Tanzania To Swear In First Female President

Tanzania is set to swear in the country’s first ever female vice president, Samia Hassan Suluhu, as president for the unexpired period of the recently deceased head of state’s five-year term as required by the country’s constitution

She will be Tanzania’s first female president and also the first in East Africa.

After consulting with her Chama Cha Mapinduzi ruling political party, Suluhu will propose her possible successor as Vice-President – with the official appointment being confirmed by the National Assembly via votes of no less than fifty per cent of all the Members of Parliament.

Born in 1960 in the Sultanate of Zanzibar, Suluhu has an international education and holds a postgraduate degree in economics among other qualifications.

She was a parliament member for the Makunduchi constituency from 2010 to 15 and has been Minister of State in the Vice-President’s Office for Union Affairs since 2010.

In 2014, she served as the vice-chairperson for the Constitutional Assembly which was tasked with drafting Tanzania’s new constitution.

Spain’s Parliament Makes Euthanasia And Assisted Suicide Legal

Lawmakers in Spain have legalized euthanasia and assisted suicide for people who have incurable or unbearable diseases who choose to end their lives.

On Thursday, Spain’s lower house of parliament voted 202 in favour of the bill, 141 against it and 2 abstentions.

Speaking after the vote, Health Minister Carolina Darias told lawmakers that the day was significant as the legislation highlights the recognition of human rights and the transition into a more humane and fair society.

The law which is available for adults with legal residence in Spain, will take force in three months in order to give time to set up regional control committees which will be responsible for reviewing and authorizing related requests.

However, a doctor can reject the request if the requirements have not been met or withdraw from taking part in the procedure on grounds of conscience while the request must be approved by a second medic and by an evaluation body.

Spain has the world’s fourth-highest life expectancy but until now, helping someone end their life in Spain carried a jail term of up to 10 years. However, countries like Belgium, Luxembourg and the Netherlands have already legalised euthanasia.

Although Portugal’s parliament passed a similar law in January, it was blocked this week by the Constitutional Court.

The new legislation is facing staunch opposition from hard right and religious groups with far-right Vox party saying it will challenge the law before the Constitutional Court.

According to a 2019 opinion poll Almost 90% of Spaniards are in favour of decriminalising euthanasia or assisted suicide.

South African Police Watchdog Investigates Allegations of Student Shot During Protest

South Africa’s police watchdog, the Independent Police Investigative Directorate is investigating allegations of police involvement after a student was shot and wounded during the national shutdown in Braamfontein.

IPID confirmed that officials are interviewing the young woman.

The South African Police Service (SAPS) has denied using rubber bullets during the protest on Monday.

IPID spokesperson Ndileka Cola said the police watchdog hoped to get more clarity from the student’s medical report to determine if she was shot with rubber bullets.

The police watchdog said it had seen the video footage of students helping the young woman cover the wound, which has been circulating on social media.

However, police deny using anything other than a water cannon and smoke grenade during the demonstration.

Kanye West’s Net Worth Rises Up To $6.6 Billion

American music rapper, Kanye West is now worth $6.6 billion, this is according to a new Bloomberg report, in large part because of his Yeezy sneaker and apparel.

The 43-year-old rapper is currently facing a divorce from his wife Kim Kardashian. But the couple reportedly signed a prenuptial agreement and neither party is contesting the terms of the document.

It was confirmed that West new net worth is a significant increase from the amount that he was reported as being worth back in April 2020 by Forbes.

West’s sneaker and apparel business Yeezy, which is now in partnership with Adidas AG and Gap Inc., is valued between $3.2 billion and $4.7 billion by UBS Group AG.

The value of the new Gap collaboration with Yeezy, which is scheduled to hit stores this summer, “could be worth as much as $970 million of that total,” Bloomberg reported, citing a bank estimate.

He has full solo ownership and creative control of the Yeezy brand and signed a 10-year agreement to design and sell clothes under the Yeezy Gap label in 2020. West also has $122 million in cash and stock and $110 million from his music catalogue, alongside $1.7 billion in other assets, including estranged wife Kim Kardashian’s SKIMS business.

In April 2020, West claimed at the time that his net worth was more than $3 billion after Forbes reported that his net worth was much lower than he claimed. Forbes reported that the rapper is worth $1.3 billion, according to a previous report.

Despite the business magazine’s analysis, West maintained that his net worth is higher, and reportedly texted Forbes, “It’s not a billion. It’s $3.3 billion since no one at Forbes knows how to count.”

United Nations Says Corona-virus May Become Seasonal Disease

The United Nations says Covid-19 may possibly develop into a seasonal disease and warned against easing so-called pandemic-related measures

The projection was contained in a report by an expert team tasked with investigating claims of potential meteorological and air quality influences on the spread of the coronavirus.

The team set up by the UN World Meteorological Organization noted that respiratory viral infections are often seasonal, especially during the autumn-winter peak for influenza.

In the report the experts focused mainly on outdoor meteorology and conditions in air quality stating that laboratory studies have shown some evidence that the coronavirus survives much longer in cold and dry weather.

They also buttressed that evidence surrounding the impact of air quality on the virus remains unsatisfying.

The dynamics of so-called Covid-19 transmission for now, seem to be heavily influenced by interventions by government such as mask mandates and travel restrictions more than changes in weather conditions.

On that premise the task team concluded that changes in weather and climate conditions alone should not be the reason for easing anti-Covid restrictions and interventions.

It has been over a year since the coronavirus first showed up in China, and there are still many mysteries as well as controversies surrounding the spread of the illness.

However according to analysts, it remains unclear whether meteorological influences have substantial impact on rate of spread of the disease under real world conditions.

Tanzanian Government Confirms President Magufili’s Death

The Tanzanian government has announced the death of President John Magufuli.

Vice-president of Tanzania, Samia Suluhu Hassan, confirmed his this in a live television broadcast Wednesday evening.

According to him, the president died of heart complications at a hospital in Dar es Salaam, former capital of Tanzania.

He was aged, 61.

FEC approves $1.5bn for rehabilitation of Port Harcourt refinery

The Federal Executive Council (FEC) has approved the sum of $1.5 billion for the rehabilitation of the largest refining company in the country, the Port Harcourt Refinery.

The Minister of State for Petroleum Resources, Chief Timipre Sylva, disclosed this to State House Correspondents after the weekly virtual FEC meeting, presided over by President Muhammadu Buhari at the Aso Rock Presidential Villa, Abuja.

According to the Minister, the rehabilitation will be done in three phases of 18, 24 and 44 months, adding that the contract was awarded to an Italian company, Tecnimont S.p.A, a global leader in refinery maintenance.

He said the funding has three components from Nigerian National Petroleum Corporation (NNPC) Internally Generated Revenue (IGR), budgetary allocations provisions and Afreximbank.

The Minister also assured that local content is fully involved in the job.

“The Ministry of Petroleum Resources presented a memo on the rehabilitation of Port Harcourt refinery for the sum of 1.5 billion, and that memo was $1.5 billion and it was approved by council today.

“So we are happy to announce that the rehabilitation of productivity refinery will commence in three phases. The first phase is to be completed in 18 months, which will take the refinery to a production of 90 percent of its nameplate capacity.

“The second phase is to be completed in 24 months and all the final stages will be completed in 44 months and consultations are approved and I believe that this is good news for Nigeria,” he said.

Addressing the problem of refineries maintenance, which has dogged the nation’s four refineries over the years, Sylva said the refineries would be handed over to operations and maintenance firms to manage for the country.

He added that the management aspect for the refurbished refineries was part of the conditions given by lenders of the funds for the maintenance project, adding that the condition had been embedded in the agreement.

“On the other very germane question about operations and maintenance. That has been a big problem for our refineries, as we all know, that was also exhaustively discussed in Council and the agreement is that we’re going to put a professional Operations and Maintenance company to manage the refinery when it has been rehabilitated.

“In any case, it is actually one of the conditions presented by the lenders, because the lenders say they can only give us the money if we have a professional operations and maintenance company, and that already is embedded in our discussions with the lenders and we cannot go back on that.

He said the issue of funding for the project had been sorted out, explaining that “I want to answer that the funds are all in place and work will commence forthwith.

“There are components various components to the funding: there is funding from NNPC internally generated revenue, there is funding from the budget and there is also debt funding. For the lenders, we are dealing with AFREXIM and they are very committed to us, we have actually concluded discussions with AFREXIM,” he said.

On how the country settled for an Italian company, instead of the original builders, he said “we found out from the original refinery builders that they are not in the business of rehabilitating refineries, they are in the business of building refineries. So they actually pointed us to a rehabilitation company that we’re dealing with now.”

He also said the interest of local contractors has been covered in the maintenance project, saying “NCDMB is fully part of the contracting process and has safeguarded the interest, adequately, of our local contractors, so our local people will be fully involved with the Tecnimont S.p.A.”

He assured that the other refineries in Kaduna and Warri would also be rehabilitated, explaining that their works would commence before the end of the current administration.

“On the last question, which is when the other refineries will also be rehabilitated? Discussions are ongoing. We want to take one at a time and I want to assure you that before the lifetime of this administration expires, work on all the refineries would have at least commenced,” he said.

Why Apapa gridlock persists despite e-Call-up systems – official

Residents and motorists along Oshodi Apapa Expressway have continued to languish in pain as activities of trucks and tanker drivers paralysed traffic movement along the axis despite introduction of electronic Call Up System in the port operation.

Meanwhile, an official of the traffic management enforcement team of the Lagos State who preferred anonymity, blamed the current gridlock to lack of coordination on the part of Nigerian Port Authority and Officials of the Nigerian Union of Petroleum and Natural Gas Workers, NUPENG on operation of the e-call up system.

According to the source , “We have some challenges in controlling traffic particularly at Oshodi-Apapa Expressway axis presently.. 

“The reasons are not far fetched. Firstly, we are handling the case in phases. We are presently dealing with issue of gridlock from Ijora- Area B axis into the NPA.  

“We can’t be in both places at the same time. We are moving into Oshodi- Apapa any moment from now. Alsontge issue of uncompleted road construction work is also impending traffic in the axis.

“Secondly, the contractor, HITECH, handling road construction has assured us to fast track completion of the work which we expected them to deliver in the next two weeks to alleviate traffic movement on the axis.

“Thirdly, you will notice that majority of trucks along Oshodi- Apapa Expressway are tankers because they were originally not in the e-call up system arrangement.

“What we are currently doing is to harmonise the tanker operations into the current arrangement. We have concluded plans to engage them on the need to key into the present arrangement before we begin enforcement proper of impounding their vehicles.”

Meanwhile, a stakeholders’ meeting will be held today, Thursday, by Apapa property owners and residents to chart the way forward in addressing the current gridlock despite introduction of e- call up system.

The meeting which i is expected to make far reaching decisions to be binding on stakeholders.

Recall that trucks had on Monday, stormed Oshodi-Apapa Expressway and Ijora- Apapa highways following report of collapsed Electronic-Call up system machine, resulting in total gridlock as residents and motorists were stranded for several hours on the road.

The situation was worsened as traffic law enforcement agents abandoned traffic control to miscreants and officials of port unions. No official of the newly created Lagos State Special Traffic Management Enforcement Team could be seen at the gridlock points.

NPA had commenced the new electronic- Call Up System into the administration of port operations from February 27, 2021, as part of measures to ensure free flow of traffic in Apapa access port areas and environs

Head of the Lagos State Special Traffic Management Enforcement Team, the Special Adviser to the Governor on Transportation, Oluwatoyin Fayinka, had also blamed the development on communication breakdown, even as the team uncovered scandal involving counterfeiting of call up tickets, tagged; “Eto” by truck drivers and owners to beat security agent put on ground manage traffic.

However, with this development there seems to be no end in sight over Apapa gridlock on the shortest possible time.

John Magufuli, President of Tanzania Dies At 61

President of Tanzania John Magufuli has died, the country’s vice president announced, after weeks of uncertainty over his health and whereabouts.

In a televised address to the nation late on Wednesday, Vice President Samia Suluhu Hassan said the 61-year-old president had died of a “heart condition”, which he had suffered for a decade, at a hospital in Dar-Es-Salaam.

Magufuli had first been briefly admitted to the Jakaya Kikwete Cardiac Institute on March 6, but was subsequently discharged, Hassan said on state television. But he was rushed to hospital again on March 14 after feeling unwell.

After the death was announced, opposition leader Zitto Kabwe said he had spoken to Hassan to offer condolences for Magufuli’s death.

“The nation will remember him for his contribution to the development of our country,” Kabwe said in a statement published on Twitter.

According to Tanzania’s Constitution, Hassan, 61, should assume the presidency for the remainder of the five-year term that Magufuli began serving last year after winning a second term.

A vocal COVID-19 sceptic, Magufuli had last appeared in public on February 27 and top government officials had denied that he was in ill health, even as speculation swirled online that he was sick and possibly incapacitated from illness.

Magufuli had long downplayed the severity of COVID-19, rather urging Tanzanians to pray, use steam inhalation and embrace local remedies to protect themselves from the respiratory disease.

Nicknamed the “Bulldozer”, Magufuli was elected in 2015 on promises to tackle corruption and boost infrastructure development. He won a second term in a disputed poll last year.
