48 Lecturers, Parents, Others Arrested Over JUPEB Exams Malpractice

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the State Security Services (SSS, also called DSS) have arrested 48 individuals for their alleged illegalities in the conducts of the Joint Universities Preliminary Examinations Board (JUPEB).

The joint operation tagged ‘Operation Combo’ conducted in collaboration with the Ministry of Education, led to the arrests of lecturers, security officers, workers and students from some of the participating universities in the exam.

Operation Combo was simultaneously carried out by the operatives of ICPC and DSS in seven states after extensive monitoring of tutorial schools allegedly known for notoriously compromising JUPEB examinations. This has led to the arrest of the President of Tutorial School Owners (ATSO).

The operation, a consequence of sustained period of surveillance and undercover investigations spanning several weeks, led to multiple arrests of suspects including parents of candidates of the exam.

Also arrested were lecturers and others involved in examination malpractices and other illegalities in the participating institutions.

The suspects were arrested from Wellspring University, Benin, Edo State; Christopher University, Mowe, Ogun State and Crown-Hill University, Ilorin, Kwara State. Again the raid of tutorial centres by operatives in McPherson and Precious Cornerstone universities in Ibadan and Ilara-Epe, in Oyo State respectively, led to more arrests of suspects.

Credible intelligence gathered during the operations showed active connivance of the parents of the students and the management of the universities.

Three current Vice-Chancellors have been invited by ICPC for their roles in the unchecked and massive malpractices reported.

It was revealed that syndicated social media platforms were created by the facilitators for leaking questions and circulating answers to students for a fee during examinations.

Investigation also revealed that candidates, who are mostly minors, allegedly paid between N350,000 to N500,000 each to the suspects in the various tutorial schools to engage in the illegalities.

The cartel, in connivance with the coordinators of the examination centres and other management staff of the institutions, deliberately allowed security lapses to enable the candidates go into examination halls with smart-phones and other electronic devices to send question papers to waiting groups online and subsequently, receive answers to questions thereby engaging in massive malpractices.

Some of the suspects arrested have been granted administrative bail while investigation is on-going.

JUPEB is an advanced level educational examination that qualifies its candidate for admission into 200 level in any Nigerian and foreign universities through direct entry. It is coordinated by the University of Lagos and has up to 10 accredited universities.

Oyo State Declares War On Indiscriminate Environmental Vices

The Oyo State government will, on Friday, begin enforcement of the state’s laws against indiscriminate dumping of refuse on roadsides, waterways, drainages and other open spaces.

In a statement on Thursday, the new state Commissioner for Environment and Natural Resources, Mr Abiodun Oni, said the state was fed up with the recalcitrant attitude of residents towards waste disposal hence it was going all out to sanction and deal with perpetrators according to the environmental laws of the state.

This is as he declared that the era of indiscriminate dumping of refuse and open defecation in the state had come to an end.

The Commissioner said the Ministry of Environment will be working with the state Environmental Task Force to arrest and sanction all offenders.

The statement admonished residents to align with the government’s zero-tolerance to the filthy and unhealthy environments which, he said, will go a long way in preventing the spread of communicable diseases and outbreak of epidemic in the state.

Especially, Oni enjoined traders and roadside users to make use of waste bins and promptly make payment for disposal of their waste.

“In as much as there is no corresponding adherence to the guidelines of proper waste disposal in the state, the government has no other option than to embark on enforcement of waste control and other environmental regulations.

UNIABUJA Abduction: NBA Sues for Increased Security Surveillance in FCT

The Vice Chairman, Nigerian Bar Association, Gwagwalada Branch, Abuja, Ebosetale Aigbefoh, has called for increased security surveillance in the Federal Capital Territory to help address security challenges.

Aigbefoh in response to the recent abduction of some lecturers of the University of Abuja, has called for the immediate release of all the adopted persons, including Omeiza John Obansa, a member of the NBA Gwagwalada Branch and his father, Professor Obansa James, of the Economics Department.

The legal practitioner said there is the urgent need for security agencies to step up surveillance, especially aerial surveillance, through adequate patrol in order to secure lives and properties of the people.

According to him, there is the need for everyone to be security conscious at all times to guard against continued kidnapping and armed robbery in the area.

He said, “There should be more deployment of police patrol teams at strategic locations, including Keffi, Lokoja-Abuja road to Gwagwalada,Tungan Maje, Zuba and beyond to ensure efficient and effective surveillance of the FCT.

“More security outfits should be established, especially in vulnerable communities like Tungan Maje in the FCT where insecurity had become worrisome lately.

“But then, security is everybody’s concern, so all hands should be on deck to ensure the protection of lives and property in all the communities in and around the FCT,” he said.

However, he urged the security agencies to close ranks and work in synergy among themselves in order to strengthen security operations in the FCT.

Aigbefoh added that the residents can also do well by reporting any suspicious person or persons or even activities in and around their neighbourhoods to the nearest police station.

UNIOSUN Appoints 45-year-old engineering professor, Bello, As Acting VC

Following the debates surrounding the selection process for the appointment of a substantive vice-chancellor and the expiration of the incumbent’s term of office on Thursday, the authorities of the Osun State University (UNIOSUN), Osogbo, have announced the appointment of a professor of geo-technical engineering, Afeez Bello, as an acting vice-chancellor.

Bello, 45, who until his latest appointment, was the deputy vice-chancellor in charge of administration and development, is expected to resume office on Friday, November 5.

The outgoing vice-chancellor, Labo Popoola, a professor of forest economics, is expected to end his tenure on Thursday and return to the University of Ibadan where he is a serving lecturer.

Announcing the appointment on Wednesday morning, the university’s pro-chancellor and chairman of the governing council, Yusuf Alli, a Senior Advocate of Nigeria, said the appointment became imperative following a subsisting ligation over the selection process.

Alli said the appointment was to avoid a vacuum in the university administration and pledged the commitment of the university management to abide by the verdicts of the court as “a law abiding institution.”

Born on October 11, 1976, Bello hails from Ilobu, headquarters of Irepodun Local Government Area of Osun State, and attended Ilobu Secondary Commercial Grammar School where he finished in 1993.

The acting vice-chancellor gained admission to Ladoke Akintola University of Technology (LAUTECH), Ogbomoso, in 1995 where he studied Civil Engineering. He bagged his Master’s certificate in Civil Engineering from the University of Ibadan in 2005 and later proceeded to Ahmadu Bello University (ABU), Zaria, where he bagged his PhD in Civil Engineering in the year 2010.

Bello began his lecturing career in 2007 and has taught in various institutions including his alma mater, where he started out.

NCC Enlightens UNIBEN Students on Rights, Roles in Telecom Industry

The Nigerian Communications Commission has urged students to know their rights and roles as consumers in the telecommunication industry.

At a programme held at the University of Benin with a theme: “Telecom Consumer Rights Awareness: the role of Students”, the organizers said the idea behind the enlightenment campaign is to give the student real understanding of their rights as telecom consumers and roles in the telecom industry as university students.

In her welcome address, Assistant Director, Consumer Affairs Bureau of NCC, Mistura Aruna, said the programme is one of the various consumer-centred initiatives of the NCC targeted at creating awareness for students of tertiary institutions on their Rights and obligations as telecom consumers as well as sensitising them to several initiatives put in place for Consumer Protection and Empowerment.

She said, “The Telecom Campus Conversation forum is one of the various consumer-centred initiatives of the Nigerian Communications Commission targeted at creating awareness for students of tertiary institutions on their rights and obligations as consumers in the telecommunication industry as well as sensitizing them on several initiatives put in place for the purpose of Consumer Protection and Empowerment.”

Also, Director of Consumers Affairs, Efosa Idehen, said, “The project was launched in 2020, though the first leg of the campaign took place at the University of Abuja a week ago, while the second edition is taking place here at the University of Benin.”

“The students must be enlightened on the need for SIM registration and the importance of SIM linkage with National Identification Number,” he added.

He said the regulatory agency has various means mapped out to educate consumers on their rights including ‘Market Discussion’ for market people, ‘Students Conversation’ for students, ‘NYSC Conversation’ for corp members.

According to Idehen, others includes ‘Professional Conversation’ for professionals in various fields and ‘Village Square’, an online programme.

He also emphasized the need for cyber security as various numbers dedicated for different purposes were called out to students.

Students with ‘fast fingers’ also benefitted from recharge cards that were called out at intervals at the event.

Ikoyi Building Collapse Update: Owner Femi Osibona’s Body Found

Body of Fourscore MD, Femi Osibona, Owner of the collapsed 21 storey building at Ikoyi, has been found dead.

Earlier today, Lagos State Governor Babajide Sanwo-olu was at the scene answering questions from the Press and families looking for their loved ones in the rubble.

On November 1, 2021, the 21 storey building at Ikoyi South-west Nigeria collapsed, leaving many trapped. Over 32 bodies have been recovered so far.

Some other 19 are in the hospital receiving treatment.

Six Federal Universities Become Centres of Excellence in Procurement

The Nigerian government is set to implement the Sustainable Procurement, Environmental and Social Standards Enhancement (SPESSE) Project to produce experts in procurement, environmental and social standards in the country.

Six federal universities have been selected to host the Sustainable Procurement, Environmental and Social Standards Centres of Excellence (SPESSCEs) for the implementation.

The selected universities are the Abubakar Tafawa Balewa University (ATBU), Bauchi; Ahmadu Bello University (ABU), Zaria; the Federal University of Agriculture, Makurdi (FUAM); the Federal University of Technology, Owerri (FUTO); University of Benin (UNIBEN) and University of Lagos (UNILAG).

This is the first time this will be happening in higher education in Nigeria, said Dr. Joshua Atah, project coordinator SPESSE Project Implementation Unit at the National Universities Commission (NUC).

SPESSE is a multi-sectoral project with support from the World Bank. It will address training, professionalisation and research in procurement, environmental and social standards.

National Universities Commission (NUC), Bureau of Public Procurement (BPP), Federal Ministry of Finance, Budget and National Planning, Federal Ministry of Environment and Federal Ministry of Women Affairs and Social Development will be implemented it.

SPESSE was launched by Vice President Yemi Osinbajo, at the NUC, Abuja, on October 28 with the aim to establish strategic partnerships with leading international research funding research performing and international capacity building organisations and top-performing institutions.

While addressing a stakeholders’ meeting, recently, Executive Secretary of NUC, Prof. Abubakar Adamu Rasheed, said he was excited at the potential of SPESSE and the possibilities that it offered both the public and private sectors of the Nigerian economy. He stated that the six centres were selected through a very objective, competitive and rigorous selection process, while the project was designed with the full participation of the private sector, including the Nigerian Economic Summit Group, which represented the Industry in the design of the curricula by NUC.

By developing curricula aligned with international standards, setting up the centres of excellence and supplying qualified professionals, SPESSE will improve, significantly, Nigeria’s capacity for procurement, environmental and social standards.

Rasheed commended the vice-chancellors of the selected universities for the key roles they played in developing the winning proposals and urged them to continue to support the centres for the benefit of their universities, the Nigerian University System (NUS) and the country in general.

The project task team leader at the World Bank, Chief Bayo Awosemusi, disclosed that SPESSE, being the first of its kind for both the World Bank and Nigeria, will be the hub for Africa.

He commended Rasheed for his unprecedented commitment to the success of the project.

Hollywood: 200 Cinematographers Effect Change by Signing Pledge To Never Work With Real Guns Again

A collection of 200 prominent cinematographers joined together to sign a group statement calling for a ban on functional firearms on the sets of their projects. 
The move comes in the wake of the death of cinematographer Halyna Hutchins, who was shot and killed on the set of “Rust” when a gun being held by actor Alec Baldwin that he was informed as a “cold gun” somehow fired a live round. 
The incident has sparked a huge conversation in show business regarding the use of real firearms on sets, regardless of whether or not they’re loaded with blanks or dummy rounds.

In the open letter explaining the decision, the group directly references the death of Hutchins. 

“Halyna Hutchins was an incredible rising cinematographer who passionately loved her job and cared about the images she created. She was a friend, a colleague, a part of our cinematography community. Her death on October 21, 2021 by a live firearm expelled on the set of the film ‘Rust’ was senseless, negligent and avoidable,” the statement reads.
“We are Halyna Hutchins’ fellow  Directors of Photography and we are vowing to not let her death be in vain. We are calling for immediate action from our union leadership, our producers and our lawmakers to affect unified change on our behalf: BAN all FUNCTIONAL FIREARMS on set.”

From there, the letter declares that those who signed it have therefore pledged to use alternatives like VFX rather than allow real firearms on their sets, regardless of what they’re loaded with.
“We vow to no longer knowingly work on projects using FUNCTIONAL FIREARMS for filming purposes. We vow to no longer put ourselves and our crew in these unnecessarily lethal situations. We have safe alternatives in VFX and NON-functional FIREARMS. We won’t wait for the industry to change. We have a duty to effect change within the industry ourselves,” the statement adds.

Update: Halyna Hutchins Family Retains Legal Counsel

Halyna Hutchins’ husband has retained legal representation and reportedly plans to file a wrongful death suit following the accidental shooting incident on the movie set of “Rust.” 

Hutchins was killed on the set of the indie-western in New Mexico on October 21 after actor Alec Baldwin fired a gun during rehearsal that he was told was “cold.” The cinematographer was killed and director Joel Souza was left wounded. In the wake of the tragedy, authorities are investigating the incident and whether or not criminal charges are in order for any of the parties involved. 
Meanwhile, a representative for Hutchins’ family confirmed to Newsmen on Wednesday that her husband, Matt, has retained the legal counsel of Panish Shea Boyle Ravipudi with Brian Panish acting as lead lawyer. 
The statement noted that the lawyers did not plan to issue any official statement at this time regarding what their plans are in terms of any kind of legal case. However, the group’s website notes that they specialize in personal injury and wrongful death suits. 

Matt is a himself who works in corporate law. He also has a background in entertainment law.

Sen. Marshall Slams ‘Bullying’ By Military On Vaccine Mandate, Vows To Back Service Members Seeking Exemptions

U.S. Senator Roger Marshall has expressed disdain with the White House’s decision to penalize service members who refuse to comply with the vaccine mandate, up to and including discharge from the services. 

Marshall explained that what inspired him to get support for the COVID-19 Dishonorable Discharge Prevention Act, introduced in Sept., was Biden administration support for dishonorably discharging unvaccinated service members.

“What really lit my fire was when I heard the White House say, we want them to have a dishonorable discharge.”
“So next week is Veterans Day. We’re honoring them this week of the president of the United States dishonoring our military members,” said Marshall. 

“I would use the term bullying, you know, the military has its ways,” Marshall said, referring to his own time in the Army Reserve for seven years and his father’s, brother’s and own son’s military service. 
“So I get it. They’re able to bully people if they want you to do something and they’re able to put its peer pressure plus. And you know, it works.”
The Kansas senator said that dishonorable discharge is “the biggest” threat facing military members who are doing their duty and love their jobs.

He outlined a series of penalties associated with a dishonorable discharge including surrendering of firearms or ammunition, termination of the Department of Veterans’ Affairs (VA) home loans and medical benefits, and no access to the GI Bill for furthering education. 
During a press conference Thursday morning, GOP Sens. Marshall, Rick Scott of Florida, Roger Wicker of Mississippi and Kevin Cramer of North Dakota were joined by First Liberty Institute’s general counsel, Mike Berry, to discuss the COVID-19 Discharge Prevention Act, an amendment they introduced in the National Defense Authorization Act (NDAA). 
Berry is representing 40 active-duty Navy SEALs seeking religious exemptions to the vaccine mandate. 

Marshall also told said that vaccine mandate is going to “exacerbate inflation.”
“This vaccine mandate is going to worsen an already bad labor shortage problem that’s going to create more supply bottlenecks and that’s going to lead to more inflation, higher unemployment rates. So you’re going to see this vicious, vicious cycle. So Joe Biden’s biggest problems? He’s just going to keep making worse.”
