Councils Miss Education Plan Deadlines For Children With Complex Needs

Thousands of children in England with complex needs are missing out on support as councils fail to meet care plan deadlines.

Councils have a legal time limit of 20 weeks, in most cases, to issue an education, health and care plan (EHCP), after a parent or school asks for one.

According to reports, eight councils have met the deadline in fewer than 5% of cases, from April to December last year.

Councils have blamed growing demand and insufficient funding as cause of the delays.

An EHCP sets out the extra help a child needs to access education, on top of what is available through special education needs support.

Examples of extra support might include one-to-one lesson time, or help to learn at home for those with such complex needs that school is unsuitable.

Staffordshire County Council, who apologized to the family for the delays, said a significant increase in requests for EHCP assessments has been made worse by a shortage of educational psychologists and has now recruited more.

PM Inaugurates Boarding School for Visually Impaired Persons in Ethiopia

Ethiopian Prime Minister, Abiy Ahmed has inaugurated the Sheikha Fatima Bint Mubark boarding school in Addis Ababa for visually impaired persons.

The boarding school was built in collaboration with Sheikha Fatima, the mother of Sheihk Mohammed bin Zayed, the President of the United Arab Emirates (UAE).

The school, which will receive students from grade 9 to 12, encompasses vital services convenient for visually impaired students including classrooms, cafeteria, library and other state of the art facilities.

Abiy said learning from the success of this school for the blind, he stressing the need to make sure that city infrastructure built will pay attention to the needs of those with disabilities.

He added that the newly inaugurated state of the art and very unique boarding school will receive more than 300 blind students from across the country.

Noting that the government’s development projects focus on citizens with low income, Abiy affirmed that development projects being carried out in Ethiopia aimed at benefiting citizens with low income will continue to intensify.

He also extended gratitude to Sheika Fatima Bint Mubarak for the support extended to this noble cause,

First Lady Zinash Tayachew for her part said the development projects being undertaken by the office of the first lady aim at easing the burden of low income segment of the society.

She extended gratitude to all that contribute to the successful implementation of the project including Sheikha Ftima.

Humanity Department Chancellor at the University of Sheihk Mohammed bin Zayed, Kelifa Mubarek said representing Sheikha Fatima that UAE and Ethiopia are enjoying strong bilateral relations and the newly inaugurated boarding school is the manifestation of this cordial partnership.

The bilateral relations of the two countries have been strengthening particularly following the official visit made by President Sheihk Mohammed bin Zayed in 2018 to Ethiopia.

EPL: I’m Closer To Leaving Than Staying At Man City – Guardiola

Manchester City Manager, Pep Guardiola has said that he is “closer to leaving than staying” with the Premier League champions.

Guardiola was speaking on Sunday after a 3-1 win over West Ham saw them win the title for the fourth consecutive year.

The former Barcelona and Bayern Munich boss has now won the English top flight six times.

Guardiola has one year left to run on his contract at the Etihad and he said he has yet to decide on his future.

“The reality is, I’m closer to leaving than to staying,” he told Sky Sports.

“It’s eight years; it will be nine. Right now, my feeling is I want to stay next season. We talked with the club. We have time to talk next season because I have to see the players as well; if they follow me, they follow us.”

Arsenal’s manager, Mikel Arteta,has addressed the crowd after beating Everton and finishing second in the Premier League.

The Gunners beat Everton 2-1 on Sunday, but ultimately lost the title to Manchester City, who defeated West Ham 3-1 at the Etihad.

It is the second successive year Arteta’s men are losing the title to City.

Arteta told fans: “All this is happening because you started believing, you started to be patient and started to understand what we tried to do. All the credit has to go to the players and the staff. Don’t be satisfied. We want much more than that and we’re going to get it.”

Arsenal missed out on a first Premier League title since 2004 despite beating Everton as Manchester City took the glory.

To be crowned champions, the Gunners needed to beat the Toffees and hope City failed to win against West Ham.

Arsenal suffered a setback when Idrissa Gueye’s deflected free-kick put Everton in front, although Takehiro Tomiyasu equalised three minutes later.

While Arsenal did eventually hold up their end of the bargain with Kai Havertz’s late winner, ultimately City’s victory over West Ham took matters out of their hands.

Phil Foden’s early double for City at Etihad Stadium effectively ended the lingering hopes Arsenal had of a first title in 20 years.

The Gunners were further frustrated as Everton took the lead in north London despite the home side’s dominance.

After Thomas Partey fouled Dwight McNeil 25 yards out, Gueye’s free-kick took a huge deflection off the forehead of Declan Rice and flew into the net past the wrong-footed David Raya.

Arsenal responded quickly, Tomiyasu equalising with a fine low finish from the edge of the area following a pull-back from Martin Odegaard.

Havertz and Emile Smith Rowe both struck the woodwork in the second half, as belief visibly drained at the end of a long, losing battle for silverware.

Arsenal did find the winner, however, although it came in controversial circumstances.

After Havertz tucked the ball in from close range, the video assistant referee recommended that the goal should be disallowed for a Gabriel Jesus handball in the build-up.

But after reviewing the footage at the side of the pitch, referee Michael Oliver allowed the goal.

At kick-off, it was unlikely Arsenal would deny City a record fourth successive Premier League title, but the faint hope remained.

The task for Mikel Arteta’s side was further complicated by Bukayo Saka being ruled out because of a muscle issue.

When City scored twice in the first half, though, the Gunners effectively needed snookers.

Arsenal could not have done much more on the day. They could have been out of sight early on against Everton had it not been for a series of fine saves from Jordan Pickford, most notably when one on one with Gabriel Martinelli.

And the crowd, which had fallen flat within minutes of the start as news of Foden’s strikes filtered through, was re-energised both by Tomiyasu’s equaliser and reports that Mohammed Kudus had pulled it back to 2-1 at Etihad Stadium.

There were even widespread suggestions that West Ham had pulled level, with fans caught on camera celebrating a phantom Hammers equaliser. Some supporters were even asking journalists at Emirates Stadium for confirmation of the real score in Manchester.

Those celebrations turned to defiance when Rodri restored City’s two-goal advantage.

It summed up the emotions, and the cruelty, of the Premier League title race – one in which Arsenal have come up just short.

One small upside was the return of Jurrien Timber from a serious knee injury, coming on in the second half for his first appearance since the opening day.

Although they secured their Premier League safety well in advance of the final day – despite points deductions – Everton did not go on holiday early.

While Arsenal dominated possession, the visitors were dangerous on the counter. Dominic Calvert-Lewin struck the post following an incisive attack, shortly before Gueye’s opener.

Despite this defeat, Everton’s form since the start of April provides hope for the future despite ongoing uncertainties, as Sean Dyche attempts to build solid foundations on Merseyside.

Veteran full-backs Seamus Coleman and Ashley Young, both now out of contact but offered new deals, started this game – although it was Young’s loose pass which led to the winning goal.

Man City Win Historic Fourth Consecutive EPL Title

Manchester City have won the 2023/2024 EPL title, becoming the first team in history to win it for a consecutive fourth time.

The Pep Guardiola-coached side scored the first goal within minute against West Ham through Foden who bagged a brace in the 18th minute.

West Ham’s Kudus gave a glimmer of hope in the second half with a well-taken goal before Rodri scored the third for Manchester City.

The team has become the first in EPL history to win the other for a fourth consecutive title.

FG To Open Student Loan Application Portal May 24

The Federal Government, through the Nigerian Education Loan Fund has announced May 24, 2024, as the official date for the opening of the portal for student loan applications.

The announcement was made in a statement by the media lead for the NELFund,  Nasir Ayantogo.

Ayantogo, in the statement, said the opening of the application portal marked a significant milestone in the commitment of President Bola Tinubu to fostering accessible and inclusive education for all Nigerian students.

Recall that on June 12, 2023, Tinubu signed the Access to Higher Education Act, 2023 into law to enable indigent students to access interest-free loans for their educational pursuits in any Nigerian tertiary institution.

The move was in fulfillment of one of his campaign promises to liberalise funding of education, a member of the then Presidential Strategy Team, Dele Alake, said.

The Act, popularly known as the Students Loan Law, also established the Nigerian Education Loan Fund to process all loan requests, grants, disbursement, and recovery.

Although the government initially announced that the scheme would be launched in September, it suffered several delays leading to an indefinite postponement in early March.

The Presidency had linked the delay to Tinubu’s directive to expand the scheme to include loans for vocational skills.

After receiving briefing from the NELFund team led by the Minister of State for Education, Dr Yusuf Sununu, on January 22, the President had directed the Fund to extend interest-free loans to Nigerian students interested in skill-development programmes.

Tinubu based his decision on the need for the scheme to accommodate those who may not want to pursue a university education, noting that skill acquisition is as essential as obtaining undergraduate and graduate academic qualifications.

This is not an exclusive programme. It is catering to all of our young people. Young Nigerians are gifted in different areas.

This is not only for those who want to be doctors, lawyers, and accountants. It is also for those who aspire to use their skilled and trained hands to build our nation.

In accordance with this, I have instructed NELFund to explore all opportunities to inculcate skill-development programmes because not everybody wants to go through a full university education, he had said.

Through the portal, students can now access loans to pursue their academic aspirations without financial constraints.

The portal, according to the statement, provides a user-friendly interface for students to submit their loan applications conveniently.

We encourage all eligible students to take advantage of this opportunity to invest in their future and contribute to the growth and development of our nation.

Students can access the portal on www.nelf.gov.ng to begin application, the statement said.

Ofili Lands In Paris Olympics After Triumph In Florida

Nigerian athlete Favour Ofili on Friday secured her place in the women’s 200m event at the upcoming Paris 2024 Olympic Games.

Her triumph came after a stunning victory at the Tom Jones Memorial Classic at the James G. Pressly Stadium in Gainesville, Florida.

Breaking out of the starting blocks with determination, Ofili blazed through the track, clocking an impressive 22.33secs (+1.4 m/s). This timing not only represents her personal best in two years but also surpasses the Paris 2024 Olympics’ qualifying standard of 22.57secs.

In a fiercely competitive field, Ofili emerged victorious, leaving behind formidable opponents Anavia Battle (USA) and Denmark’s Ida Karstoft.

FRCN To Broadcast NNL Super 8 Matches Live

As part of its efforts to create enough awareness  for the country’s second tier league, the board of Nigeria National League (NNL) has entered into agreement with Federal Radio Corporation of Nigeria to run life commentaries of all the Super 8 matches to be held between June 7 and 14 in Enugu

Chairman of NNL,  George Aluo said the arrangement will offer Nigerians opportunity of following the games from the kick off to the finals even as he commended the largest Radio network in Africa for the deal.

” I’m very excited with the arrangement because for the first time in the history of the league, FRCN will air our matches live,” Aluo told NNL media. “What this means is that football fans in the remotest villages of the country will follow the competition from the beginning to the end  because Radio Nigeria covers all parts of the country; and I must have to say a very big thank you to FRCN management.”

The Super 8 is organised annually at the end of the league  to determine the overall champion of the second tier League as well as teams that will gain promotion to the elite league.

The eight teams that  qualified for the championship are namely  Nasarawa Utd, Sporting Supreme of Abuja, Sokoto Utd and El-Kanemi Warriors. Others are Beyond Limit FC, Madiba FC, Inter Lagos and Ikorodu Utd.
