed who, he stated, was desirous of keeping the agency’s age-long relationship with the army.

He noted that the visit, which also served as his familiarisation visit to the division, was meant to reawaken the long time relationship between the army and NEMA in the zone.

Tanimu requested for a focal officer from the division whom the agency could be relating with on any emergency response or disaster management situation in the zone.

The NEMA coordinator also requested for an update on NEMA’s excavator in the care of the army as well as access to water during emergencies.

“This important visit, directed by our director-general, is to reawaken the age-long synergy in emergency coordination and collaboration with the Nigerian Army, especially the 82 Division, Enugu.

“NEMA is here to also strengthen military disaster response units (DRUs) in the South-East zone as well as the security and intelligence gathering and sharing on emergency and disaster issues in the zone,” he said.

Responding, the GOC thanked the NEMA director-general, zonal coordinator and his team for the visit.

He said that the army was always eager and ready to work with NEMA during disaster and emergency situations.

“I am assigning Brig.-Gen. Olugbemi Obasanjo to act as the focal person to NEMA in the zone.

“Obasanjo will also help NEMA with DRU equipment, if required, and for the security of the warehouse,” he said.

The GOC said that the NEMA excavator kept in the care of the army was still in the military barracks, even as he requested that the zonal office designate an official to always inspect it.

“I have also approved that NEMA water tanker be allowed express access to water from the barracks so long as there is water in the reservoir,” he added.

Highlights of the event were presentation of a plaque to the zonal coordinator by the GOC and a group photograph between the principal officers of the division and the NEMA team.

Exploring Cuicocha In Ecuador, With Still Blue Waters

0

Cuicocha is a wide caldera that contains a large crater lake which is located at the foot of the Cotacachi Volcano in the Imbabura Province of the Republic of Ecuador.

Standing at an elevation of about 3,246 meters (10,650 feet) above the sea, this 3 km (2 mi) wide caldera gets its name from the Kichwa indigenous language which means the Guinea Pig Lake.

The locals kind of saw a guinea pig shape in one of the islands that can be found at the center of the lake, and as the animal plays huge role in the everyday life of the locals providing them with the necessary protein, it certainly deserves something to be named after them.

The last eruption is considered to occurred around 650, gashing pyroclastic flow that covered the entire area in volcanic ash which is considered to have been up to 20 cm (8 inch) deep.

Ever since, Cotacachi Volcano has been dormant with hope that it will stay like that.

Nevertheless, the lake itself contains two islets which are home to hundreds of small species of wildlife, but the entire area includes the native guinea pigs, as well as armadillos, foxes, Andean Condor and rabbits.

Since both of the islets, the smaller islet Yerovi, and the bigger one Teodoro Wolf, are quite important, it is forbidden for people to visit them.

That is why everyone is simply enjoying in the view of the surrounding from the extremely steep caldera, even though there are boat rides available for people to get as close as possible to the islets.

The still blue waters and vivid flora is a definite attention grabber which is becoming more popular and it definitely should be on the guide books and videos of Ecuador.

Lake Cuicocha is a popular place for hiking, as there is a hiking trail which is 14 km (9 mi) long that encircles the entire lake.

The entire hike could take up to 5 hours in order to be completed, however, it is considered a the best acclimatization hike if one is thinking of climbing some of Ecuador’s higher volcanoes.

Perfect for daily excursions, this is a very unique experience and something which will remain in the memory of everyone visiting Lake Cuicocha.

Longest Unmanned Flight: Zephyr Breaks Own 2018 Record

0

Airbus has broken the record for the longest flight of an unmanned aircraft, flight-tracking data suggests.

The solar-powered Airbus Zephyr S has spent 26 continuous days airborne, beating the record it set in 2018.

The unmanned craft flies high in the atmosphere, to avoid commercial air traffic and adverse weather.

The aircraft has on-board batteries to keep it airborne overnight, meaning it does not need to stop to re-supply fuel.

Flight data shows the aircraft flew from the test range in Arizona to Belize in Central America, and then back again.

A spokesperson for the Assured Position, Navigation and Timing/Space office of the United States Army Futures Command – a branch of the US Army – told The Drive the latest flight tests are “intended to test the UAV’s energy storage capacity, battery longevity, solar panel efficiency, and station-keeping abilities”.

Tim Robinson, editor-in-chief of Aerospace magazine, said he thought this distance marked an important milestone for the aircraft’s ability to travel beyond the line of sight of its operators.

“They’ve flown over the range from 2018 when it set the previous record,” he said. “It’s transmitted out to this area and beyond line-of-sight communications, and it’s gone somewhere else.

“I think that’s an important demonstration of how you would use it in reality.”

He said this opened the door for practical uses of the aircraft, such as military applications or even disaster relief.

Despite being thousands of miles away, the Zephyr S can be controlled from anywhere in the world

The aircraft can provide imagery like a satellite, but it does not have the limitation of having to orbit Earth – meaning it can remain in one position and provide constant updates.

But it has another key advantage over satellites, which generally cannot return to Earth after being launched.

“It comes back to you,” said Mr Robinson. “You can upgrade sensors on it, you can switch the payloads out, you can upgrade it with a new technology.”

The flight record was achieved by the latest model of the solar-powered aircraft, which was originally designed and built in the UK.

Zephyr was invented by Chris Kelleher, who died in 2015. Airbus opened the first serial production facilities for this type of aircraft in Farnborough three years later, and named them in his honour.

It remains airborne at the time of writing, and flight operators seemed to celebrate its 27th continuous day in the sky by referencing its heritage.

Operators used the aircraft’s flight path to spell out “UK”, along with what might kindly be called a rudimentary image of Stonehenge.

Europe’s Upgraded Vega Space Launcher Makes First Flight

0

The European Space Agency on Wednesday celebrated the first flight of its Vega-C rocket, which is designed to provide more bang for customers’ buck in the increasingly competitive business of launching satellites into orbit.

Vega-C is an upgrade to the Vega rocket that made its debut in 2012 as a launcher specializing in lifting small payloads into space.

The new rocket can carry heavier payloads than its predecessor while burning less fuel.

ESA says Vega-C will be particularly useful for launching Earth observation satellites, but it is also envisaged as the carrier for Space Rider, an uncrewed robotic laboratory that will be the agency’s first re-usable space vehicle.

The 35-meter (115-feet) tall rocket’s launch from French Guiana was twice delayed shortly before liftoff due to technical problems, but succeeded on the third attempt.

Vega-C accelerates much faster than its big brother Ariane 5, reaching a speed of 16,000 kilometers per hour (almost 10,000 mph) within two minutes of launch.

The Ariane 5, ESA’s workhorse heavy launcher, is also due for an upgrade soon.

The Vega-C rocket on Wednesday released an Italian-made satellite called LARES-2 — which looks similar to a giant disco ball — that will act as a target for a ground-based laser station, and six small cube-shaped mini-satellites from France, Italy and Slovenia containing scientific experiments.
