EFCC: Lekki now hotbed of cyber crime

The Economic and Financial Crimes Commission (EFCC) has declared Lekki, the fast-developing upper-middle-class area of Lagos Metropolis as the new hub of internet-related fraud.

EFCC, in a statement signed by its Head of Media and Publicity, Wilson Uwujaren, said data from an investigation of activities of the Lagos Command for the second quarter of 2021, “indicates that Lekki District is the preferred location for all manner of cyber fraud syndicates.

He said that between April and June 2021, the Advance Fee Fraud and Cyber Crime Sections of the Command recorded a total of 402 internet-related fraud arrests.

According to him, while the Advance Fee Fraud Section was responsible for 243 arrests, the Cyber Crime Section executed 18 sting operations which resulted in 159 arrests, from which 13 convictions have so far been recorded.

Over 13,000 Projects Abandoned In Niger Delta – NDDC Audit Report

The Minister of Niger Delta Affairs, Senator Godswill Akpabio has said the Forensic Audit Report of the Niger Delta Development Commission (NDDC) indicated that there are over 13,000 abandoned projects within the coastal region.

Senator Akpabio disclosed this in Abuja on Thursday when he submitted the report to President Muhammadu Buhari through the Attorney General of the Federation (AGF) and Minister of Justice, Abubakar Malami (SAN).

“The report of the audit committee showed that there are over 13,000 abandoned projects in the Niger Delta and even before the submission of the report some contractors have returned to site on their own and completed about 77 road projects.

“Although the exercise had a checkered history, I thank Mr President and all those who supported and ensured its success,” the minister stated.

He added that the exercise was not done to witch-hunt anyone, but to ensure that the huge sums of funds allocated for developing the region are put to good use.

According to Akpabio, the Niger Delta region has remained backward since 1958 in spite of efforts by successive governments through the creation of various interventionist programmes and projects, a situation he says is changing.

Meanwhile, President Muhammadu Buhari has vowed that the Federal Government will ensure it recovers over N6 trillion allegedly misappropriated in the running of the NDDC between 2001 and 2019.

Buhari who spoke shortly after he received the Forensic Audit Report from Akpabio, claimed that there had been evidence of substantial compromise in the execution of at least 13,777 and the existence of “multitude of NDDC’s bank accounts amounting to 362” which lacked proper reconciliation of accounts.

Consequently, the President directed that the report of the forensic audit on the NDDC be forwarded to the Federal Ministry of Justice for necessary action.

Malami, after receiving the report, assured that it would be critically analysed for necessary action and implementation.

In October 2019, Buhari ordered a holistic forensic audit on the activities of the NDDC from when it was established till August 2019, in response to the yearnings of the people to make the Commission more effective and result oriented.

The President said there was nothing tangible on the ground in the region to show for the huge funds committed over the years through the Commission.

He noted that his administration was concerned about the colossal loss occasioned by uncompleted and unverified development projects in the region, and how the citizens have for long been deprived of the dividends of democracy.

In New Policy, FG Shifts Responsibility Of Displaced Indigenes To State

Minister of Humanitarian Affairs, Disaster Management and Social Development Sadiya Umar Farouq has disclosed the decision of the federal government to allow states to take responsibility for Internal Displaced indigenes.

Farouq in a statement by her Special Assistant on Media, Nneka Ikem Anibeze said the Federal Executive Council (FEC) approved the National Policy on Internal Displacement (IDP) after her policy presentation to the house.

“The State Government is responsible for the welfare of its indigenes while the Federal Government is concerned with the welfare of all Nigerian citizens.

“In times of humanitarian challenges, the State Government has the primary responsibility while the Federal Government intervenes as required.” The Minister said.

In her presentation, the minister noted that the policy will provide a platform for all relevant actors in the Humanitarian and Development space to key in and contribute towards a common goal.

This, she said includes the Ministry of Communication and Digital Economy, whose role on managing digital identities of IDPs in collaboration with the Ministry of Humanitarian Affairs is also clearly captured in the draft document.

“The overall goal of the policy is to strengthen the institutional mechanism and frameworks for the realization of the rights, dignity and well-being of vulnerable populations through mitigation of the impact and achievement of durable solutions to Internal Displacement in Nigeria”.

Farouq stated that the Ministry will coordinate the implementation of the National IDP policy through the Civil-Security Cooperation (CISEC) framework which is already providing a platform for the coordination of responses between the Government, civilians and security apparatus in humanitarian settings.

“The coordination of the IDP policy will be one more chip that falls into place in Government’s strategic methods of improving and ultimately resolving internal displacement.

However, the Federal Government will be responsible for ensuring that the framework for protection and assistance through this Policy is being adhered to by all actors, across all tiers of Government and across all sectors”.

Having obtained approval for the policy, a multi-sectoral structure will fully emerge to ensure that all individual actions by all actors are aligned to an overall plan, with set objectives and targets which include resolving various challenges faced by displaced persons, mitigating disasters, providing relief, conflict resolution, supporting rehabilitation efforts, social protection, preventing encampment and facilitating durable solutions.

Since its inception in 2019, the Ministry has been coordinating responses to humanitarian issues affecting the country.

It has also been responding to disasters while building the capacity of responders and actors within the disaster management sector, to adequately mitigate and prevent disasters from occurring.

COVID-19 pandemic has increased substandard products –NAFDAC

The Director-General of the National Agency for Food and Drug Administration and Control, Prof. Mojisola Adeyeye, has said that the COVID-19 pandemic aggravated the challenge posed by substandard Personal Protective Equipment.

Adeyeye was represented by Director, Narcotics and Controlled Substances, NAFDAC, Umar Musa, at the continuation of the nationwide sensitization programme in Benin on Thursday.

She said that it has become apparent to let the public know that unregulated goods and products are harmful to health.

She said, “It is clear that the advent of the COVID-19 pandemic has aggravated the problem with the challenge posed by substandard and falsified Personal Protective Equipment in Nigeria. The campaign would address the public health challenges like the dangers of buying medicines from hawkers instead of from only licensed pharmacies and medicine stores.

“The sensitisation effort would also look at the abuse of Codeine and self-medication especially among youths, the dangerous effects of using Kerosene tanker to load groundnut oil, the dangerous practice of using potassium bromate to bake bread and the use of Azo-dyes in palm oil which causes cancer.

“Other things the campaign will also address are the dangers of using sniper to preserve any type of food or to keep flies away from meat, dangers of transfat and consumption of excessive oil, use of formalin on food and its associated health hazards and low level of exclusive breastfeeding practice by lactating mothers and its associated health hazards.

The NAFDAC boss said that the Public Awareness Campaign is one of the veritable regulatory mechanisms put in place by the agency to promote and protect the health of Nigerians.

She noted that the key objective of this sensitization programme is to intensify and expand the scope of our informal and formal behaviour change communication strategies to reach the vulnerable communities, especially at the grassroots.

“Also, the dangers of wrong use of pesticides and insecticides, wrong use of chemicals and its hazardous effects, as well as the problem of antimicrobial resistance arising from animal meat, will also be on the front burner as the sensitisation train moves all over the country,” she added.

1.2m Nigerians receiving treatment for HIV/AIDS –CDC

Over 1.2 million Nigerians are currently receiving treatment for HIV/AIDS, according to the US Centre for Disease Control and Prevention in Nigeria

The Communication Specialist, US CDC Nigeria, Halilu Usman disclosed this in Abeokuta.

Usman was speaking with journalists during a two-day Investigative Health Care Reporting workshop organised by the International Press Centre, Nigeria.

The IPC is a leading media development and press freedom organisation dedicated to building media capacities for democracy and development.

Speaking virtually at the workshop, Usman said the US CDC Nigeria “is supporting children living with HIV or dying from HIV related diseases by providing free medications.”

The Centre, Usman added, is also supporting the Nigerian government by offering HIV/AIDs prevention and testing services as well as treatment support.

He said, “the agency tested five million Nigerians in 2020 and found 200,000 HIV positive people.

“The 200,000 people who tested positive have been put on life-saving treatment with the support from the centre.”

Also speaking at the workshop, the executive director of IPC, Mr. Lanre Arogundade urged journalists not to neglect other important health issues because of the global focus on COVID-19.

Arogundade who made a presentation based on a study on Media Report of Health-Related Issues conducted in December 2020, said health journalists should look beyond COVID-19 and focus on accountability, transparency issues in the health sector. 

Speaking virtually at the workshop, the Country Director, US Department of Defense’s Walter Reed Army Institute of Research, Dr. Laura Chittenden says malaria eradication should not be neglected, disclosing that the institute has supported efforts to combat malaria in Nigeria.

Tambuwal prohibits sales of all animals in some of Sokoto’s special markets

As a measure to curb rising insecurity in Sokoto State, Governor Aminu Waziri Tambuwal has imposed a movement restriction on tricycles and motorcycles in both the metropolis and 14 other local governments of the State with immediate effect.

Tambuwal who termed the restriction as Executive Order in response to the security challenges added that no more sales of petroleum products in jerricans, just as he directed motorists in 13 local government areas of the State are not allowed to buy more than N5,000 worth at a time.

He stressed further that he is exercising the powers conferred upon him by subsection (2) of Section 176 of the Constitution of the Federal Republic of Nigeria 1999, to issue the order to be known as Security Challenges (Containment) Order, Tambuwal further banned sales of animals in markets of 13 local government areas of the state.

Nigerians can’t know actual quantity of fuel consumed – NNPC

Group managing director of the Nigerian National Petroleum Corporation (NNPC), Mele Kyari has said it is difficult for Nigerians to know their actual fuel consumption.

Spokesman of the NNPC, Garba Deen Muhammad, in a statement on Thursday, said Kyari stated this in his presentation at an interactive session organised by the joint Senate committee on the 2022-2024 Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP).

The GMD attributed the situation to what he claimed to be “criminal activities of fuel smugglers.”

Kyari, according to the statement, stressed that the activities of smugglers have made it difficult for the country to determine the actual consumption figures for petrol, noting that the corporation can only know what was trucked out from loading depots across the country but cannot determine how much of that was consumed in-country.

FG urges quick industrialisation to boost economic growth

The Federal Government of Nigeria has called on private sector players particularly in manufacturing to accelerate the adoption of industrialisation for improved productivity, as this will have ripple effect on economic growth.

The government made the call at a roundtable on industrialisation in Africa, organised by the Manufacturers Association of Nigeria (MAN) themed “Positioning African industries for economic transformation and continental free trade” held in Lagos on Thursday.

Vice President Yemi Osinbajo, in his keynote address said it has become urgent to accelerate the adoption of industrialisation to hasten growth and also catch up with constantly improving activities in the global space.

Pastor Chris Oyakhilome lays the foundation for a free primary school in Ewu, Edo State after the recent launch of a free school in Adamawa State, Nigeria

In contribution to Early Childhood Education and Development, the InnerCity Mission for Children, an active Member Agency of the Chris Oyakhilome Foundation International held the Ground-Breaking Ceremony of the InnerCity Mission School, a free nursery and primary School in the home town of the international evangelist, Ewu Community, Edo State, South-South Nigeria.

The epoch-making event had in attendance, Member of the Central Executive Council, Esteemed Evangelist Eddy Owase, Regional and Zonal Pastors as well as Leaders of Ewu Community.

The project under its Inner City Mission is to incorporate a hospital and sports facility in the master plan.

Engr. Fidelis Edokpa, president of Ewu Progress Foundation under whose supervision the land for the project was secured for the Foundation, told Radio Esan in Ewu that the project is a replica of many others being established by Pastor Chris Oyakhilome across Nigeria as part of his contribution to the educational advancement of the Nigerian Society.

He said ‘this project on completion will contribute to the development of Ewu and Esan community through employment opportunities and quality education for the younger generation.

On behalf of his organization and the entire Ewu Community, Edokpa wholeheartedly thanked the Chris Oyakhilome Foundation and all those behind the facilitation of the project and prayed that God almighty guide and empower the donor to complete and operate the project in record time.

The project is to be sited in an expanse of land in the new market axis of Ewu accessible by the constituent’s community making up Ewu Kingdom.

Dignitaries present at the ground breaking foundation laying ceremony include: officials of the Inner City Mission of Christ Embassy Church, Community Leaders, representatives of all the sisters organizations of Ewu Kingdom including PA Jerome Idiata of the Eilukhide Social Cultural Organization.
