IPMAN Threatens Closure of 30,000 Filling Stations

Oil dealers under the aegis of the Independent Petroleum Marketers Association of Nigeria, on Tuesday, declared that it will shut down the 30,000 stations operated by IPMAN members across the country if the Federal Government fails to pay the N200bn it owes marketers.

IPMAN specifically said the Nigerian Midstream and Downstream Petroleum Regulatory Authority, an agency of the Federal Government, had refused to clear the debt, which had continued to accrue since September 2022.

It disclosed this in a communiqué issued in Abuja by the Chairman of IPMAN Depot Chairmen Forum, Yahaya Alhassan, over the non-payment of marketers’ bridging claims. IPMAN controls over 30,000 filling stations in Nigeria.

Bridging claims are payments made by the government to oil marketers for the transportation of petroleum products loaded from depots to various states across the country.

Petrol: IPMAN Rejects New NNPCL Prices

Alhassan said the consequences of the failure by NMDPRA to pay the N200bn “will be terrible, as every marketer’s outlet across Nigeria, from the North to the South, and from the East to the West, will be shut down.”

He added, “As IPMAN, we have taken every step in the past to salvage this unfortunate and looming situation, which we know will not augur well for Nigerians, but we are presently left with no option than to go all out in the next few days to address this ugly trend in our way, which will portend great hardship and danger for Nigerians.”

The IPMAN official pointed out that at a stakeholders meeting held on February 20, 2024, with the Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri, and the National Security Adviser, Nuhu Ribadu, the Chief Executive of NMDPRA, Farouk Ahmed, was mandated by Lokpobiri to clear the entire debt in 40 days.

“However, today we have crossed the 40 days time-lapse given to the NMDPRA to clear the debt, and it is shameful to state that only the paltry sum of N13bn has been paid, thus going the whole length to ignore our plight without remorse and recourse to the minister’s directive.

“Before now, we had taken the honourable path to continually seek an explanation from the NMDPRA on why it has blatantly refused to offset the remaining debt, but we have ceaselessly met brick walls,” Alhassan stated.

He said IPMAN was extremely distressed and depressed by the laidback attitude of the leadership of NMDPRA towards the survival of its members’ businesses, arising from NMDPRA’s deliberate delay and refusal to offset the debt of over N200bn.

“This has consequently led to the deaths of many of our members and the unfortunate collapse of their businesses. It is also disheartening to note that some of our members have completely shut down their businesses and retrenched their employees as we are no longer able to pay salaries.

“As businessmen and women, our members acquired bank loans to keep their fuel retail outlets running on a daily basis across the nooks and crannies of Nigeria, to serve the teeming population of Nigerians.

“However, it is demoralising to know that many of our members have gone bankrupt and have become financially insolvent as a result of their inability to meet their financial obligations to their banks, arising wholly from their inability to get their monies from the NMDPRA,” Alhassan stated.

Consequently, according to the IPMAN official, the banks have taken over the business premises of many of our members.

He said, “NMDPRA have illegally taken our monies and this is the highest level of fraud. Sequel to this, we are appealing to Mr President to please intervene in this quagmire that we have been subjected to by the NMDPRA.

“We repeat, if our demands are not met within the shortest period, we have already put our members on standby across the nation, as law-abiding citizens, we are collectively prepared to withdraw our services, close every single outlet, and suspend lifting of products forthwith till our demands are fully met.”

When contacted, the NMDPRA said the payment process was ongoing. “Not everyone is paid at the same time, rather the payment process is an ongoing thing,” a spokesperson for the agency, Seiyefa Osanebi stated.

Meanwhile, commenting on the scarcity of fuel across the country, Alhassan said the problem was because the Nigerian National Petroleum Company Limited was not supplying enough petrol to dealers.

“It is expedient for us to state that we are more pained by the non-availability of petroleum products across the country, which has given rise to another round of untold hardship for Nigerians.

“We would like to categorically state that the scarcity of PMS is wholly triggered by the NNPC and not by IPMAN or its members. Contrary to claims that IPMAN members are hoarding PMS products, we make bold to say that NNPC is the sole importer of PMS and therefore the sole cause of the present scarcity in Nigeria,” he stated.

IPMAN also stated that NNPC was supplying petrol to private depots, adding that these depots raise the cost of the commodity to as high as N850/litre, which often leads to higher pump prices nationwide.

NNPC, however, assured Nigerians that the ongoing fuel scarcity and queues would be cleared out by Wednesday, May 1, 2024. Its Chief Communications Officer, Olufemi Soneye, reportedly stated this on Tuesday in Lagos.

The Minister of Arts, Culture, and the Creative Economy, Hannatu Musawa, has commended the contributions of all hardworking creatives across the nation to the growth of the entertainment industry.

The minister gave the commendation on Wednesday in a statement through her media aide, Nneka Anibeze, to commemorate the 2024 Workers’ Day.

Dangote Refinery to Get Valid Operating Licence Soon – FG

The Federal Government has announced that it was set to issue a fully valid operating licence to the 650,000 barrels per day capacity Dangote Petroleum Refinery.

It announced this at the Stakeholders’ Consultation Forum on Midstream and Petroleum Host Community Development Trust Regulations organised by the Nigerian Midstream and Downstream Petroleum Regulatory Authority in Abuja.

The NMDPRA, an agency of the Federal Government, however, explained that though it had awarded a pre-commissioning licence to the $20bn refinery, a fully valid operating licence would be issued to the Dangote refinery soon.

Dangote refinery was inaugurated by former President Muhammadu Buhari in May 2023. The facility started releasing Automotive Gas Oil, popularly called diesel to the domestic market in April this year. It has yet to release Premium Motor Spirit, popularly called petrol.

Speaking at the forum in Abuja on Tuesday, the Chief Executive, NMDPRA, Farouk Ahmed, told industry players and other stakeholders that the authority would issue a fully valid operating licence to the refinery very soon.

Ahmed, who was represented by the Executive Director, Distribution Systems, Storage and Retailing Infrastructure, NMDPRA, Ogbugo Ukoha, pointed out that currently, only three refineries have valid licences.

“We have issued three refineries with three valid licences. We awarded to Dangote refinery even in their pre-commissioning and sooner than later they will have full commission and a valid licence to also operate,” he stated.

He also stated that about 15 gas facilities across the country have valid licences while more are undergoing processing.

The NMDPRA boss said there are 1,199 facilities with valid licences in the downstream, while more than 176 operators hold gas import permits.

Ahmed said 130 depots have valid licences while 69 hold valid coastal vessel licences, adding that NMDPRA has licensed 9,464 retail outlets as of 10 am on April 30, 2024.

“In the gas processing facility within the midstream, there are about 15 of them with valid licences. And much is under processing.  If you go to the downstream sector, in the gas state of the downstream, more than 1,199 facilities have NMDPRA valid licences.

“More than 176 operators hold gas import permits. In the liquid licensing side of the downstream, there are 130 depots with valid licences and coastal vessels of more than 69 valid licences as of today. And in the retail outlets, we have 9,464 licensed retail outlets as of 10 am today, April 30,” Ahmed stated.

He explained why locations in the midstream and downstream arms of the oil sector were included as part of host communities, stating that emissions and effluence affect them.

Ahmed said the authority organised the forum for stakeholders to ventilate their ideas and proffer measures that would further enable the NMDPRA to relate better with host communities in the mid and downstream arms of the oil sector.

Federal Govt. Approves Pay Increase for Workers

The Federal Government has approved a salary increase of between 25% and 35% for civil servants on the remaining six Consolidated Salary Structures

This move is coming on the eve of the 2024 Workers’ Day event and is contained in a Tuesday statement by the Head of Press at the National Salaries, Incomes and Wages Commission (NSIWC) Emmanuel Njoku.

The increment takes effect from January 1st, 2024.

FG Suspends Salary Payment For 331 Civil Servants

The Salary Structure includes the Consolidated Public Service Salary Structure (CONPSS), Consolidated Research and Allied Institutions Salary Structure (CONRAISS), Consolidated Police Salary Structure (CONPOSS), Consolidated Para-military Salary Structure (CONPASS), Consolidated Intelligence Community Salary Structure (CONICCS) and Consolidated Armed Forces Salary Structure (CONAFSS).

Those in the tertiary education and health sectors had already received their increases which involved Consolidated University Academic Salary Structure (CONUASS) and Consolidated Tertiary Institutions Salary Structure (CONTISS) for universities.

For polytechnics and colleges of education, the statement indicated that the new salary structure involved the Consolidated Polytechnics and Colleges of Education Academic Staff Salary Structure (CONPCASS) and Consolidated Tertiary Educational Institutions Salary Structure (CONTEDISS).

Those in the Health Sector will also be benefiting through the Consolidated Medical Salary Structure (CONMESS) and Consolidated Health Sector Salary Structure (CONHESS).

Similarly, the Federal Government has also approved increases in pension of between 20% and 28% for pensioners on the defined benefits scheme concerning the above-mentioned six consolidated salary structures.

Transfer: Everton Table Offer For Ndidi

English Premier League club, Everton, are the latest club to be linked with Nigeria international Wilfred Ndidi, with reports saying the Toffees have tabled an offer to the midfielder ahead of next season, PUNCH Sports Extra reports.

Following an impressive 2023/24 season with Leicester City in the English Championship, Nigeria international, Wilfred Ndidi, has seen his status raised again to become one of the most reliable and sought-after defensive midfielders in Europe.

After going down with the Foxes, Ndidi was immediately linked with a move away from the club but the King Power outfits were able to hold on to the midfielder who had just a year left on his contract at the time.

The 27-year-old played a key role as Leicester gained promotion back to the Premier League contributing four goals and five assists in 31 appearances this season.

With just two months left on the contract extension he signed in 2018, Ndidi is free to discuss terms with any club of his choice.

Spanish giants, Barcelona, and a host of Premier League clubs are keen on picking up the 27-year-old on a free transfer this summer

Meanwhile, according to transfer expert Sacha Tavolieri, Everton have presented an offer to Ndidi.

Super Eagles star, William Troost-Ekong has unveiled his vision for his newly established foundation which will be launched on June 2, 2024 in Uyo.

The PAOK FC defender officially launched the “Troost-Ekong Foundation,” a non-profit organization dedicated to empowering Nigerian and African youth through football and education. The foundation’s mission is to cultivate success, resilience, and community leadership among young people.

In an interview with Soccernet, Troost-Ekong articulated his commitment to creating opportunities for individuals.

Troost-Ekong said: “The biggest thing for me is to create opportunity. I really want to make a mark. I think I’m blessed. I’m very lucky. And I feel it would be a wasted opportunity if I didn’t use my voice now and some of the influence that I have to really do something back home,” he expressed passionately.

Nigerian goalkeeper, Chiamaka Nnadozie has been named the best in his position for the 2023/2024 French Women’s League. SportsRation reports.

The Nigeria Football Federation (NFF) has entrusted Finidi George with the critical mission of ensuring that the Super Eagles secure a spot in the 2026 FIFA World Cup.
